In 2005, City Council approved the Fairfield Mixed Use Development at the intersection
of Main Street and Dallas Road.. With this planned development, staff has been looking
at possible pedestrian related enhancements that could be undertaken on Main Street.
The goal of these enhancements would be to extend the pedestrian friendly atmosphere
on Main Street from College Street to Nash Street to envelop the new development.
Coincidentally, the NCTCOG issued a formal Sustainable Development Call for Projects
in October, 2005. The Regional Transportation Council (RTC) had previously
established $40.61 million in total funds for this program with $28.02 million available for
the eastern district of the Metroplex and $12.59 million available for the western district
in which Grapevine resides.
Sustainable Development is also referred to as Transit Oriented Development and
effectively consists of the type of development that the City of Grapevine has identified
as Mixed Use Development.
The goals for the Sustainable Development program are:
• Expand rail service accessibility
• Support Transit Oriented Developments (TOD)
• Support local infill developments

All three of these goals are met by the Fairfield Mixed Use Development.
The program provides funding for:
• Transportation infrastructure
• Land banking
• Center of Development Excellence
• Local sustainable development planning programs
Transportation infrastructure is the most applicable category for our specific need.
The minimum criteria for transportation infrastructure are:
• Consistent with "areas of interest"
• Correct zoning in place
• Public/private partnership
The attached map reflects the "Areas of Interest" which includes the Cottonbelt rail
corridor through Grapevine. The zoning is in place and we have a developer interested
in this program who is willing to serve in a public/private partnership.

The program requires a 20% local/private participation in the cost of the projects. The
NCTCOG staff has also noted the need for a city resolution of support and commitment
to fund the 20% local match for the funding if the application is approved by the RTC.
Staff recommends approval.

Fairfield on Main Street Mixed Use Development
Dear Ms. Hopkins:
Fairfield wishes to express our support for the City of Grapevine's application for funding under the NCTCOG's
Sustainable Development Call for Projects.
Fairfield is a local DFW based developer with successful residential and mixed-use projects throughout the United
States. We are excited to be partnering with the City of Grapevine on the Main Street Streetscape Improvement
Project which serves the Historic Main Street District and the Fairfield on Main Street Transit Oriented Development
(TOD).
Fairfield owns a development parcel on Main Street and has planned a mixed-use development that will complement
the goals and objectives of the City of Grapevine by bringing 251 residential units and commercial/retail uses to a site
in downtown. We have been working closely with the City to develop a project that provides living options within
walking distance of many of Grapevine's core businesses and one that is highly pedestrian oriented.
The development is located adjacent to Grapevine's Cotton Belt Depot and will be accessible to future commuter rail
service that may connect Grapevine residents with job markets in Fort Worth, Dallas and the DFW International
Airport.
The transportation infrastructure that would be funded through the Sustainable Development program of the NCTCOG
Regional Transportation Council is a vital part of the funding that is necessary to ensure the viability and success of
Main Street and Fairfield's Transit Oriented Development. As well, Fairfield proposes to provide 20% of the cost of the
improvements bordering our site as part of the local match.
This proposal meets all the funding goals of expanding rail service accessibility, supporting transit oriented
development and it is a local infill development. Fairfield is prepared to initiate our TOD project in 2006 and plans on
completing the project in 2007/2008.

