IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 3RD DAY OF FEBRUARY 1995 AT 12:00 P.M - DIRECTO OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, February 9, 1995 at 7:00 p.m. at 307 West Dallas Road, Room 104, Grapevine, Texas with the following members present, to -wit: Larry Atchley Roland Johnson Donald Florence Doug McKelvey John Fox , Roy Robertson Denise Gasmire Linda Dobbs Willis Lisa Haines - Absent: Heidi Baddaker Craig Neill Marion Brekken Shane Wilbanks Robert Brunson The following City Staff were present: Kelly Allensworth Joe Moore Doug Evans Guests: Tom Martin Roger Nelson The meeting was called to order at 7:07 p.m. by Denise Gasmire. Motion was made by Roy Robertson and seconded by Doug McKelvey to approve the minutes of the November 17, 1994 Parks and Recreation Board minutes. Larry Atchley abstained. Motion passed unanimously. Roy Robertson requested research into "NO PARKING" signs at north dead end of Hood Lane. Tom Martin suggested submitting request with the support of residents to the Police Department. Lisa Haines arrived at 7:15 p.m. Roy Robertson reported trees being cut down at Horseshoe Trails, and B.B. guns and pellet guns have been witnessed. Some of these offenses may be federal, or state depending on lease arrangements. Twenty-two caliper shell casings have been found by users of Horseshoe Trails Park. Denise reported on the Youth Task Force research. She met with Grapevine Middle School and YMCA representatives and presented the Grapevine Middle School Pilot Program. The program targets 1) sixth graders and, 2) kids not motivated to try out for school athletics or programs. The program would be 2 hours after school and structured/organized to some degree. Other programs that they are looking at are babysitting classes, drama, volleyball, basketball, and in-line hockey. The goal to remove barriers are: transportation, costs, and liability issues. Community Education and the YMCA has allocated funds for this type of program. The program is to be presented to City Council at the next meeting. The proposed budget for an 11 week program is estimated at $6,000. Discussion ensued as to the various types of programming. DISCUSSION ITEMS FOR POSSIBLE CONSIDERATION Hours of Parks Operations - Doug Evans presented an ordinance. Discussion of the elements of the ordinance were discussed. Signage should be multi-lingual, especially in Heritage Park. Chief Martin supports ordinance as written. It was recommended that the ordinance be taken to the City Council for consideration as written. Amend paragraph #1 to read "Director of Parks and Recreation Department or his designees". The motion was made to amend by Doug McKelvey and John Fox seconded. Discussion ensued. The motion passed 7-2. Roland Johnson and Lisa Haines voted against the motion. Lake Grapevine Hike & Bike Trail Doug Evans gave each board member a copy of the Lake Grapevine Master Plan and discussed upcoming plans for the Public Meeting on the trail project scheduled for 2-16-95 at 7:00 p.m. in the Grapevine Convention Center. Promotional Booth at Main Street Days (5-20 & 21) Consensus by members to staff a booth at Main Street Days. The May Parks Board Meeting will be moved to May 1 1 th. Rescheduling of the March Board Meeting No action taken. Reports An update on the Bear Creek Park project was made by Joe Moore. Kelly Allensworth gave a summary of Recreation Division events.
