ITEM 1. BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a briefing session relative to the following cases: CU07-33 ATRIA OF GRAPEVINE CU07-35 GRAPEVINE MEDICAL OFFICES to discuss development issues ADJOURNMENT After a brief discussion, Chairman Oliver adjourned the meeting at 722 p.m. PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 18TH DAY OF DECEMBER 2007. 112007 1 P & Z JOINT PUBLIC HEARING NOVEMBER 20, 2007 APPROVED: CHAIRMAN ATTEST: SECRETARY NOTE: Planning and Zoning Commission continued with the Joint Public Hearing 112007 2 P & Z JOINT PUBLIC HEARING NOVEMBER 20, 2007 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint Public Hearing with the City Council, on this the 20th day of November 2007, in the City Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman Herb Fry Vice-Chairman Chris Coy Member Danette Murray Member B J Wilson Member Mark Lowery Member Monica Hotelling Member Jimmy Fechter Alternate constituting a quorum with Gary Martin absent and the following City Staff: Scott Williams Development Services Director Ron Stombaugh Planning and Development Manager Scott Dyer Engineering Manager Albert Triplett Planner II Susan Batte Planning Technician CALL TO ORDER Mayor Tate called the joint meeting to order at 7:32 p.m. and Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 8:07 p.m. INVOCATION Commissioner B J Wilson delivered the Invocation. JOINT PUBLIC HEARINGS CONDITIONAL USE APPLICATION CU07-33 - ATRIA OF GRAPEVINE First for the Commission to consider and make recommendation to the City Council was conditional use application CU07-33 submitted by Mark D Jessee for property located at 3975 William D Tate Avenue and platted as Lot 1, Block 1, Atria Grapevine Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU99-37 (Ord. 00-38) for a personal care facility, specifically to allow the addition of an entrance canopy, two pavilions, fencing and various landscape features. 112007 3 P & Z JOINT PUBLIC HEARING NOVEMBER 20, 2007 Mr. Joel Bodway, representing the application, was available for questions and requested favorable consideration of the applications. Discussion was held regarding restaurant hours. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commissioner's deliberation session, Chris Coy moved to approve conditional use application CU07-33. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None CONDITIONAL USE APPLICATION CU07-35 - GRAPEVINE MEDICAL OFFICES Next for the Commission to consider and make recommendation to the City Council was conditional use application CU07-35 submitted by Skip Blake for property located at 815 and 823 Ira E Woods Avenue and platted as Lot 17, Block 1, Towne Center Addition No. 2. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU06-39 (Ord. 06-74) for a planned commercial center specifically to allow for the development of two medical office buildings. Mr. Derrick DeQuire, the property owner, was available for questions and requested favorable consideration of the application. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commissioner's deliberation session, Danette Murray moved to approve conditional use application CU07-35. Mark Lowery seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None END OF PUBLIC HEARING CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the October 16, 2007, planning and Zoning joint public hearing Herb Fry moved to approve the Planning and Zoning Commission minutes of October 16, 2007. Chris Coy seconded the motion, which prevailed by the following vote: 112007 4 P & Z JOINT PUBLIC HEARING NOVEMBER 20, 2007 Ayes: Oliver, Fry, Coy, Wilson, Lowery and Hotelling Nays: None Abstain: Murray ADJOURNMENT With no further business to discuss, Mark Lowery moved to adjourn the meeting at 8:10 p.m., Chris Coy seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 18TH DAY OF DECEMBER 2007.
