The City of Grapevine Parks and Recreation Board met Thursday, August 17, 1995
at 7:00 p.m. at 5150 Hollyberry Trail, Grapevine, Texas with the following members
present, to wit:

The following City Staff were present:

The meeting was called to order at 7:02 p.m. by Denise Gasmire. Motion was made
by Doug McKelvey and seconded by Linda Dobbs Willis to approve the minutes of the
April 20, 1995 Parks and Recreation Board minutes. Motion passed unanimously.
CITIZEN REQUESTS
Softball sign-ups were critiqued. Doug McKelvey's comments were:
1) Citizens had to stand in the hot sun from 10-11:00 a.m.
2) Suggested to have a mail -in for less competitive leagues.
The Dove Park Compost Center was discussed and Denise Gasmire commented that
there is illegal dumping and suggested that we look into signs posting this as illegal.
Grapevine Middle School received a TEC Grant for $34,000 to fund an after-school
program, a joint project between school, City, PTA, and St. Francis Church.
The Reebok Antitrust Settlement, a grant to fund in-line skating, was submitted with
language from TEC grant. Results are expected in a week to ten days.
Roland Johnson expressed concern for concealed handguns at sporting events,
especially City parks, tournaments. Research will be conducted.
Craig Neill suggested "No Motorized Vehicles" signs at Parr Park. This will be
checked into.
Larry Atchley wants trees along north side of Cannon Elementary. Plan for fall
planting and at Parr Park also.
DISCUSSION FOR POSSIBLE CONSIDERATION
® Consideration of Creekwood West Homeowners Association Adopt -A -Park program.
This program is intended to involve the neighborhood more in "watching" the park
area. Denise Gasmire motioned to approve their application and Donald Florence
seconded. The motion passed unanimously.
® Casey Tridico Memorial Playground was discussed. Denise shared her views with
the Board of the difficulties associated with a child with disabilities.
REPORTS
® Mitchell Home Renovation - Renovations to consist of removing old roof and
opening internal walls for full accessibility. Bids to go out August 20th. This will also
include restrooms, ADA accessibility, and future concession area. House targeted to
be available after the first of the year.
® In -Line Rink - Bids are to open August 21 st for asphalt pads. The bid will be used
to construct a court at Grapevine Middle School if that grant is approved.
® Trail Projects
State Hwy. 26 - DART wants to charge 58,000/mile/yr. to lease trail route.
NCTCOG sent letter to DART for Grapevine. Doug Evans spoke with Henry
Wilson, RTC board member who said that he would do what he could.
Bear Creek Park - 76% complete. Irrigation is due in time to plant bermuda by
September 1 5th. City staff ordering in-kind provided amenities to be installed
after October 1st.
® Grapefest - Volunteer sign-up passed around. Community Development staff may
be used for Grapefest booth. Need 7 posters and also need passes.
® Budget - Proposed budget was distributed to members present. Doug Evans
explained budget process. We will send Departmental Summary to members.
The motion was made by Craig Neill and seconded by Doug McKelvey to adjourn at
8:40 p.m. The motion passed unanimously.
