BACKGROUND: Certificate of Appropriateness application #CA22-14 was submitted on March 23, 2022 by the applicant John Finn of Finn Residential, LLC to renovate the existing house at 514 East Texas Street, preserving the existing streetscape view, to construct a new two-story addition to the rear of the house; to construct a new 465 square foot detached two -car garage; with a connecting breezeway; and covered patio. The owners, David and Brittany Dejesus, desire to adapt the house to serve as a home for their family. The plans were prepare by Longitude One Twenty Engineering and Design following the requirements of the 2013 Preservation Ordinance. Historic Preservation Staff met with the owner, applicant and engineer to review plans for the house. Suggestions were provided and changes were made to the preliminary design O:\Historic Preservation Commission\CAs\2022 CA\CA22-14.4 518 East Texas Street.doc May 20, 2022 (12:25PM) to preserve the street view of the original house. The total living area of the existing 1,478 square foot house with the proposed 1,890 square foot addition totals 3,368 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The balcony, patio, and porch total are not to be included in the maximum square feet, per the Preservation Ordinance. The property lot size is 7,000 square feet and the building coverage is 37.4% (maximum 40% lot coverage). Total of the 3,368 square feet living area and 465 square foot detached garage is 3,833 square feet (within the ordinance maximum of 4,100 square feet). Building height is 25 feet. Staff recommends approval of Certificate of Appropriateness #CA22-14 to renovate the existing 1,478 square foot house preserving the existing street view of the house; to construct a new two-story 1,890 square foot addition to the rear of the house; to construct a new 465 square foot detached two -car garage at the rear of the house; as per the attached plan and drawings with the conditions the board of zoning adjustment approve the existing west side yard setback; and a building permit be obtained from the Building Department. B. Alexander is listed as the first owner of the property which he acquired in 1935. W. B. (Benton) Alexander and his wife, Mamie, moved to Grapevine in 1930 from Euless, TX, where he farmed and had a small dairy. After moving to Grapevine, W.B. became a car salesman. Mamie was a seamstress for many years. William Benton (Benton) Alexander, Jr., was born in 1922 in Euless. He attended Euless and Grapevine schools and graduated from Southern Methodist University in 1950. He married Doris Spearman of Ardmore, Oklahoma, and in 1952 built this house on Texas Street. In 1954 when Memorial Baptist Church was organized, Benton Alexander, Jr., became the church treasurer. The Alexanders resided here until 1960 when Benton was asked to move to the Sentry Insurance home office in Stevens Point, Wisconsin. The Alexander family moved back to Grapevine when Benton retired. The Horace E. (Tommy) Thomas family purchased this house in 1968 and it remained in their family until 1980. Tommy was born in Marlin, TX, and married Eula Elizabeth Thweatt of Grapevine in October 1946. They had two daughters (Marjorie and Clara Elaine) and owned and operated the Appliance Service Company on East Wall Street.
