V. Old Business
A. Discussion regarding an anti -litter campaign in Grapevine
Barbara Johnson will update the Board on her progress with the anti -litter
campaign.
VI. New Business
A. Discussion regarding the participation in the annual Main Street Days festival
scheduled for May 18-20
The Board will discuss participation in the festival and appoint members to
schedule the volunteers and decorate the booths.
B. FY 2001-2002 Parks & Recreation Budqet
Staff will brief the Board on the upcoming budget process and discuss
priorities with the Board.
C. Discussion regarding moving the date of the April meeting
Delegations from Grapevine's sister cities Krems, Austria and Parras, Mexico
will be in Grapevine the week of the Board meeting. That is also the same
week as the Vintage Wine Festival. The Board will discuss moving the
meeting to another date in April.
D. Discussion regarding participation in a Texas Department of Transportation
TEA -21 grant for a trail project in North Grapevine
Staff will discuss participation in a grant that would link the C. Shane
Wilbanks Trail at the Oak Grove Soccer Complex to the proposed trail on
Dove Loop.

The City of Grapevine Parks and Recreation Board met Thursday, February 15, 2001 at
7:00 p.m. at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the
following members present, to wit:

David Benedetto
Note: Mr. Evans reported that Board Member Hayden Smith had good intentions of
coming to the meeting but had to have more IV's as a result of a Dr.'s appointment on this
day.

Secretary Larry Francis called the meeting to order at 7:00 p.m.
A motion was made by Stan Hinson and seconded by Julie Florence to approve the
minutes as written of the January 18, 2000 meeting. The motion passed unanimously.
Old Business
Board Member Barbara Johnson gave the Board a report on an anti -litter campaign. Ms.
Johnson said that she has a call into the Superintendent of Schools at GCISD, Mr. Bailey,
regarding youth at the high schools picking up litter as a project for required volunteer
hours they must commit to the community. Also, Ms. Johnson reported that the Dallas
Morning News had an article about the Adopt -A -Road program featuring her section of
roadway along Snakey Lane. The Board discussed approaching the Grapevine Sun to see
if they would feature an Adopt-A-Road/Park group each month in the newspaper. Council
Member Shane Wilbanks mentioned utilizing kids from Teen Court to pick up litter.
Barbara Johnson said that the Board should adopt a slogan for Grapevine such as "The
Cleanest City in the Southwest" or something similar to that. Barbara will do more
research on that and get back to the Board.
New Business
Mr. Evans reported to the Board that the new restroom/storage facility at Parr Park was
almost complete. He said that Parks Maintenance staff has installed an irrigation system
and landscaping around the facility. Mr. Evans recommended hosting a grand opening in
April or May when there is more activity in the park.
Mr. Evans went through the recommendations outlined in the Parks, Recreation and Open
Space Master Plan for new facilities and specific park recommendations and updated the
Board as to the progress with the recommendations. Mr. Evans said that the plan was
adopted by the City Council in February of 1995 and it is getting near the time to update
the plan. However, Mr. Evans recommended waiting until approximately 1 to 1'/2 years
before a potential bond election to update the plan. Stan Hinson asked about funding for
Meadowmere Park and if sponsorships would be a good way to raise funds for the
improvements. Doug Evans said that he would schedule a meeting with Stan, Larry
Francis and Shane Wilbanks.
Brandon Simon, Student Liaison, gave the Board a report on his trip to the Presidential
Inauguration in Washington, D. C. Mr. Simon said that the trip was a once in a lifetime trip
and had a fantastic time. Council Member Shane Wilbanks also reported that the
Inauguration was very spectacular.

Mr. Evans gave the Board an update on the following projects.

A motion was made by Ryan Wade and seconded by Barbara Johnson to adjourn. The
motion passed unanimously. Time; 8:45 P,M.
