SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH A SOLE
SOURCE CONTRACT FOR THE PURCHASE OF CENTRAL
IRRIGATION SYSTEM,CONTROLLERS AND PARTS
RECOMMENDATION:
City Council to consider approval of a resolution to declare Interspec, Inc. a sole source
provider for central irrigation controllers and parts and establish an annual contract with
fixed annual pricing. Total annual expenditures will not exceed the budgeted amount of
45,000. A copy of the annual pricing from Interspec is attached.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts:
174-74615-051 - Parks Maint./Capital Replacement/Irrigation Replacement.....$46,000
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
This request is to establish annual fixed pricing for the purchase of replacement
controllers and parts for the central irrigation system. Interspec is the only certified
irrigation reseller of the controllers and parts compatible with the system currently in
place. The attached pricing from Interspec will remain firm for one year and the
controllers and parts will be purchased on an as needed basis.
Staff will give the Council a brief report on the status of the central irrigation system at
the meeting.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO ESTABLISHING AN ANNUAL
CONTRACT FOR THE PURCHASE OF IRRIGATION
SYSTEM CONTROLLERS AND PARTS; DETERMINING
THAT THE CONTROLLERS AND PARTS ARE AVAILABLE
FROM ONLY ONE SOURCE AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase central irrigation controllers
and parts as shown on the attached quotation from Interspec, Inc. as a sole source; and
WHEREAS, Interspec, Inc. is the sole source provider of the equipment listed the
attached Exhibit "A".
NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
establishment of an annual contract to purchase the listed equipment on an as needed
basis for a total not to exceed the annual budgeted amount of$45,000.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the annual contract.
Section 4. That this resolution shall take effect from and after the date of its
passage.
