SUBJECT: PURCHASE OF AN ADDITIONAL DISPATCH RADIO CONSOLE FOR
THE EMERGENCY COMMUNICATION CENTER
RECOMMENDATION: City Council to consider the approval for the purchase of an additional
dispatch radio console for the Emergency Communication Center from
Motorola Solutions for the Police and Fire Departments.
FUNDING SOURCE: Funds are available in the budget for an amount not to exceed $102,480.
BACKGROUND: This purchase is for one additional dispatch radio console, Motorola MCC
7500E, for the Emergency Communication Center. This additional radio
console will assist with training, day-to-day operations, and provide a
communication workspace for special events (Main Street Fest, Fourth of
July, GrapeFest, Christmas special events, etc.). Payment for one console
is accomplished with Tarrant County 9-1-1 grant funds of $61,159 and City
department budgeted funds of $41,321.
Normally, the Police Department would purchase the same model
console; however, the MCC 7500 is no longer available for purchase. As a
result, staff worked out an agreement with Motorola to purchase an
updated version of our existing console, the MCC 7500E. In addition to
providing another console for the Emergency Communications Center,
this purchase agreement brings the added value of upgrading our six
current MCC 7500 consoles to the newest technology. As a result of the
purchase, Motorola will upgrade the six existing consoles to MCC 7500E
models in order to be compatible with the new model. The current
consoles are scheduled to go "end -of -life" in 2026, meaning Motorola will
no longer support maintenance or technical support for the MCC 7500
consoles. In 2026, the Police Department would be required to upgrade
the original consoles, at $102,480 per unit, to the meet the current
technology standards of the MCC 7500E. This purchase agreement for
the MCC 7500E accomplishes two goals; one being the Police
Department obtains a needed dispatch console, and the second being the
agreement replaces the need to upgrade in 2026, thus saving the City
approximately $614,880.
This purchase will be made in accordance with an existing interlocal
agreement with The Texas Department of Information Resources (DIR) as
allowed by Texas Local Government Code, Chapter 271 and Texas
Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
Motorola Solutions. The Police Department and Purchasing staff reviewed
the contract for departmental specification compliance and pricing and
determined that the contract would provide the best product and pricing
for meeting the needs of the City.
Staff recommends approval.
