SUBJECT: PURCHASE OF PRIMUS LINER AND CONNECTORS FOR DOVE
WATER REPAIR PROJECT
RECOMMENDATION: City Council to consider approval for the purchase of Primus liner and
connectors for Dove water project from Construction Product Marketing,
LLC for the Public Works Department.
FUNDING SOURCE: Funds are available in the Water Supply Infrastructure budget for a total
amount not to exceed $352,565.
BACKGROUND: This purchase is for 200 linear feet of 20-inch Primus liner and two 20-
inch medium pressure connectors to make a necessary repair to the 20-
inch RCCP water main on Dove Loop at Dooley Street.
In March, staff discovered a leak in one of our transmission mains. The
leak is under two large concrete box culverts. As such, an open cut repair
is impractical. The proposed solution is to install a liner inside the pipe.
This particular product can be installed through the bends that are on
either side of the box culvert.
This purchase will be made in accordance with an existing interlocal
agreement with the Region VIII Education Service Center known as The
Interlocal Purchasing System (TIPS) in Texas as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791.
Bids were taken by the cooperative and contracts were awarded to
Construction Product Marketing, LLC. The Public Works and Purchasing
staff reviewed the contract for departmental specification compliance and
pricing and determined that the contract would provide the best product
and pricing for meeting the needs of the City.
Staff recommends approval.
