Home My WebLink AboutItem 12 - Highway Safety ImprovementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 19, 2022 SUBJECT: LOCAL PROJECT ADVANCED FUNDING AGREEMENTS (LPAFA) FOR MULTIPLE HIGHWAY SAFETY IMPROVEMENT PROGRAM PROJECTS AND FUNDING APPROPRIATION RECOMMENDATION: City Council to consider adopting a resolution approving the Local Project Advance Funding Agreement with Texas Department of Transportation (TXDOT) to establish funding participation levels for the construction of five 2020 TxDOT Highway Safety Improvement Program (HSIP) projects and the approval of an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in the Capital Projects Streets Fund in an estimated amount of $209,054. BACKGROUND: The Highway Safety Improvement Program (HSIP) is for highway safety projects that eliminate or reduce fatalities and serious injuries on public roads. State funding is provided for construction and operational improvements both on and off the State Highway system. In 2020/2021 staff submitted and received funding for five HSIP projects totaling $818,565 with $609,511 in federal/state support leaving a $209,054 local obligation. The City of Grapevine awarded the design contract for the 2020 HSIP project on July 20, 2021 to Kimley-Horn and Associates, Inc. The five projects include: * A wrong -way driving detection project located at the southbound ramp of State Highway 121 adjacent to the intersection of State Highway 26 and Grapevine Mills Trail * An intersection improvement at Park Boulevard at Shenandoah Avenue * An intersection improvement at Hall Johnson Road at Roberts Road * An intersection improvement at Mustang Drive at Timberline Drive * The last project is the installation of a raised center median on William D. Tate Avenue between State Highway 114 and Mustang Drive. Staff expects these projects to be let by TxDOT for construction this fall. Staff recommends approval. RESOLUTION NO. 2022-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING LOCAL TRANSPORTATION PROJECT ADVANCE FUNDING PARTICIPATION WITH THE TEXAS DEPARTMENT OF TRANSPORTATION ADDRESSING FUNDING PARTICIPATION LEVELS AND PROJECT SCOPES FOR HIGHWAY SAFETY IMPROVEMENT PROJECTS AT STATE HIGHWAY 121 AND GRAPEVINE MILLS TRAIL, PARK BOULEVARD AND SHENANDOAH AVENUE, HALL JOHNSON ROAD AND ROBERTS ROAD AND WILLIAM D TATE AVENUE — MUSTANG DRIVE TO STATE HIGHWAY 114 AND MUSTANG DRIVE AT TIMBERLINE DRIVE IN THE CITY OF GRAPEVINE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Texas Department of Transportation approved funding for the development of the Highway Safety Improvement Program: State Highway 121 exit ramp to Grapevine Mills Trail (CSJ 0364-01-158 On - System) estimated project cost $137,192.00. Local Government participation estimate $22,900.00. The Local Government participation will be based on actual costs and the State is 100% responsible for cost overruns. Park Boulevard at Shenandoah Avenue (CSJ: 0902-90-215 Off -System) estimated project cost $53,959.00. Local Government participation estimate $19,421.00. The Local Government participation will be based on actual costs and the Local Government is 100% responsible for cost overruns. Hall Johnson Road at Roberts Road (CSJ: 0902-90-216 Off -System) estimated project cost $53,783.00. Local Government participation estimated $19,415.00. The Local Government participation will be based on actual costs and the Local Government is 100% responsible for cost overruns. William D Tate Avenue — Mustang to State Highway 114 (CSJ: 0902-90-217 Off - System) estimated project cost $365,810.00. Local Government participation estimated $122,225. The Local Government participation will be based on actual costs and the Local Government is 100% responsible for cost overruns. Mustang Drive at Timberline Drive (CSJ: 0902-90-218 Off -System) estimated project cost $207,821.00. Local Government participation estimated $25,093.00. The Local Government participation will be based on actual costs and the Local Government is 100% responsible for cost overruns; and WHEREAS, the Grapevine City Council strongly supports the efforts of the Metropolitan Planning Organization and Texas Department of Transportation in developing a system of highways in cooperation with local governments; and WHEREAS, the City Council authorizes an Advanced Funding Agreement with the State of Texas for the construction of the Highway Safety Improvements Program grant investments for the above projects; and WHEREAS, the funding shall come from the Capital Projects Street Fund (178); MT WHEREAS, the City Manager is authorized to execute all documents necessary to complete this transaction; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine approves entering into this Advanced Funding Agreement with the State of Texas for the construction of the Highway Safety Improvements Program grant investments for the above projects. Furthermore, the City authorizes the City Manager to execute all documents necessary to complete this transaction. Section 3. That this resolution shall take effect from and after the date of its passage. Section 4. That it is hereby officially found and determined that the meeting at which this resolution is passed is open to the public and public notice of the time, place and purpose of said meeting was given as required by law. Boyle City Attorney Resolution No. 2022-006 ORDINANCE NO. 2022-037 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $209,054 IN THE CAPITAL PROJECTS STREETS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City have Grapevine has been awarded funding through the Highway Safety Improvements Program (HSIP); and WHEREAS, the City Council of the City of Grapevine desires to participate in the construction of five HSIP projects; and WHEREAS, funding is available in the Capital Projects Streets Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes $209,054 to be appropriated from the Capital Projects Streets Fund for the local funding contribution for the construction of five HSIP projects. Section 3. That a copy of the revised FY 2021-2022 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
