1. Please provide a sealed set of plans and add case number CU11-
25, the case name and address within signature block.
2. Please arrange the site data table in a chart form showing the
amount required and provided: height in stories and feet, total
building area, total open space (landscaped area), paved areas,
(include as a percentage of total lot area) total parking spaces.
Also include the percent of the landscaping within the front yard.
3. Please provide the proposed monument sign elevations. The
maximum permitted height and area for a monument sign is ten -feet
and 100 -square feet respectively. Also please dimension on the
site and landscape plans the distance (min. ten feet) the sign will be
from the property lines. A sign permit will be required for an on -
premise sign.
4. Please contact the Transportation Manager -Mike Pacelli at
817.410.3361 for questions regarding the following comments:
• In place of the southern most no left turn sign, please provide a
right turn only sign and relocate the no left turn sign from the
mountable curb to a position to the north.
• Please provide a sight visibility triangle on the site and
landscape plans for the proposed monument signs. The
intersection sight distance standards are attached to this
document.
5. Please note that lighting levels at the property lines, including the lighted
signs may not exceed 3.0 footcandles. The canopy lighting needs to be
recessed to prevent reflective glare. Light fixtures shall be mounted no
higher than 15 -feet or the highest point on the primary structure.
Please provide an elevation of the parking lot light fixtures and adjust the
proposed height accordingly on the photometric plan. Four readings on
the photometric plan appear to exceed permissible levels. Please adjust
the lighting levels accordingly. Also add the following note to the site plan
and photometric plan:
• The on-site signs were included in the determination of the
illumination levels.
6. The exterior finishes chart calculation only needs to include the
percent of masonry exclusive of the doors and windows.
7. Please note the location, designation and total area of all usable
open space.

8. Please add the following notes to the site plan stating the purpose of the
conditional use request:
a) Conditional use request CU11-25 is a request to allow
gasoline services and the possession, storage, retail sale and
off -premise consumption of alcoholic beverages (beer and
wine only) in conjunction with a convenience store.
b) The entire site is the premise.
9. Please add the following notes to the site plan:
• All the requirements of the Grapevine Soil Erosion Control
Ordinance shall be met during the period of construction.
• All on site electrical conductors associated with new construction
shall be located underground.
10. The minimum tree caliper permitted is three inches. Please revise
the landscape chart accordingly.
11. Please provide and internal traffic circulation plan on the site plan.
12. Please label the required building setback adjacent to Wall Street as 25 -
feet instead of 30 -feet.
13 Please contact John Robertson in Public Works/Engineering at (817)
410-3136 if there are any questions for the following comments:
• Tie in right-of-way on south side of Wall Street to verify adequate width
(65' min).
• Provide a storm drain inlet on site to intercept runoff (gas and oil
separator).
14. Please note the following Fire Department comment. Please direct
all questions regarding the following comment to Randle Frisinger at
817.410.8100:
• A clear line of site is required to be able to see the fueling islands form
the service counter. A possible obstruction may exist with a display.
15. For verification purposes please email a PDF of the final plans to
atriplett(a)-wavevinetexas.gov prior to producing the final copies.
The above comments must be reflected in the revised submittal,
which is due by Tuesday, August 30th at 12:00 p.m. for the
September 20th joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) mylar (uncolored) of each sheet (minimum size 22" x 34")

one (1) colored version of a rendered landscape plan (absent text) on 11"
x 17" or a digital version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")

punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be

SUBJECT: Intersection Sight Distance Standards
This memo outlines the standards to be followed within the City of Grapevine's jurisdiction for
determining adequate Intersection Sight Distance (I'D). This supersedes the previous standards
dated August 8, 2000, and all earlier documents. These standards shall be applied to all newly
constructed or significantly modified public street intersections, as well as to commercial, industrial,
or multi -family residential driveway and private street intersections with public streets.
ISD shall be based on the methodology and values published by the American Association of State
Highway and Transportation Officials (AASHTO) in the 2004 edition of A Policy on Geometric
Design of Highways and Streets ("Green Book").
The following table identifies the most commonly used ISD values from the AASHTO reference for
stop -controlled intersections. It is provided here for convenience and represents typical scenarios
only. Adjustments for heavy truck traffic, steep roadway grades, unusual intersection geometries, or
other special conditions shall be determined using the full criteria outlined in the reference.
Unless specific site conditions indicate otherwise, the vertex of the sight triangle shall be a point
located 14.5 ft back from the edge of the nearest conflicting travel lane, or from the projection of the
curb or edge of pavement if no lane is defined. Line -of -sight is measured from a point 3.5 ft above
the roadway to a point 3.5 ft above the roadway in the most critical approach lane (typically the
nearest lane).
No objects, including landscaping and signs, shall be located within the ISD sight triangle between
3.0 ft above and 6.0 ft above the roadway elevation. Trees with single trunks may be located within
this sight triangle if kept pruned to at least 6.0 ft above roadway grade. Note that other, more
stringent Zoning Ordinance restrictions may also apply.

