DIRECXOIR OF PARKS AND RECREATION CffY OF GRAPEY/ NE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, April 20, 1995 at 7:02 p.m. at 307 West Dallas Road, Room 104, Grapevine, Texas with the following members present, to -wit: Denise Gasmire Lisa Haines Larry Atchley Roland Johnson Linda Dobbs Willis Shane Wilbanks Heidi Baddaker Absent: Roy Robertson The following City Staff were present: Doug Evans Guests: John Fox (left at 7:45 pm) Craig Neill Donald Florence Doug McKelvey Robert Brunson Marion Brekken Joe Moore The meeting was called to order at 7:02 p.m. by Denise Gasmire. Motion was made by Robert Brunson and seconded by John Fox to approve the minutes of the March 16, 1995 Parks and Recreation Board minutes and the March 24, 1995 Parks and Recreation Special Meeting minutes. Motion passed unanimously. There were no citizens requests. DISCUSSION ITEMS FOR POSSIBLE CONSIDERATION Development of Meadowmere Park - Doug Evans summarized reasons for leasing Meadowmere Park for soccer and baseball. Both Baseball and Soccer Associations have passed resolutions in support of relocating practice fields from Dallas Road. The property utilized for the remote control airplane airport will have to be mitigated for safety. It was noted that traffic flow into the park site is a concern. A motion was made by Robert Brunson and seconded by Roland Johnson to support the recommendation to re -lease Meadowmere Park for soccer and baseball fields. The motion passed unanimously. Main Street Days - A volunteer sign-up sheet was passed around. It was announced that the next Park Board meeting will be held May 1 1 th for volunteer orientation. A list of items to have at the Parks and Recreation booth will include: • A list with phone numbers, names and addresses of Park Board members • A sign-up sheet for involvement • A comment box • Playbooks • Youth job notices Heritage Park - Doug Evans summarized the new Concept Master Plan for Heritage Park, including new property to be purchased. The Concept Plan was presented for information purposes only. The plan was received favorably. John Fox left at 7:45 p.m. REPORTS Council Liaison Shane Wilbanks asked Boardmembers for comments on closing off access to Parkwood Park to the apartments surrounding the park. Some of the comments made were: • Lisa H. - By closing fenced area, users will find another route to get in. Parks are for everybody. Police should take care of vandalism. • Denise G. - Can't block off park. Ordinance work would add to control measures. How many dollars have been spent on vandalism? • Roland J. - Neighborhhood Crime Watch would be helpful. • Doug M. - Endorsed the Neighborhood Crime Watch. Youth Activities Denise reported that Grapevine Middle School started the youth activities on April 10th. They have hired a college student with experience with YMCA's. Sam Scarce runs programs that begin at 3:30 p.m. Programs include sports, art, dance and drama. Girls and boys participating numbers are running from the upper teens to over 20 on 4-20-95. May 13th Dovestock will be held at the Elks Lodge to allow for youth activities. Campouts will also be planned. Roland announced a Mexican Talent Show at Palace Theater on May 9th at 7:00 p.m. Tickets are $3.00 each. Student Activities Heidi B. reported that summer program announcements were posted at school. An update on the Prom, Project Graduation, Roto Tree and Arbor Day was given. Highway clean-up is scheduled for Saturday, April 22nd. Graduation is May 26th. The May Park Board Meeting will be the last month for Heidi Baddaker. Bear Creek Park Joe M. gave a report on the status of park construction. Lake Grapevine Trail and SH26 Lake Grapevine Trail Citizens Activity Committee is being formed with a preliminary meeting scheduled for May 4th at 7:00 p.m. State Highway 26 - Two meetings have been held with DART Board members. Community Activities Center Planning meetings are focusing on the interior of the building with approximately 48,000 sq. ft. In -Line skating will be moved off site. The new swimming pool and in-line rink will be on property to be purchased for swimming pool. Motion was made by Roland Johnson and seconded by Donald Florence to adjourn.
