The City of Grapevine Parks and Recreation Board met Thursday, January 19, 1995
at 7:00 p.m. at 307 West Dallas Road, Room 104, Grapevine, Texas with the
following members present, to -wit:

The meeting was called to order at 7:06 p.m. by Denise Gasmire. Motion was made
by Robert Brunson and seconded by Donald Florence to approve the minutes of the
November 17, 1994 Parks and Recreation Board minutes.
Motion passed unanimously.
Nina McAfee gave a report on youth activities in Banyan Park regarding smoking,
drinking, and graffiti. A request was made for a 10:00 p.m. curfew. Also requested
were no alcohol, fires, or glass signs. A request for lighting for security was also
discussed.
Lauren Denton informed the board that on December 1 1 th graffiti occurred at Banyan
Park on picnic tables but was not reported until 12-28-94. She talked with Officer
Petrie, Doug Arendt and Sammie Williams last week regarding this.
Comments about selling alcohol to minors in nearby convenience stores were
received. Several establishments are suspected.
Doug Evans reported that research into a curfew for neighborhood parks was taking
place.
Action Items
An overview of the Parks and Recreation Open Space Master Plan, in its entirety, was
given by Phillip Neely. Doug McKelvey made a motion to adopt the Open Space
Master Plan. Roland Johnson seconded the motion. The motion passed unanimously.
The Western Oaks/Belfort Neighborhood Park Master Plan was presented. Doug
McKelvey suggested adding security lighting to the park. Security to the cemetery
was also a concern. Craig Neill motioned and Lisa Haines seconded that the plan be
approved with the additions of security lighting and screening from the cemetery.
Reports
The Lake Grapevine Trail project update was given by Doug Evans. A meeting has
been scheduled with Bowman/Melton and public meetings will be scheduled in the
next six weeks. Doug Evans will bring Bowman -Melton to the next Park Board
Meeting.
With regard to the Community Activities Center and Swimming Pool, staff is
recommending that the City Council approve HKS as the design consultant for the
Community Activity Center at the 2/7/95 meeting. A traffic study is being conducted
for the entire area. The swimming pool site is still under discussion. The grant
application with TP&W will need linkage property to score well, so an application was
postponed in July 31, 1995 deadline.
A Bear Creek Park Status Report was updated by Joe Moore. Bids will be received
1-23-95 with a target construction date of March 1.
A Handbook for Tree Board Members was handed out to all members along with
business cards.
Heidi Baddaker gave a report on setting up hearing and sight tests at the Grapevine
High School. She also reported on: 1) prom planning; 2) highway clean-ups; 3) teen
court; and 4) progressive dinner for Student Council.
Roy Robertson gave a report on work at Horseshoe Trails Park - 1 st Sunday of each
month. These work days are posted in the park kiosks.
A motion to adjourn was made by Lisa Haines and seconded by Doug McKelvey. The
meeting was adjourned at 9:08 p.m.
