MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGER,,
MEETING DATE: SEPTEMBER 20, 2011
SUBJECT: WORKSHOP ON PROPOSED D.E. BOX ADDITION
HISTORIC DISTRICT
RECOMMENDATION:
The Convention & Visitors Bureau Historic Preservation staff recommends that the City
Council consider the proposal of the D.E. Box Addition becoming a City of Grapevine
Historic District.
BACKGROUND:
The Historic Preservation Commission at the June 2010 meeting unanimously approved
an application for a historic landmark overlay for the 64 properties of the D.E. Box
Addition to the City of Grapevine. The Addition contains properties constructed between
1948 and 1962. The D.E. Box Addition was the City's first planned residential
development and first expansion to the east of the historic Grapevine Township platted
in 1907. Homes in the Addition are one -story structures built in the ranch -style that was
popular post World War II. The platted lots of the addition are 10,000 square feet or
larger and are zoned R -12.
In March 2010, two community meetings were held for property owners of the D.E. Box
Addition in the Homemaking Cottage of the old Grapevine High School. Historic
Preservation staff gave a presentation showing the cultural and architectural significance
of the D.E. Box Addition to the history of the development of the City of Grapevine. Over
40 properly owners and residents attended the meetings. The historic landmark overlay
proposal was well received.
Regulations for this proposed Historic District are the same as the Design Guidelines for
the College Street Residential Historic District. The benefit of these regulations would be
to protect and preserve Grapevine's mid - century modern homes in the D.E. Box
Addition. Homeowners as well as new buyers would be confident to invest in the area.
Use of these regulations has proven successful throughout the historic Township, which
is thriving in today's economy.
Staff recommends that a public hearing be held on the proposed historic landmark
overlay for the D.E. Box Addition,
