BACKGROUND: Certificate of Appropriateness application #CA22-15 was submitted by the applicant John Finn on March 23, 2022 to construct a new 700 square foot 2-car detached garage with attached storage. The Terrill Paine Fuller house is a contributing structure to the College Street Residential Historic District. It was originally built in 1865 and has an addition constructed in 2008. The plans for the garage were developed following the Design Guidelines and the provisions of the 2013-23 update to the Preservation Ordinance. The existing house with it addition is 3,400 square feet in size, which is the maximum square feet allowed by the 2013-23 Ordinance. The Historic Preservation Officer, CVB Director and Building Official recommend a variance be granted to increase the garage size to 500 square feet, by using 200 square feet from the maximum of 200 square feet detached storage building allowed by the Ordinance. Notes: - Mr. Klempin opened the meeting at 10:02am. - Mr. Klempin reviewed the goals and purpose of the pre -construction meeting. - Mr. Klempin then moved to review point by point the pre -meeting handout for all parties in attendance. o Special note: Mr. Klempin emphasized that all changes must be submitted and approved prior to construction starting. If changes are made after the meeting, all changes must have a new C.A. submitted. - Mr. Klempin made note that point #4 of the handout does not fully apply since the construction is a new building. - Mr. Smith stated that he has changes to the plans. It was confirmed in the meeting what steps and protocols he must take to make changes to the plans after the meeting. - Mr. Klempin completed reading the handout and had all parties in attendance sign and date the document. - Mr. Klempin then reviewed with all in attendance all the supplemental documents, i.e. application, images, plans, etc. with the table. - Mr. Klempin opened the floor for questions, no questions were presented by either party. - The table was then turned to Mr. Gray who reviewed his guide of pre -construction checklist with the applicants. Mr. Gray read the document with the applicants point by point. - Mr. Gray completed his checklist with no questions for the applicants. Immediately following all parties signed the Mr. Gray's handout. - Following the signature, the contractor then reviewed the building plans at the table per Larry's request. No questions or changes were made and the meeting adjourned at 10:18am. Historic Preservation Office: 817.410.3197; 817.410.3185 01 September 2022, 10:00 CITY OF GRAPEVINE BUILDING DEPARTMENT PRE -CONSTRUCTION CHECKLIST PROJECT ADDRESS: 22-1911; 504 W College St. ***This is not intended to be a comprehensive list of all city requirements, but is meant to be a guide to aid in the construction process. • Provide clear and fully legible project site address sign, readable from the curb. • Working hours in the city are from 7AM to 7PM Monday through Saturday. No work is allowed on Sunday. • No work may be covered prior to receiving written approval from the inspector. All inspection approvals should be kept on site with the approved drawing packet by the project manager. • Inspections requested prior to 7:30 am will usually be performed the same morning. Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection request phone number is 817-410-3010. After hour inspections or Saturday inspections require 48-hour advance approval and fee payment. Minimum $84.00. • Provide a copy of the Setback Survey for city of Grapevine approval (for additions/alterations affecting the building footprint). • No inspections on the foundation will be made prior to city approval of a Setback Survey. • No changes from the city approved plans may be made to the site or building without first submitting revised plans and receiving written approval from the historic and building departments. This includes signs, landscaping, lighting, etc. • Note: Projects that went through the Historic Commission approval process must go back through Historic Commission for most exterior changes. Allow 30-45 days for this process. This includes landscaping, screening, grading, signage, etc. © You are advised not to call for your final inspection on the day the occupancy is desired. Due to the complexity of most projects, it is very common for the initial final inspection to fail.
