HomeMy WebLinkAboutWS Item 1 - Race Routes and Permit Process00TEMo ---,/ __ In MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 21, 2006 SUBJECT: RACE ROUTES AND PERMIT PROCESS BACKGROUND: Non -sponsored Special Events held on city streets and in city parks have been monitored and controlled by the Police Department or the Parks & Recreation Department for more than four years. A Race/Parade Permit was established by the Police Department approximately four years ago for parades and revised later to include races. In past years, most of the events were local events that had little impact on city streets, parks, or trails. However, due to the development of the trail system, lake parks and marketing of the City, the number of special events and race requests has grown tremendously. In order to manage the race conflicts with park users, neighborhoods, and co-sponsored activities, a committee, made of up of representatives from Parks & Recreation, Police, Fire, Traffic Engineering, City Manager's office, and the CVB was established. These staff representatives have been meeting to develop guidelines and a list of recommended routes for organizers of races in Grapevine. The proposed race routes have been selected to minimize impact to citizens, trail users, and visitors in Grapevine. Staff will go over the existing and proposed race routes at the Council Workshop. The Council may recall the two triathlons held in July of 2005. These races resulted in traffic being tied up for periods of time and complaints from residents trying to get into and out of their neighborhoods. Staff recommends that no more races of this magnitude be allowed in Grapevine. However, we would continue the Parks & Recreation Department mini -triathlon that is held in June each year and has very little impact on traffic. Staff has received no complaints from residents since the race began in 1999. Existing Annual Races The Grapevine Runners and Walkers Club sponsors a race in January and one in April each year that utilizes park roads at Oak Grove Park and the C. Shane Wilbanks Trail. These races have been going on since 2004 and staff has not received any complaints from citizens. Also, KLTY sponsors a race in March each year and Grapevine High School sponsors a race in February each year utilizing Oak Grove Park and the C. Shane Wilbanks Trail.
