SUBJECT: RESOLUTION TO PARTICIPATE IN THE STATEWIDE
TRANSPORTATION ENHANCEMENT GRANT PROGRAM FOR
LINKAGE OF THE TRAIL SYSTEM ALONG SH 26
RECOMMENDATION:
Staff recommends the City Council approve a resolution authorizing and directing staff to
participate in a Statewide Transportation Enhancement Program (STEP) grant for the
development of the Links Trails that will connect Gaylord Texan Trail at State Highway
26 with West Grapevine Mills Circle. The City's matching contribution to the estimated
$1.5 million project is $406,200 which is 27% of the total cost of the project. The
resolution is attached for review.
FUNDING SOURCE:
Funds are available in the TIF I excess funds for the City's match of$406,200.
BACKGROUND:
In the last three citizen surveys relating to parks and recreation, hike and bike trails and
the linkage of the park system in Grapevine were given the highest priority by citizens
responding to the survey. The City currently has over 17 miles of connected trails.
The proposed STEP program grant would provide funding for a trail that begins at the
entrance to the Gaylord Texan Resort and Convention Center on Lake Grapevine and
parallel State Highway 26 to Grapevine Mills Mall. The concrete trail will be
approximately 1.36 miles in length and be 10' wide.
In an effort to improve the City's chance of being successful with this application, staff is
proposing that the City incur the total cost of the design (approximately $94,000) and
Environmental Assessment (approximately $20,000). In addition to providing a cash-
match and securing TxDOT right-of-way, the City will have a competitive advantage.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PARTICIPATE IN THE DEVELOPMENT OF
THE TRAIL LINKAGE BETWEEN THE GAYLORD TEXAN
RESORT AND CONVENTION CENTER ON LAKE
GRAPEVINE AND GRAPEVINE MILLS MALL AND
AUTHORIZING THE CITY MANAGER OR HIS
DESIGNATED REPRESENTATIVE TO ACT IN ALL
MATTERS IN CONNECTION WITH THE STATEWIDE
TRANSPORTATION ENHANCEMENT PROJECT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine has adopted a Parks,
Recreation and Open Space Master Plan; and
WHEREAS, the Parks, Recreation and Open Space Master Plan identified a
connecting trail system along Lake Grapevine linking the trail at the entrance of the
Gaylord Texan Resort and Convention Center on Lake Grapevine with Grapevine Mills
Mall; and
WHEREAS, the Statewide Transportation Enhancement Program (STEP) allows
for competitive funding of acceptable trail projects; and
WHEREAS, Title 23 U.S.C. Section 104 established a program for
Transportation Enhancement Activities; and
WHEREAS, Title 23 U.S.C. Section 134 establishes that Metropolitan Planning
Organizations and State Transportation Agencies develop transportation plans and
programs for urbanized areas of the State; and
WHEREAS, Title 23 U.S.C. Section 120 establishes that the Federal share of
funding will not exceed eighty percent (80%) of the cost of the project.
NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are true and correct and are
incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine endorses the trail projects described
above.
Section 3. That the City of Grapevine agrees to abide by the stipulations set
forth by the Transportation Enhancement program and any agreements associated with
the development of the project.
Section 4. That the City Council directs and designates the City Manager or
his designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with the Transportation Enhancement
Project described above.
Section 5. That this resolution shall become effective from and after the date
of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS and this the 1st day of December, 2009.
