Call to Order of Regular Meeting — Dr. Curtis Ratliff 2. Citizen Comments - Any person who is not scheduled on the agenda may address the Grapevine Heritage Foundation Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with staff. A member of the public may address the Board regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chairman or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. 3. Consider the Minutes of the February 16, 2022 Regular Meeting. 4. Adjournment The next meeting of the Grapevine Heritage Foundation Advisory Board will be held on Wednesday, May 18, 2022 at 5:00 pm at the Grapevine Convention & Visitors Bureau, 2nd Floor Grand Hall, 636 South Main Street, Grapevine, Texas. Acts of the 1993 Texas Legislature, the Grapevine Heritage Foundation Meeting agenda was prepared and posted by the 14t" day of April, 2022 at 5:00 pm. r David Klempin, Manager, Heritage Programs & Preservation 20 April 2022 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Grapevine Heritage Foundation (GHF) held their regular scheduled monthly meeting at 5:00 p.m. on Wednesday, April 20, 2022, in the 2"d Floor Grand Hall of the Grapevine Convention & Visitors Bureau, 636 South Main Street, Grapevine, Texas 76051. Present were: Curtis Ratliff Melva Stanfield Balla Wright Janet Perkins Sue Franks Courtney Fray Frances Jensen Wendy Nelson Duff O'Dell Absent were: Becky Hummer The above constituting a quorum, Chairman Vice Chairman Treasurer Secretary Member Member Member Member City Council Liaison Member With the following Convention & Visitors Bureau staff present: Paul W. CALL TO ORDER Vice -Chairman Melva Stanfield welcomed all and called the meeting to order at 5 p.m. 2. CITIZEN COMMENTS There were no citizen comments registered. Any person who is not scheduled on the agenda may address the Grapevine Heritage Foundation under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Advisory Board is restricted in discussing or taking any action during Citizen Comments. 3. APPROVAL OF MINUTES Balla Wright made the motion to accept the minutes as written from the February 16, 2022, regular meeting. Janet Perkins seconded the motion, which prevailed unanimously in the following vote: 1 GHF April 20, 2022 20 April 2022 Ayes: 8 (Ratliff, Stanfield, Wright, Perkins, Franks, Fray, Jensen, Nelson) Nays: 0 None 4. OLD BUSINESS Membership Report — Janet Perkins Janet Perkins presented the membership report. The membership is at 164 active paid memberships to date with more renewal notices sent out this month. This month $18,180 in donations were received; this included $18,000 in sponsorship for Nash Farm, $100 for a memorial brick and $80 in donations. The Foundation increased the membership level fees, and now more money is coming in. Sponsorship Report — Balla Wright Treasurer Balla Wright reported all sponsors are returning and one more is pending. We are currently at $26,750 in sponsorships. Cody Jolliff reported this includes a new Sponsorship from the Farm Bureau of $5,000 which has been received. He explained that Southwest Dairy is a sponsor, and they are being asked to come on as a Mission Partner for the entire year. As a Mission Partner, partners are recognized throughout the year and receive notices of events, etc. Nash Farm Report —Vice Chairman Melva Stanfield Vice Chairman Melva Stanfield reported the January First Friday program Springtime on the Farm was attended by 175; Texas Travel Council Conventioneers were 80; a senior citizen's Motor Coach Tour from Arkadelphia, Arkansas 42; there were 6 school tours with 515 participants; 9 Spring Break Tours with 961 participants; casual attendance 2,072; total attendance for March was 3,945 people. The April figures thus far were: April fool's party 128; Spring Into Nash 1,250; 218 attended Home School Days; there were 5 tours with 521 participants, casual attendance was 1,012 and total attendance for April was 3,129. There were 80 people who attended the Chuck Wagon Dinner at Nash Farm. The Chuck Wagon Dinner was a success and was considered to be one of the best we have produced. It was held in the fenced area around the Pole Barn. 5. NEW BUSINESS Vice -Chairman Melva Stanfield called on Cody Jolliff for a report on parking and circulation at Nash Farm. Mr. Jolliff said that speed bumps had been studied for Homestead as well as a traffic signal at Ball and Homestead. The City of Grapevine does not use speed bumps. It would likely be a hard sell for all Homestead neighborhood to agree to install them on Homestead. We could propose Homestead be included in the school zone that surrounds Cannon Elementary. This would involve flashing lights and signs for the