SUBJECT: AWARD OF RFB 511-2022 FOR GENERATOR AND AUTOMATIC
TRANSFER SWITCHES FOR THE PUBLIC WORKS DEPARTMENT
RECOMMENDATION: City Council to consider approval for the award of RFB 511-2022 for
generators and automatic transfer switches with Holt Texas for the Public
Works Department.
FUNDING SOURCE: Funds are available in the Utility Enterprise Fund for an amount not to
exceed $909,855.
BACKGROUND: The purpose of this bid is to purchase standby generators and automatic
transfer switches for the Water and Wastewater Treatment Plants.
The proposal includes the purchase of two 350kW generators to run two
of the three treatment trains at the Wastewater Plant. At the Water Plant,
we propose to purchase a 850kW generator to operate the raw water
pump that brings water from the outfall of the dam to the water plant.
A 1,250 kW generator is slated to be installed to run the Water Plant and
the pumps that deliver water to the elevated storage tanks. Upon delivery,
staff will retain the services of a qualified electrician to install the
generators.
As a point of reference, the Public Safety facility is served by a 1,250 kW
generator.
State of Texas Senate Bill 3 legislation requires water providers to have a
backup power source to sustain operations of water and wastewater
treatment infrastructure in the event of a power outage.
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was
advertised in the Fort Worth Star Telegram on May 12 and 19, 2022. RFB
511-2022 was issued through the City eBid system with 350 invitations
sent out. One bid was received. The bid was opened electronically and
publicly on June 9, 2022.
Staff recommends approval.
