Payment in Lieu of Taxes (PILOT)
• Central air conditioning units installed on S. Scribner, N. Starnes/Brewer, W. Texas and
Starr Place. A contract has been issued to install central air conditioning units on W.
Worth Street.
• All housing units were brought up to meet electrical code compliance. All units were
brought up to meet plumbing code and hot water heaters were replaced as needed and
isolation valves installed for housing areas.
• Foundation and roof repair and interior painting and remodeling of the administrative
offices was completed.
• Kitchen cabinets are being replaced as needed and interior painting was done for
residents where required. All exteriors were painted and repaired as needed.
• A lawn irrigation system was installed in the Starr Place housing area. Handicap
access railing has been installed on W. Worth Street where units are located on a hill
and where such support is needed.
• A security fence and landscaping was installed along the Northwest Highway area of
the GHA properties.
• New roofs were installed on all buildings along with new rain gutters.
• Storm doors were installed on S. Scribner, N. Starnes/Brewer, W. Texas and Starr
Place units.
• New central heating systems were installed on S. Scribner and W. Worth Street units.
The capital funds are still available from HUD and the upcoming five-year plan includes the
following projects:
• Completing the lawn irrigation project by installing new lawn irrigation systems for all
units.
• Install new windows at Starr Place, W. Texas and W. Worth. This project will take two
to three capital project years to complete.
• Install dryer vents on units at N. Starnes/Brewer, W. Texas and Starr Place.
• Replace or repair damaged sidewalks as needed in housing areas.
• Continue to replace kitchen cabinets in all units as needed.

• Finish the security fence project with security fences and landscaping around all
properties.
The Grapevine Housing Authority continues to need the City's assistance and support in
funding these much needed projects and to help with availability of funds for GHA
operating expenses. This waiver is especially needed as new HUD capital funds continue
to be reduced in each federal budget funding cycle and we need to stretch the available
funds as much as possible. This request is for the City to continue to waive the PILOT and
inspection fees for an additional five-year period from 2006 to 2011. The waiver is for
$3,100.00 a year.
Staff recommends approval of the resolution.

71) RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS APPROVING THE WAIVER OF
PERMIT FEES AND PAYMENT IN LIEU OF TAXES (PILOT)
FEES TO ASSIST THE GRAPEVINE HOUSING AUTHORITY
IN ITS APPLICATION TO THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) FOR PARTICIPATION
IN THE CAPITAL FUND PROGRAM; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, The Grapevine Housing Authority is applying to the Department
of Housing and Urban Development (HUD) for participation in the Capital Fund
Program (CFP); and
WHEREAS, as part of the application process, the Grapevine Housing
Authority must seek commitment from individuals or organizations that will provide
additional resources to complement or supplement the work being requested; and
WHEREAS, the Grapevine Housing Authority is requesting the City of
Grapevine to waive permit fees for contractors during the period of funding by HUD;
and
WHEREAS, The Housing Authority further requests the City of Grapevine to
waive Payment In Lieu of Taxes (PILOT) fees during the CFP activities
(approximately five years) in order to help finance needed improvements to the
Grapevine Housing Authority facilities and assist with operating expenses.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble to this resolution are true
and correct and are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine waives all contractor permit fees for
the Grapevine Housing Authority while participation in the Capital Fund Program
(CFP).
Section 3. That the City of Grapevine waives the Payment in Lieu of Taxes
(PILOT) fees during the five year CFP period.
Section 4. That this resolution shall become effective from and after the
date of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21 st day of March, 2006.
