HomeMy WebLinkAboutItem 05 - Utility Services MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER K2' MEETING DATE: DECEMBER 1, 2009 SUBJECT: CONSIDER APPROVAL TO ESTABLISH A CONTRACT FOR UTILITY SERVICES RECOMMENDATION: City Council to consider approval to establish a contract with MasTec North America, Inc. for utility services to bore and install runs of conduit on College Street between Ball Street and Homestead Lane in the total amount of$28,915.00. FUNDING SOURCE: Funds are budgeted in accounts 200-44540-533-1 Utility Enterprise Fund/Professional Services/General Administrative Service/Administration. BACKGROUND: Bids were taken in accordance with City Purchasing Policy. Advertisements are not required for purchases under $50,000. Bids were issued to six vendors with all vendors responding. A copy of the bid tabulation is attached for review. This request is to approve establishing a contract for all labor and material to bore and install runs of conduit on College Street between Ball Street and Homestead Lane. The conduit installation is in conjunction with the undergrounding of utilities along College Street adjacent to Nash Farm. There are existing overhead electric, cable and telephone lines that run along the south side of College Street between Ball Street and Homestead Lane. The existing overhead electric lines are in close proximity to the tree line along the street and Oncor trims the tree limbs to maintain the mandated clearance. In order to safe guard the tree line, the City Council chose to underground all the utility lines. Staff met with all the utility companies and as part of the agreement, the City will install underground conduit for Oncor, Time Warner and Verizon. The utility companies will then provide their own crews to run their individual lines through these conduits and complete the necessary undergrounding work. The lowest bid received for the requested services was from MasTec North America, Inc. This vendor met all of the specification requirements and received acceptable work reference comments from Dallas Water Utilities, North Dallas Tollway Authority and the City of Richardson.
