IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 12th DAY OF JANUARY 2001 AT 5:00 P.M. 1 DIRFeJ&dR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, January 18, 2001 at 7:00 p.m. at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the following members present, to wit: David Benedetto Julie Florence Larry Francis Stanley Hinson Absent.- Art bsent:Art Pierce Hayden Smith Barbara Johnson Roy Robertson Ryan Wade Note: Mr. Evans reported that Board Member Hayden Smith has been in and out of the hospital for the past month with an illness. Also, City Council Member C. Shane Wilbanks and Student Liaison Brandon Simon were in Washington, D. C. attending the Inauguration of the President. Staff: Doug Evans Kraig Harris Kevin Mitchell Secretary Larry Francis called the meeting to order at 7:00 p.m. A motion was made by Ryan Wade and seconded by Julie Florence to approve the minutes as written of the November 16, 2000 meeting. The motion passed unanimously. New Business A presentation on the Central Irrigation Control System was made by Kraig Harris, Parks Foreman. Mr. Harris explained how the system save water and tax dollars by being able to control the systems with a computer rather than manually. Mr. Harris informed the Board that approximately 62% of the parks, 73% of the facilities and 48% of the medians are either completed or parts have been ordered. Old Business Board Member Barbara Johnson gave the Board a report on an anti -litter campaign. Ms. Johnson said that she would like to start with giving recognition to the Adopt-A-Road/Parks groups already working in the City. Ms. Johnson is hoping the local newspapers will feature a group each month. This item will be on the February Parks & Recreation Advisory Board agenda and Ms. Johnson has asked members to think of a slogan for Grapevine's anti -litter campaign. New Business Doug Evans informed the Board that the construction of the Parr Park restroom/storage facility was nearing completion. Mr. Evans said that he would like to have a Grand Opening Ceremony for the facility sometime in early march and would have this item on the February agenda for discussion and planning. The Board reviewed a draft "Facilities Utilization Agreement" that Mr. Evans said he would like to have with the youth athletic associations that the City sponsors. Mr. Evans explained that the agreement puts it into writing the seasons for each sport, maintenance time and responsibilities and liability issues. A motion was made by Barbara Johnson and seconded by Roy Robertson to have staff continue to work on the agreement and to bring back to the Board in the future for consideration. The motion passed unanimously. Miscellaneous Staff Reports Doug Evans gave the Board a brief report on the following items. • Bear Creek Trail and the Grapevine Mills Trail • Botanical Gardens at Heritage Park • Parking lot improvements at Parr Park • Daddy/Daughter Dance — Saturday, February 10, 2001 • Landscaping projects — Dallas Road parking lot and Senior Activities Center • Neighborhood park signs and city entrance signs A motion was made by Stan Hinson and seconded by Ryan Wade to adjourn.
