when riled and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, April 21, 2015 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z15-01/CU15-05/PD15-02 — Sewell Village BMW - Gensler & Associates for property
located at 1111 & 1151 East State Highway 114 and proposed to be platted as Lot 2R-1,
Block 1, Wallcon Addition. The applicant is requesting to rezone approximately 1.6 acres
acres from "CC" Community Commercial District to "PCD" Planned Commerce
Development District. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically to allow a BMW new car sales/service/car
wash/parking building, a pre -owned building and an additional 40 -foot pole sign. The
applicant is also requesting a planned development overlay to allow but not be limited to
deviation from the height requirements. The property is zoned "PCD" Planned Commerce
Development District and "CC" Community Commercial District and is owned by Sewell
Village Cadillac Company.
CU15-06 — South Western Bistro - s submitted by Sean Ahern for property located at 129
South Main Street #130 and platted as Lot 1, Block 1, Hazelwood Commercial Building
Addition. The applicant is requesting a conditional use permit to allow possession, storage,
retail sale and on- and off -premise consumption of alcoholic beverages (beer, wine and
mixed drinks), outdoor dining and outdoor speakers in conjunction with a restaurant. The
property is zoned "CBD" Central Business District and is owned by Chateau Group I.
CU15-08- The Airport Valet — submitted by The Airport Valet for property located at 2650
State Highway 121 and proposed to be platted as Lot 1R -1A, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a conditional use permit to allow for a 4.05
acre commercial parking lot and a 32 -foot pole sign. The property is zoned "CC"
Community Commercial District and is owned by Fellowship Church.
CU15-09 — AERISTO - submitted by C A Schmidt Leder, Ltd. for property located at 800
South Dooley Street and platted as Lot 1R1, Block 1, L Payton Wright Il. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to allow covered parking and outside storage in conjunction with automotive restoration.
The property is zoned "LI" Light Industrial District and is owned by E O Apartments LTD.
SU15-01 Fellowship Church — submitted by Pacheco Koch for property located at 2450
State Highway 121 and proposed to be platted as Lot 1 R-1 B, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a special use permit to amend the previously
approved site plan specifically to decrease the acreage of the site for an existing church in
a non-residential district. The property is zoned "CC" Community Commercial District and
is owned by Fellowship Church.
CU15-10 Grapevine Cricket Fields — submitted by Bannister Engineering for property
located at 3420 Foxfire Lane and proposed to be platted as Lot 1, Block 1, Grapevine
Cricket Fields Addition. The applicant is requesting a conditional use permit to establish a
cricket field with light standards, cricket batting cages, future tennis courts and volleyball
courts on 20 acres. The property is zoned "RA" Recreational Amusement District and is
owned by Chesapeake Land Company.
CU15-12 — Enterprise Car and Truck Rental — submitted by AME Engineering for
property located at 1800 South Main Street and proposed to be platted as Lot 7R, Block 6,
Metroplace 2nd Installment. The applicant is requesting a conditional use permit to amend
the previously approved site plan for a planned commercial center and to allow for a car
and truck rental facility. The property is zoned "CC" Community Commercial District and is
owned by Stacy/Main LLC.
SU15-02 —121 Community Church — submitted by 121 Community Church for property
located at 2701 Ira E Woods Avenue and proposed to be platted as Lot 1, Block 1,
Philippians. The applicant is requesting a special use permit to allow a church in a non-
residential District. The property is zoned "CC" Community Commercial and is owned by
Hillsleigh Company.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

The subject property is addressed at 129 South Main
Street, #130 and is platted as Lot 1, Block 1,
Hazlewood Commercial Building Addition. The
property contains 0.711 acres and has approximately
321 feet of frontage along South Main Street, 230
feet of frontage along Jenkins Street, and 147 feet of
frontage along East Wall Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage, retail
sales, and on -premise consumption of alcoholic beverages (beer, wine and mixed
beverages) in coniunction with a restaurant with outdoor (second floor patio) seating and
outdoor speakers..
The applicant intends to develop a 5,368 square foot restaurant (South Western Bistro)
comprised of a 3,375 square foot, 117 seat first floor, and a 1,993 square foot, 51 seat
second floor patio, within the new Hazlewood Commercial Building at the northeast corner
of North Main Street and Wall Street. The second floor patio area will also, have two
outdoor speakers to provide background music for patrons on the patio. Required parking
for this proposed restaurant is 56 spaces.