Dimensional Control Site Plan sheet:
• Label the site plan sheet as dimensional control site plan.
• Increase the text size within the site summary chart.
• Include the percentages of the impervious area and open
space.
• Combine the building and paved areas with the impervious
area cells into one cell.
• Provide the right-of-way for West Wall Street.
• Place the request prominently instead of within the general
site notes.
• Provide the thickness of the concrete within the details area.
• Remove the existing trees from the site plan.
• Remove the existing tree west of the subject site from the site
plan.
Landscape Plan sheet:
• Include within the landscape calculations chart the interior,
perimeter and non -vehicular open space calculations.
• Include the data within the provided column.
• Remove the tree west of the subject site.
Exterior Elevations sheet:
• Please revise the north elevation to include at least 70%
masonry and revise the exterior finishes chart accordingly.
• The aluminum material column may be omitted.

Commission of the City of Grapevine will hold a public hearing to consider the following

HL10-07 -Tillery Homeplace - submitted by Mark Born for property located at 231 & 235
Austin Street and platted as Lots 1A & 2A, Block 105, College Heights Addition. The
applicant is requesting designation as a historical landmark sub -district. Such sub -district
may include buildings, land, areas, or districts or historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
owned by Mark Born.

PROPERTY LOCATION AND SIZE:
The subject property is located at 897 West
Northwest Highway and is proposed to be platted as
Lot 1, Block 1, Bobber Down Addition. The addition
contains 32,095 square feet and has approximately
132 -feet of frontage along West Northwest Highway,
240 -feet along Ball Street and 87 -feet along West
Wall Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow gasoline service and off -
premise consumption of alcoholic beverages (beer and wine only) and two monument
signs in coniunction with a convenience store.
The applicant intends to construct a new 2,940 -square foot 7 -Eleven convenience store
with gasoline sales and beer and wine sales. Two monument signs, 99 -square feet in size,
and ten feet in height are proposed along West Northwest Highway and Ball Street. A
number of existing trees present on the subject site will be preserved.
PRESENT ZONING AND USE:
The property is currently zoned "HC", Highway Commercial District and is currently
undeveloped.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject site and surrounding property was zoned "C-2" Community Business District
and "R-3" Multiple -Family Dwelling District prior to the 1984 City Rezoning when the
property was rezoned to "HC" Highway Commercial District. On the subject site,
Conditional Use Request CU91-03 (Ord. 1991-31) was approved on March 5, 1991
meeting to allow a gasoline sales, the possession, storage and retail sale of alcoholic
beverages (beer only) with off -premise consumption and two pole signs in conjunction with a
convenience store. The use was never constructed and a portion of the site has remained
vacant since that time. The property to the north was rezoned in the 1984 City Rezoning
from "C-2" Community Business to "HC" Highway Commercial. Conditional Use Request
CU93-12 (Ord. 1993-60) was approved at the November 16, 1993 meeting on the site to the
north, home to the former Burrus/IGA market, allowing the possession, storage and retail
sale of alcoholic beverages (beer and wine only) with off -premise consumption in conjunction
with retail grocery sales. Also on the site to the north, at the July 15, 2003 meeting,
Conditional Use Request CU03-21 (Ord.03-48) was approved to allow a freestanding drug
store with a drive-through window and an increase to the amount of changeable copy on a
monument sign. West of the subject site Conditional Use Request CU91-03 (Ord. 1991-11)
was approved at the March 19, 1991 meeting for automotive repair and is home to the Kwik
Kar Lube. Conditional use Request CU11-14 (Ord. 2011-29) was approved on the site to
the north to allow the possession, storage, retail sale, and off -premise consumption of
alcoholic beverages (beer and wine only) in conjunction with a retail store.

The subject tract is not located within any of the noise zones as defined on the "Aircraft
Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Commercial. This request is in
conformance with the Master Plan.

The Thoroughfare Plan designates West Northwest Highway as a Type C Minor Arterial
with a minimum 80 -foot right-of-way developed as four lanes with a turn lane. The
Thoroughfare Plan designates Ball Street a Type D Minor Arterial with a minimum 75 -foot
right-of-way developed as four lanes. The Thoroughfare Plan designates West Wall Street
as a Type E Collector with a minimum 69 -foot right-of-way developed as four lanes with 11 -
foot travel lane width.

