Attached is background information on Reed Fire Protection Engineering, LLC, the
services they offer, and the proposed agreement with the City of Grapevine. Reed
currently provides services for numerous Texas jurisdictions, including but not limited to:
Austin, Southlake, Rockwall, Sherman, Duncanville and Weatherford.
These amendments will have no effect on budget expenditures or revenue. The Fire
Department does not currently charge fees for plan review or inspections, and under the
proposal the applicant would pay Reed directly, therefore making the program budget
neutral

Dear Mr. Williams,
Reed ire Protection Engineering, L.L.C. (RFPE) was founded in April of 1995 in Dallas,
Texas. The firm's founder and president is Mr. Albert W. Reed P.E. a graduate of Texas A&M,
has over thirty years of experience in the fire protection industry including work with
Municipalities, Architectural Firms, Contractors and Consulting Engineering Firms. Principals
include Mr. Reed, a Texas licensed fire protection engineer and Mr. Darren Roberts, Texas
licensed alarm planning superintendent and security consultant who has twenty years of
experience in the fire protection industry. RFPE staff has over 70 years of cumulative fire
protection expertise. The staff has experience in all phases of fire protection engineering,
including review, design, analysis, testing and construction period services.
Our extensive experience with design, review and code analysis enables our
firm to review, document and enforce City of Grapevine requirements,
amendments in a timely and professional manner.
We will provide personal service and work with the City of Grapevine to identify
and correct code deficiencies.
. Our firm will develop and coordinate with the City of Grapevine a review action
plan to guarantee prompt review and consulting services.
Plan Review Services will be provided at no charge to the City of Grapevine.
The installing contractor pays RFPE directly for our services.
Fire Protection drawings, equipment submittals, and calculations are delivered
by the contractor to RFPE's Office in Dallas.
RFPE will perform a detailed review of the drawings, equipment submittals, and
calculations based on City of Grapevine Codes and amendments.
Code deficiencies will be documented in letter form. Drawings and submittals
will be stamped "Reviewed or Revise and Resubmitbased upon the
severity of deficiencies documented.
Upon completion of our review, RFPE will send a complete set of stamped fire
protection drawings, equipment submittals, calculations and review letter to the
Grapevine Fire Department. RFPE will retain a complete record set of
documents at our office and return the remaining sets to the contractor.

directly to (RFPE) by the contractor. Fee will be assessed and paid by the

Fees are charged hourly at the rates listed below.
Inspections:
Contractor shall provide 48 hour written notice prior to inspection date.
Inspection Requests may be faxed to RFPE at 214-638-4710.
4. Inspections and re -inspections shall be performed and completed between 8AM
and 4:30PM Monday through Friday. Inspections performed before or after the
specified times will be charged at double the hourly rate with a 2 -hour
minimum. Weekend and Holiday inspections charges will be negotiated and
performed at the discretion of Reed Fire Protection Engineering LLC.
All testing shall be performed by the contractor.
TAV All testing equipment shall be provided by the contractor.
The contractors' failure to maintain approved drawings, documents, completion
forms, NFPA Certifications, green tags, installation stickers, and licensed
technician on site shall result in immediate failure of inspection. 3 Hour
Minimum Hourly Charge will apply.
Travel Mileage will be charged at IRS Rate Cents per mile or IRS rate.

Estimated Fee for Inspection of Residential Sprinkler System:
additional time will be charged at the hourly rates above and be paid prior to
issuing approval. Payment is required upon inspection request prior to
inspection. Major Credit Cards are accepted by phone/fax. Same fee will be
assessed for re -inspections.
Estimated Fee for Inspection of Commercial Sprinkler System: $550.00

MUNICIPAL CONSULTING SERVICES
In addition to plan review services, Reed Fire Protection Engineering offers Fire
Protection Consulting Services. Consulting services can be required by the city and
paid for by the Contractor or the City. These services could include:
-- Evaluation or survey of new or existing structures to determine compliance with
codes.
Field survey reports.
Code equivalency or variance determinations.
Ti- Fire code search or interpretation.
Attendance at construction site meetings, site visits or testing.
Consulting Fees are charged hourly at the rates listed on the previous page under
"Inspections". Written proposals are available upon request.
Consulting Services will not be performed or charged without written approval by the
City of Grapevine.
a. The installation company will furnish sufficient copies of the submittal for review,
including one copy to be retained for our files.
b. Field inspections and meetings with your office or the contractor are in addition to
the basic plan review services of this proposal.
c. Attendance at jobsite meetings, unless authorized by the City, is excluded from the
basic services of this proposal.
The following will be billed in addition to any services authorized by the City:

❖ Postage and delivery charges.
❖ Reproduction and copying charges.
❖ Travel/Meal expenses.
Plan review services outlined in this proposal will be paid by the installing contractor when
submittal is made to Reed Fire Protection Engineering. The fee schedule shall be as listed
below:

Fees exclude reimbursable expenses. If a resubmittal is necessary, the fee structure above is
valid for 3 months from the date of this proposal.
CONTRACTOR SHALL INDICATE REVIEW TIME: STANDARD 10 - WORKING
DAY., LESS THAN 7- WORKING DAY OR 24-HOUR RUSH REVIEW SERVICES
AND DATE REQUIRED UPON DROP OFF.

