MEETING DATE: DECEMBER 1, 2009 SUBJECT: CONSIDER APPROVAL TO PURCHASE FIRE HOSE FOR THE FIRE DEPARTMENT RECOMMENDATION: City Council to consider approval of the purchase of fire hose from Casco Industries, Inc. in the total amount of$22,806.00. FUNDING SOURCE: Funds are budgeted in accounts 325-42281-210-10-2010 Capital Equipment/Apparatus and Tools/Fire/FY 2010. BACKGROUND: In accordance with purchasing policy, Staff solicited written quotations for this purchase. The Governor recently signed House Bill 3506 that raised the formal bid limit requirement from $25,000.00 to $50,000.00. Effective September 1, 2007, formal bids and advertisements are not required for purchases under $50,000.00. This purchase is for the replacement of various sizes and lengths of fire hose that is more than 10 years of age and has reached the end of its safe operating period or has failed the required pressure tests. Three competitive quotations were received from Casco Industries, Inc., Wildfire Equipment and Municipal Emergency Services, Inc. A copy of the bid tabulation is attached for review. The quotation specifications stated minimum standards for test pressure, burst testing and kink testing. Staff reviewed the specifications of all vendors that submitted bids. The specifications from Wildfire Equipment and Municipal Emergency Services, Inc. did not meet the specifications as written and are not acceptable for Fire Department standards. The specifications from Casco Industries, Inc. did meet the required standards. Based on the Staffs review of the specifications conducted by the Fire Department, Staff recommends rejecting the quotations received from Wildfire Equipment and Municipal Emergency Services, Inc. and approval to purchase the hose from Casco Industries, Inc. for a total amount not to exceed $22,806.00.
