SUBJECT: APPROVAL OF A RESOLUTION FOR THE DONATION OF
FOUR SURPLUS SELF CONTAINED BREATHING
APPARATUS UNITS AND EIGHT AIR CYLINDERS TO PARRAS
DE LA FUENTE, COAHUILA, MEXICO
RECOMMENDATION:
City Council to consider a resolution for the donation of four Fire Department Self
Contained Breathing Apparatus (SCBA) units and eight cylinders to Grapevine's sister
city, Parras de la Fuente, Coahuila, Mexico.
BACKGROUND:
In August 2011, the Grapevine City Council approved the purchase of new SCBA units
for the Fire Department to replace 56 aged and non compliant units. The SCBA units,
while still serviceable, do not comply with existing standards and requirements of the
National Fire Protection Association or the Texas Commission on Fire Protection. The
estimated value of each unit is approximately $300. The value of each cylinder is
approximately $50.
Recent visits to Parras by various City of Grapevine officials over the last two years,
found their Fire Department was in need of serviceable SCBA and cylinders to better
provide for the safety of their firefighters. These SCBA will greatly enhance their
effectiveness and safety.
The Fire Department requests the Mayor and Council to authorize the donation and
present these four SCBA units and eight cylinders to Parras Council Members at the 25th
Annual GrapeFest as a Silver Anniversary gift from the citizens of Grapevine to the
citizens of Parras.
The Parras Rotary Club will take responsibility of the units in Grapevine and will provide
for transportation, handle customs documentation and pay associated costs from
Grapevine to Parras, Mexico.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY
SURPLUS; PROVIDING FOR THE DONATION OF SAID
PROPERTY TO PARRAS DE LA FUENTE, COAHUILA,
MEXICO; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, it has been determined that the City of Grapevine is in possession of
surplus property; and
WHEREAS, this item would be of use to Grapevine's sister city, Parras de la
Fuente, Coahuila, Mexico.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true and
correct and are hereby incorporated into the body of this resolution as if copied in their
entirety.
Section 2. That the following items are declared surplus and are donated to
Parras de la Fuente, Coahuila, Mexico:
Four Scott Self Contained Breathing Apparatus Units and eight air cylinders
Section 3. That the City Manager, or his designee, is authorized to make the
above items available to Parras de la Fuente, Coahuila, Mexico.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 6th day of September, 2011.
