The City of Grapevine Parks and Recreation Board met Thursday, March 16, 1995 at
7:07 p.m. at 307 West Dallas Road, Room 104, Grapevine, Texas with the following
members present, to -wit:
Roy Robertson
Linda Dobbs Willis
Larry Atchley
Marion Brekken (arrived at 7:13 pm)
Absent:
Lisa Haines (relatives in town)
Denise Gasmire (vacation)
Doug McKelvey (out of town - business)

The meeting was called to order at 7:00 p.m. by Denise Gasmire. Motion was made
by Roland Johnson and seconded by Linda Dobbs Willis to approve the minutes of the
February 9, 1995 Parks and Recreation Board minutes. Motion passed unanimously.
Marion Brekken arrived at 7:13 p.m.
DISCUSSION ITEMS FOR POSSIBLE CONSIDERATION
A motion was made by Roland Johnson and seconded by Linda Dobbs Willis to
approve the resolution supporting the Small Business Administration Tree Planting
Grants.
St. Francis Community Fest Committee made a donation for a sand volleyball court
at Grapevine Middle School. A total of $2,500 was donated to be matched with a
$2,500 grant from Open Space Interest. Larry Atchley made a motion that the
matching grant be approved; Linda Dobbs Willis seconded. The motion passed
unanimously.
Doug Evans gave comments received from City Council regarding the Park Hours
Ordinance. Comments on any changes were requested. Roland Johnson brought up
that there are already laws in effect and that daytime could be a problem too.
Craig Neill reported that Chief Martin came to Creekwood Homeowner's Association
and discussed the parks hours. The citizens wanted the hours, especially those
homes who backed up against parks. Suggestions might be to possibly consider a
teen curfew.
Doug Evans reported that over $1,000 in damage was done to Parr Park this week.
Comments made were:
Linda Dobbs Willis - Full moon nights are excellent nights to walk whether an
adult or teenager.
Roy Robertson - 1 st hand experience is always one's outlook on an ordinance.
Larry Atchley - Pointed out that C.O.E. parks are closed.
Craig Neill - Other towns have curfews, so people (teenagers) are coming to
Grapevine.
Roland Johnson - City should be proactive and address after-school
programming. Increase the fines of existing ordinances. Hours of
closing from 11:00 p.m. - 5:30 a.m. may be a compromise. The hours
should apply to all parks and not differentiate.
ACTION ITEM D
The FY 93-94 Annual Report was given out and discussed by Doug Evans. Board
members were asked to bring the reports back to the next meeting.
REPORTS
Heidi Baddaker reported on prom activities and a search for possible nominees to fill
her vacancy on the Park Board.
The Recreation division report and the Parks Maintenance division report were
discussed.
John Levitt and Mickey O'Brien expressed concerns of the Grapevine/Southlake
Soccer Association. They want to see Meadowmere Park developed as a practice
soccer area. Next fall is a target date for games and fields. They are willing to
contribute labor and supplies. They asked that we move forward as soon as possible.
A golfing resolution was discussed. It was noted that 1/2 dozen balls were picked up

on fields in January. Golfers are using goalie areas for sand pits. Signs have been put
up but disregarded by golfers.
Doug Evans gave a history of the Meadowmere lease. At the April 4th Council
Meeting, a lease renewal will be presented. Challenge Soccer has about $10,000 for
improvements. Consideration of a Park Development Grant was discussed.
Stan Lynch will be contacted with Grapevine/Southlake Soccer Association on
relocation. June 4, 5, 6 is the big tournament for Challenge. They have 1,600 spring
season players with a possibility of 2,000 this fall. The season ends at the end of
May. Fall season begins mid to end of September.