Project Description
Fairfield on Main Street is a Mixed Use project located on a 5.5 acre parcel
in downtown Grapevine. The site was zoned to Mixed Use District in 2005
and is within the City's planned streetscape improvement area. The site is
one block from Grapevine's Cotton Belt Depot. The depot is served by an
existing rail line and potential future planned transportation center would
connect residents to Fort Worth, Dallas and the DFW International Airport.
Fairfield's Mixed Use Project includes 251 residential units, 20,000 SF of
Commercial/retail uses and a multi-level parking garage. The project is a
pedestrian friendly complex of three buildings, two of which accommodate
ground level commercial/retail with residential units above. The buildings
are surrounded by public sidewalks and form an outdoor plaza between
them. The plaza will have bench seating, potential outdoor dining patios for
adjacent restaurants and landscaping and trees.
The architecture of the project was influenced by the City of Grapevine's
Historic District Guidelines and ensures a project which is compatible with
the urban streetscape in the downtown area. The development creates new
on -street parallel parking spaces, surface parking spaces internal to the
development site as well as a 490+/- space garage. The combined facilities
will handle all of the residential and commercial/retail parking needs for the
development.
The public streets surrounding the development (Main Street, Dallas Road,
Nash Street) will incorporate the following pedestrian friendly elements:
• Street -level accessible commercial/retail spaces
• Wider sidewalks
• Historic streetlamps
• Street trees at regular intervals
• Benches
• Trash receptacles
• Bike racks
• On -street parallel parking spaces
Transportation Benefits and Connections to Surrounding Uses
The development utilizes a compact site design with three and four story
buildings that create a dense urban setting where users can live and work.
As noted above, the site is planned for surface and garage parking that will
accommodate the parking needs of residential and commercial/retail users.
This design can help to reduce air quality and congestion concerns as
residents can live in close proximity to existing community services and
allow them the ability to walk or bike to existing businesses and restaurants
along Main Street.
The City's Community Activities Center (fitness rooms, gym, classes), Main
Library and Convention Center complex are across Nash Street from this
project and offer a wide range of services to City residents. The wider
sidewalks and safer crossings and connections that will be made as part of
Grapevine's streetscape plan will encourage residents to choose walking
over driving for short trips thereby reducing reliance on automobiles.
The potential for future regional rail service in this area further enhances
opportunities for residents to travel to work destinations without the use of
cars. The location of downtown Grapevine is roughly halfway between Fort
Worth and Dallas, and its proximity to DFW International Airport allow
residents access to a wide range of work destinations in the region. When a
complete rail system is available, the residents at our project and Grapevine
as a whole will have a choice of transportation options for their work
commutes.
Commercial/Retail Employment Opportunities
In addition to the residential aspects of the project, the 20,000 SF of
Commercial/Retail space will provide opportunities for new jobs to be
created/located in Grapevine. In addition to the apartment management jobs
that will be associated with the residential component, there will be jobs
created in restaurant/food service, specialty retail, professional services and
professional offices. These opportunities will be accessible to not only the
residents of the project, but also to the 18,067 persons in the labor force that
are within 3 miles of the site per Census 2000 data. According to Census
data, 0.4% of the labor force within one mile is unemployed, while 2.1% of
the labor force within 3 miles are unemployed.
Residential Component
There will 251 total residential units of which 144 units will be 1 Bedroom
Units and 107 units will be 2 Bedroom units. The anticipated rental rates for
one -bedroom units and one -bedroom units with den room ranges from
$1,111 to $1,319 per month. These units provide between 766 square feet to
977 square feet of living space. The anticipated rental rates for the two-
bedroom units and two-bedroom units with den room range from $1,600 to
$2,080 per month. These units provide between 1,188 square feet to 1,522
square feet of living space.
The residential component of the project will serve the needs of Workforce
Housing in Grapevine as well as the market segment that is looking to live
near amenities in a more urban lifestyle uniquely located in a historic
downtown and near a planned transportation center.
Based on Census 2000 Information, the one mile area summary for the site
shows the Median Household Income to be $47,627. This can be compared
to the Median Household Income for the City as a whole which was
$74,591. The household incomes within one mile are less than 64% of the
City's Median income. This indicates that the area around the development
site currently has a significant concentration of lower to moderate income
households that comprise Grapevine's workforce housing. Typical annual
salaries for individuals in Grapevine are: 1) Policeman $44,280+ 2)
Accountant $48,000+ 3) School Teacher $40,542+ 4) Firefighter
$43,404+ 5) DFW Airport Claims Analyst $44,000 - $52,000 6) DFW
Airport Fire & Safety Engineer $54,625 - $71,000.
Using the $47,627 median household figure, the monthly rental rate that is
affordable to these households (assuming 30% of gross salary for housing) is
$15190. Of the 251 total residential units at the project, 102 units have rental
rates below $1,190 per month, therefore 40 percent of the units in the project
would serve workforce housing needs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS EXPRESSING SUPPORT FOR
SUSTAINABLE DEVELOPMENT WITHIN THE NORTH
CENTRAL TEXAS AREA, AUTHORIZING PARTICIPATION
IN THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENT'S CALL FOR PROJECTS FOR
SUSTAINABLE DEVELOPMENT, COMMITTING TO FUND
THE 20% LOCAL PARTICIPATION REQUIRED UNDER
THE SUSTAINABLE DEVELOPMENT FUNDING
PROGRAM; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the North Central Texas Council of Governments has issued a
Sustainable Development Call for Projects; and
WHEREAS, Sustainable Development allows people to drive shorter distances
by allowing them to live close to their jobs, to historically developed areas, and regional
rail corridors; and
WHEREAS, Sustainable Development is a positive step in the evolution of
development that addresses the region's capacity constraints and air quality issues; and
WHEREAS, the City of Grapevine supports Sustainable Development and has
adopted zoning regulations authorizing these type of developments under the Mixed
Use Zoning Classification; and
WHEREAS, the North Central Texas Council of Governments' program to fund
transportation and pedestrian infrastructure supporting and enhancing Sustainable
Development provides encouragement for these types of development throughout the
North Central Texas region.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true
and correct and are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine supports Sustainable Development
within the North Central Texas area.
Section 3. That the City of Grapevine has established a Mixed Use Zoning
Classification intended to encourage Sustainable Development.
Section 4. That the City of Grapevine has a private developer committed to
the development of a tract within the Area of Interest that falls under the description of
Sustainable Development.
Section 5. That the City of Grapevine is authorized to participate in the
Sustainable Development Call for Projects issued by the North Central Texas Council of
Governments.
Section 6. If the City of Grapevine's application is approved for funding by the
North Central Texas Council of Governments, the City agrees to provide the funding for
the required 20% local match.
Section 7. That this resolution shall become effective from and after the date
of its passage.