school zone area. Regarding parking, Cody said we have 33 parallel parking spaces on Homestead along the Farm. Now that we have daily operations at the farm, more daily parking is needed. Many times people are parking loosely along the street, and not maximizing the spaces. We could propose to stripe the parking spaces to encourage efficient use of the spaces. The Nash Farm committee could work with the neighborhood to determine the best approach to improve the circulation and the parking. Paul 2 GHF April 20, 2022 20 April 2022 McCallum said the board could make a decision to work with the City regarding a school zone, parking signs and striped parking. Vice Chairman Melva Stanfield made a motion for Historic Preservation staff to work with the City and neighborhood regarding a school zone for the Homestead area and parking striping along Homestead. The motion was seconded by Wendy Nelson. The motion prevailed by the following vote: Ayes: 8 (Ratliff, Stanfield, Wright, Perkins, Franks, Fray, Jensen, Nelson) Nays: 0 None Vice Chairman Melva Stanfield called on David Klempin to report on a Grapevine Heritage Foundation Scholarship for the GCISD Education Foundation. David said we were contacted by the GCISD Education Foundation to see if we would fund a GHF Scholarship for the current year. The Scholarship was to encourage students pursuing agricultural, historic and architectural studies. David said GHF had not funded the Scholarship during the pandemic. Money would have to be raised in order to fund the Scholarship. The feeling of the board was that a Scholarship should not be offered this year. Discussion followed. Sue Franks made a motion to discontinue the GHF Scholarship. Dr. Curtis Ratliff seconded the motion. The motion prevailed by the following vote: Ayes: 8 (Ratliff, Stanfield, Wright, Perkins, Franks, Fray, Jensen, Nelson) Nays: 0 None Vice Chairman Melva Stanfield called on David Klempin to present a report on National Preservation Month activities for May 2022. Mr. Klempin said that this year's theme was "People Saving Buildings". There are many great examples in Grapevine which showcase building owner's great commitment to Historic Preservation, all along Main Street and throughout the Grapevine Historic Township. Vice Chairman Melva Stanfield asked David Klempin to present the nominations for the 2022 Preservation Advocacy Awards. Mr. Klempin presented a PowerPoint presentation showing the photos of the nominees. Nominations were submitted throughout the year on-line. Five outstanding properties were submitted. Historic Preservation staff reviewed the properties and placed them in appropriate categories. The following properties were nominated and placed in the award categories: Township Award - Balla Wright for the 1915 Wiggins House at 307 East College Street; Preservation/Conservation Award - Terri Meyer and Steven Wheeler for the 1903 Millican House at 603 East Worth Street; Rehabilitation Award - Howard and Barbara Witham for the 1893 Mary Barton Boling House, "Little Pearl" at 319 East College Street; Restoration Project Award — Dan and Robin Bock for the Rawls House at 426 East Texas Street; and Restoration Project Award — Joe and Janna Garcia for the 1908 J. W. Harrison House at 513 East Worth Street. Chairman Ratliff said he could not think of a better collection of outstanding properties. Discussion followed. Wendy Nelson made a motion to accept the nominations as presented. Sue Franks seconded the motion. DISTRIBUTION OF LIAISON REPORT Grapevine Convention and Visitors Bureau Liaison Report — Paul W. McCallum Executive Director Paul W. McCallum recognized Cody Jolliff for his six years of leadership at Nash Farm. He said Cody brought together the education elements, visitor numbers and sense of ownership to the Farm. Cody put his heart and soul into his work at the Farm. Mr. McCallum personally thanked Cody and his family for his contribution over the past years. A recognition reception will be held at the Farm honoring Cody and his family. City Council Liaison Update — Council Member Duff O'Dell Council Member Duff O'Dell stated that Cody Jolliff took the Nash Farm to a different level. She said she appreciated all that Cody has done for the Farm and community. Ms. O'Dell said she attended the ground breaking for Chicken and Pickle facility on 114 and 121. She said it will bring more economic activity to this part of Grapevine. She reported the former Payton Wright corner along Highway 114 now has four approved new restaurants underway. Also approved was a new drive -through coffee shop at Northwest Highway at Ball Street. The City has had a good rebound in sales tax revenue. 7.
