Enclosed, please find a Conditional Use Application for the addition of approximately two (2)
acres of land to be developed as a Park Area and the addition of four (4) carports on the Mills
Run Phase III, Jackson Addition project in Grapevine, Texas.
The addition of a Park Area will enhance the Mills Run Phase III site as it will add to the
enjoyment of its tenants. It will not only give the residents a place to walk, but it will also add to
the existing beauty of the site. The Park Area is to have a picnic area that will include a
Barbeque Pit and a Fire Pit. It will also provide a variety of activities that will include
shuffleboard, horseshoes, volleyball and a washer toss court. All of the activity sites along with
the picnic areas will be accessible by a hiking trail. This Park Area will add value to the property
and will provide residents with a variety of activities. The addition of the park will not cause
harm to the value, use or enjoyment of other property in the neighborhood.
The addition of four (4) carports to the Mills Run Phase III site will serve as a car wash for
residents of the this complex. This is a convenient amenity for the residents. The addition of
these carports will not cause harm to the value, use or enjoyment of other property in the
neighborhood.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
the previously approved site plan associated with C000-73, Mills Run, Phase II,
approved by the Site Plan Review Committee on December 20, 2000, and take any
action necessary.
BACKGROUND INFORMATION
The original conditional use permit providing for the development of a three-story an
apartment complex with reduced building separation and increased building height was
approved by Council in December 1999 (CU99-50). A subsequent revision to provide
an additional 125 covered parking spaces was approved by the Site Plan Review
Committee in October 2000 (C000-56). The most recent revision to the Mills Run,
Phase II site, C000-73, was approved by the Site Plan Review Committee in December
2000 which allowed for the relocation of the entry sign.
A replat of the site, approved by Council in November 2000, incorporated the subject
site into Mills Run, Phase II. The applicant is proposing to develop a recreation center
on this site for residents of the apartment community. The site will include a walking
trail, volleyball court, shuffleboard court, horseshoe pit, and gazebo and picnic area.
The Public Works Department has requested that the gazebo be relocated off of the
existing sanitary sewer easement.

The Site Plan Approval Committee, at their April 18, 2001 meeting, approved your request to revise the approved
site plan of C000-25 for a three-story apartment complex with reduced building separation and increased building
height, specifically for the addition of a recreation center, located at 3701 Grapevine Mills Parkway, with the
following revisions:
1. Relocate the gazebo off of the sanitary sewer easement.
2. Place the case number, CU01-1, on the site plan.
3. Place a written scale on the site plan.
Any changes to a site plan approved with a conditional use or a special use (no matter how minor or
major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City
Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained and
the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written application, without
notice or hearing. No additional extension shall be granted without complying with the notice and hearing
requirements for an initial application for a Conditional Use Permit.
Submit the following to the Development Services Department:
• four (4) folded blueline copies of each sheet
• five (5) reduced, sorted, and collated copies at 11" x 17" three hole punched, stapled, and z -folded (fold the
right edge to the left edge and then fold the right edge in half to form a z -fold) for approval signatures.
