BACKGROUND INFORMATION The original conditional use permit providing for the development of a three-story an apartment complex with reduced building separation and increased building height was approved by Council in December 1999 (CU99-50). A subsequent revision to provide an additional 125 covered parking spaces was approved by the Site Plan Review Committee in October 2000 (C000-56). The most recent revision to the Mills Run, Phase II site, C000-73, was approved by the Site Plan Review Committee in December 2000 which allowed for the relocation of the entry sign. A replat of the site, approved by Council in November 2000, incorporated the subject site into Mills Run, Phase II. The applicant is proposing to develop a recreation center on this site for residents of the apartment community. The site will include a walking trail, volleyball court, shuffleboard court, horseshoe pit, and gazebo and picnic area.