Based on the applicant's approximation of uses within the new structure (13,214 square
feet of retail; 17,128 square feet of office; 285 restaurant seats) approximately 230 parking
spaces are required. Relative to the building layout, there are 15 parking spaces partially
located on site on the eastern side of the building along Jenkins Street; there are five
parallel on -street spaces along the eastern side of Jenkins Street. The applicant intends to
utilize the public parking lot at the northeast corner of Jenkins and Wall Street which
contains 143 spaces which was initially discussed and agreed upon when the subject site
was rezoned to "CBD" Central Business District in early 2014. Total parking available
relative to the initial assumptions associated with the new construction is 163 spaces. With
the current need for 230 spaces the shortfall of 67 spaces is intended to be provided by the
recent parking agreement with the First Baptist Church which is providing 77 spaces for
public use and the 83 public spaces available in the City parking lot accessed from both
Jenkins and Texas Streets. Based on the applicant's own approximation of available
parking within the general vicinity of the subject site, approximately 325 parking spaces are
available within 300 feet and 804 parking spaces within 600 feet of the site. In addition,
given the mix of business and retail uses within the building the parking demand for these
users will most generally be at different times than that required for the restaurant
operators allowing on-site parking and spaces within the immediate vicinity to adequately
meet the parking needs for the site. See the attached letter.
PRESENT ZONING AND USE:
The subject property is currently zoned "CBD" Central Business District and is developed
as a two story multi -tenant structure totaling 45,948 square feet.
The subject property and the surrounding property to the north, south, east, and west was
zoned "C-2" Community Business prior to the 1984 City Rezoning. A small portion of
property to west was also zoned "SP" Specific Use Permit. The property to the east (city
parking lot) was rezoned to "GU" Governmental Use District at Council's June 23, 2008
meeting. At the February 19, 2014 meeting the subject site was rezoned (Z12-11) from
"HC" Highway Commercial District to "CBD" Central Business District for the development
of a two story multi -tenant office/retail building. At the July 15, 2014 meeting a conditional
use request (CU14-26) was approved on the subject property to allow for a 117 seat
restaurant (Cotton Patch) with on -premise alcohol beverage sales.

SOUTH: "GU" Governmental Use District—city property (Torian log cabin)

AIRPORT IMPACT:
A portion of the subject property is located within "Zone A" Zone of Minimal Effect as
defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs"
Map. Few activities will be affected by aircraft sounds in "Zone A" except for sound
sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The
applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's request is currently not in compliance with the Master Plan; however, in the
future a Master Plan amendment will bring the rezoning request into compliance.

South Western Bistro, the vision of Executive Chef and Owner Sean Ahern, is a concept
born in Grapevine. After gaining experience on both the east and west coasts, Chef Ahern has
returned to blend his culinary expertise with the south western tastes of home. The restaurant
will introduce a wide array of culinary treats from sous vide steak to reinvented fish tacos, each
paired with wines hand-picked by the Bistro's sommelier. The restaurant will have a fully
stocked bar on each floor, private dining and an upstairs patio. Chef Ahern aims to bring an
exciting and new experience that will elevate Main Street's sophisticated charm and pull -in and
untapped audience to Grapevine's Historic Downtown.
The application for conditional use requests the admittance of the sale, storage and on -
premise consumption of alcoholic beverages (beer, wine, and mixed beverages). The entire site
is the premise. The Bistro will not cause substantial harm to the value, use, or enjoyment of

From the developer: Parking
The existing Hazelwood Commercial building will offer the community a blend of retail,
office, and restaurant space on the north end of Main Street.
Parking for this blended space will be provided with some existing on-site parking, but
due to the limited size of the lot, the adjacent city parking lot will be necessary to provide the
majority of the required parking. The balance of the required parking will be provided by nearby
parking spaces located within 300 feet of the project site.
Due to the blended usage of the buildings space, the heaviest anticipated parking needs would
be at the dinner hour and the next heaviest time for parking would be at lunch. However, we
have determined by previous experience with two prior and similar projects in Grapevine, that
the small office user is out of the office between 40 to 50% of the time Monday through Friday
between the hours of 9 a.m. to 5 p.m. which of course allows additional parking for the
restaurant and retailers. After 5 p.m., the restaurant parking needs will peak during the off -hours
of the office and retail use. Therefore, the majority of the parking needs will be distributed and
balances throughout the day by the mere fact that retails and office tenants tend to stay at their
business during different hours than when food and beverage parking demands are the highest.
With the combination of the planned on-site parking within 300 feet of the projects, the
developer feels the parking for this project is adequate to meet the demands of the tenants,
customers and visitors to the site.