CREDIT CARDS ARE ACCEPTED.
The term of the plan review and professional services agreement herein is for one
year and will automatically renew annually. During the term of this agreement, to
maintain plan review accuracy, high quality and standardization the City of Grapevine
shall utilize the services of REED FIRE PROTECTION ENGINEERING, LLC. exclusively.
Either CLIENT (City of Grapevine) or Reed Fire Protection Engineering may terminate
this AGREEMENT without penalty at any time with or without cause upon giving the
other party (30) calendar day's prior written notice. CLIENT shall within (30) calendar
days of termination pay RFPE for any municipal consulting services provided directly to
the CLIENT and all costs incurred up to the date of termination associated with said
services. CLIENT shall also reimburse RFPE for all of RFPE's termination expenses for
approved consulting fees contracted directly with the City of Grapevine, including, but
not limited to, those associated with demobilization, reassignment of personnel, and
space and equipment costs. Documentation supporting the termination expenses shall
be provided to the CLIENT and the reimbursement shall be limited to a maximum of
$1,000.
To indicate acceptance of this proposal and authorize initiation of services, please sign
and return a copy of this proposal.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE
CODE OF ORDINANCES, CHAPTER 11 FIRE
PROTECTION AND PREVENTION, TO THE 2006
INTERNATIONAL FIRE CODE AS PUBLISHED BY THE
INTERNATIONAL CODE COUNCIL, RELATING TO THIRD
PARTY PLAN REVIEW AND INSPECTIONS PROVIDING
AMENDMENTS TO SAME, REPEALING CONFLICTING
ORDINANCES; PROVIDING A PENALTY NOT TO
EXCEED TWO THOUSAND DOLLARS ($2,000.00) FOR
EACH SEPARATE OFFENSE AND A SEPARATE
OFFENSE SHALL BE DEEMED COMMITTED UPON EACH
DAY DURING OR ON WHICH A VIOLATION OCCURS;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City has previously adopted the 2006 Edition of the International
Fire Code published by the International Code Council, as well as amendments to
same; and
WHEREAS, the City has determined that it would be in the best interest of the
general public to have the ability to utilize a State Licensed Fire Protection Engineering
Firm to perform third party plan review of fire protection plans and to perform
inspections; and
WHEREAS, the City Council has determined that the passage of this ordinance
is in the best interest of the health, safety and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That Chapter 11 Fire Protection and Prevention, of the City of
Grapevine Code of Ordinances, Article 111, Fire Code, Section 11-40, Code Adopted;
Amendments, is hereby amended by the addition of the following:
Section 105.4.1 Submittals is hereby amended to read as follows:
"105.4.1 Submittals. Construction documents shall be submitted in one or more sets
and in such form and detail as required by the fire code official or his designee. The
construction documents shall be prepared by a registered design professional where
required by the statutes of the jurisdiction in which the project is to be constructed.
Fire sprinkler plans, fire alarm plans, hazardous materials plans, and other plans
as determined by the fire code official shall be submitted to a third party State
Licensed Fire Protection Engineer. Such engineer shall be designated by the fire
code official. Plan review fees shall be paid directly to the third party Fire
Protection Engineer by the applicant.
Section 106.2 Inspections is hereby amended to read as follows:
106.2 Inspections. The fire code official is authorized to conduct such inspections as are
deemed necessary to determine the extent of compliance with the provisions of this
code and to approve reports of inspection by approved agencies or individuals. All
reports of such inspections shall be prepared and submitted in writing for review and
approval. Inspection reports shall be certified by a responsible individual. The fire code
official is authorized to engage such expert opinion as deemed necessary to report
upon unusual, detailed or complex technical issues subject to the approval of the
governing body.
The fire code official is hereby authorized to engage the services of a State
Licensed Fire Protection Engineering firm to perform inspections described by
i the code. Such Fire Protection Engineering firm shall be designated by the fire
code official. Inspection fees shall be paid directly to the Fire Protection
Engineering firm by the applicant, property owner, tenant, contractor, or design
professional."
Section 3. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed Two Thousand Dollars ($2,000.00) for each offense and a separate offense
shall be deemed committed each day during or on which an offense occurs or
continues.
Section 4. All ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect.
Section 5. If any section, subsection, sentence, clause or phrase of this
ordinance shall for any reason be held to be invalid, such decision shall not affect the
validity of the remaining portions of this ordinance.
Section 6. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health,

safety and general welfare of the public which requires that this ordinance shall become
effective from and after the date of its passage, and it is accordingly so ordained.
