On items 2 and 3, the City currently has established interlocal agreements with HGAC
and Tarrant County who have established contracts with the above listed vendors and
the City is authorized under Texas Local Government Code, Section 271.102 to utilize
these contracts without an additional bidding procedure.
Item 1 is under State Contract with Baby Jack II Automotive. However, the State has an
order cutoff date of February 25, 2006 which is before the Council would have the
opportunity to approve the change at the March 7, 2006 Council meeting. Staff checked
with Classic Chevrolet and found that the full size pickup was in stock and that the cost
would be within 1% of the State Contract price. The State Contract price is $22,774.00
and the Classic Chevrolet price is $22,937.13.
Under Local Government Code 271.905 (b) "In purchasing under this title any real
property or personal property that is not affixed to real property, if a local government
receives one or more bids from a bidder whose principal place of business is in the local
government and whose bid is within five percent of the lowest bid price received by the
local government from a bidder who is not a resident of the local government, the local
government may enter into a contract with: (1) the lowest bidder; or (2) the bidder
whose principle place of business is in the local government..."

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, TO RATIFY THE PURCHASE OF A
FULL SIZE PICKUP FROM CLASSIC CHEVROLET AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.905
to award contracts to local businesses within the City of Grapevine if the local business
is within five percent of the lowest bid price received; and
WHEREAS, the Classic Chevrolet is a local business within the City of Grapevine
and is within one percent of the lowest price offered under the State of Texas current
contract for the said vehicle as listed below and has this vehicle in stock and available for
delivery:
Full size Chevrolet pickup truck:
State Contract price as priced by the contract awarded vendor (Baby Jack II
Automotive $22,774.00
Classic Chevrolet price $22,937.13; and
WHEREAS, due to automotive model cutoff dates exceeding the time allowed for
City Council approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes and ratifies
Staffs decision to purchase of the full size pickup truck from Classic Chevrolet for a total
cost not to exceed $22,937.13.
Section3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of March, 2006.