This letter is to verify that your request for a conditional use permit to allow gasoline service
and off -premise consumption of alcoholic beverages (beer and wine only) and two
monument signs in conjunction with a convenience store on property located at 897 West
Northwest Highway and proposed to be platted as Lot 1, Block 1, Bobber Down Addition
was denied by City Council on September 20, 2011.
On September 20, 2011, the Planning and Zoning Commission recommended the City
Council deny the request.
A waiting period of one (1) year between the date an application for amendment to the
zoning ordinance, or a requested change in zoning, is denied by the City Council and a
new application for such a change or amendment is accepted, is hereby established. The
one-year waiting period shall be applicable to all requested amendments and changes for
the same zoning district, or districts, on all or any portion of the property previously
considered for amendment or change in zoning; provided, however, said one-year waiting
period shall not be applicable to any proposed amendment or change instituted by the City
Council or Planning and Zoning Commission or to any proposed amendment or change
denied by the City Council without prejudice.

In response to P&Z comments dated August 12, 2011, please find the following
responses:
1. Please provide a sealed set of plans and add case number CU11-25, the case name
and address within signature block.
Response: Case number and address added to signature block. Plans signed/sealed.
2. Please arrange the site data table in a chart form showing the amount required
and provided: height in stories and feet, total building area, total open space (landscaped
area), paved areas, (include as a percentage of total lot area) total parking spaces. Also
include the percent of the landscaping within the front yard.
Response: Revised as requested.
3. Please provide the proposed monument sign elevations. The maximum permitted
height and area for a monument sign is ten -feet and 100 -square feet respectively. Also
please dimension on the site and landscape plans the distance (min. ten feet) the sign will
be from the property lines. A sign permit will be required for an on -premise sign.
Response: Monument sign elevations included in submittal package.
4. Please contact the Transportation Manager -Mike Pacelli at 817.410.3361 for
questions regarding the following comments:
• In place of the southern most no left turn sign, please provide a right turn only

• Please provide a sight visibility triangle on the site and landscape plans for the
proposed monument signs. The intersection sight distance standards are
attached to this document.
Response: The site plan has been updated to reflect the sign change and the site
triangle has been added.
5. Please note that lighting levels at the property lines, including the lighted signs
may not exceed 3.0 footcandles. The canopy lighting needs to be recessed to prevent
reflective glare. Light fixtures shall be mounted no higher than 15 -feet or the highest
point on the primary structure. Please provide an elevation of the parking lot light
fixtures and adjust the proposed height accordingly on the photometric plan. Four
readings on the photometric plan appear to exceed permissible levels. Please adjust the
lighting levels accordingly. Also add the following note to the site plan and photometric
plan:
• The on-site signs were included in the determination of the illumination
levels.
Response: The photometrics plan is being updated to include the site signs this
information is not currently available. This will be provided as soon as possible prior to
the Planning Commission meeting.
6. The exterior finishes chart calculation only needs to include the percent of
masonry exclusive of the doors and windows.
Response: This has been revised as reflected on the building elevation plan.
7. Please note the location, designation and total area of all usable open space.
Response: The site plan summary table has been updated to reflect the open space.
8. Please add the following notes to the site plan stating the purpose of the
conditional use request:
a) Conditional use request CU 11-25 is a request to allow gasoline services and the
possession, storage, retail sale and off -premise consumption of alcoholic beverages (beer
and wine only) in conjunction with a convenience store.
b) The entire site is the premise.
Response: These notes have been added to the site plan.
9. Please add the following notes to the site plan:
• All the requirements of the Grapevine Soil Erosion Control Ordinance shall be
met during the period of construction.
• All on site electrical conductors associated with new construction shall be
located underground.

10. The minimum tree caliper permittee is three inches. Please revise the landscape
chart accordingly.
Response: The landscape plan has been updated to reflect this change.
11. Please provide and internal traffic circulation plan on the site plan.

• Tie in right-of-way on south side of Wall Street to verify adequate width (65'
min).
• Provide a storm drain inlet on site to intercept runoff (gas and oil separator).
Response: The surveyor is verifying the right-of-way tie-in and will provide an update
once complete. The grading/drainage plan has an oiUwater separator shown.
14. Please note the following Fire Department comment. Please direct all

• A clear line of site is required to be able to see the fueling islands form the service
counter. A possible obstruction may exist with a display.

This letter is in request of conditional use for the 7 -Eleven store located at 897 W.
Northwest Hwy. The site to be developed is 32,095 S.F.(0.737 acres) and will consist of a
2,940 S.F. convenient store with a four dispenser fueling canopy along with an integrated
parking lot and dumpster enclosure. The proposed conditional use request is for the site
to provide fueling on site as well as the sale, storage, and off -premise consumption of
alcoholic beverages (Beer and Wine only). These uses are being requested in order to
add value to this developments impact on the local community. The neighboring
properties will be able to enjoy the convenience of a nearby fueling station for various
