PROJECT DESCRIPTION: CU22-27; Fresenius Kidney Care – submitted by John Odom for property located at 300 South Park Boulevard and platted as Block 1, Lot 6R, Park and Wall Office Park. The applicant is requesting a conditional use permit to amend the previously approved site plan of CU20-03 (Ord.2020-15) for a planned commercial center, CU21-05 (SPRC) for the development of a 11,500 sq. ft medical office building, specifically for the addition of an exterior, screened standby emergency generator. The property is currently zoned “CC” Community Commercial District and owned by The Makens Company. TRIPLETT, JR, PLANNER II DATE: July 7, 2022 SUBJECT: CONDITIONAL USE REQUEST CU22-27; FRESENIUS KIDNEY CARE RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to conditional use request CU20-03 (Ord. 2020-15) to amend the previously approved site plans, CU88-06 (Ord. 1988-74), CU90-10 (Ord. 1990-41), CU90-14 (Ord. 1990-76), CU91-20 (Ord. 1991-82), CU94-34 (Ord. 1994-108), CU95-09 (Ord. 1995- 24), CU96-11 (Ord. 1996-34), CU97-20 (Ord. 1997-54), CU98-11 (Ord. 1998-47), CU98-46 (Ord. 1999-26), CU99-70 (Ord. 2000-15), CU06-17 (Ord. 2006-41), CU11-35 (Ord. 2012-03), CU14-39 (Ord. 2014-65), CU15-49 (Ord. 2016-06), and CU20-03 (Ord. 2020-16), specifically for the addition of an exterior enclosed standby emergency generator. REQUEST The applicant proposes the addition of a standby emergency generator and screening enclosure to the southeast rear of a planned dialysis clinic. The proposed generator is 8 foot 5 inches in height and screening enclosure is 11 foot 4 inches in height. BACKGROUND INFORMATION On September 20, 1988 City Council approved CU88-06 (Ord. 1988-74) for development of a planned commercial center, a 40-foot pole sign to be located at the corner of Park Boulevard, State Highway 114 and Wall Street, and to allow the Tom Thumb grocery store (Lot 4) off-premise alcoholic beverage sales. The property is currently developed with a 1,260 square foot convenience store with four gasoline pumps, two 20 foot tall pole signs, a 2,500 square foot dry cleaner, an 11,238 square foot multi-tenant, single story office center, a 60,243 square foot Tom Thumb grocery store, a 40-foot pole sign, and a 21,118 square foot multi-tenant shopping center. The subject site was zoned “R-1”, Single Family District prior to the 1984 City-wide rezoning at which time the subject site was rezoned to “PO”, Professional Office.
