City Council to consider a request by the developer /builder of the Stonebridge Oaks
townhome /single family development relative to establishing controlled access at all
entrances to the subdivision and take any necessary action
BACKGROUND INFORMATION:
At the September 6, 2011 City Council meeting, under Citizen Comments, Ms. Gloria
Currie addressed the council requesting that the issue of controlled access into
Stonebridge Oaks be placed on a future agenda.
Approved in its final form in July, 2010 through the use of a zone change and a planned
development overlay, Stonebridge Oaks is a combination of townhomes and single family
detached homes with three points of access to the subdivision —two from Euless -
Grapevine Road and one from the southbound service road of State Highway 360. The
developer on behalf of the residents of Stonebridge Oaks is requesting consideration be
given to controlling access into the subdivision at all three locations in an effort to improve
safety to the property owners and eliminate cut - through traffic.
In a meeting this week with the Police, Fire, Public Works, and Development Services
departments we reviewed the concept of gating all three entrances and see no real public
safety or infrastructure issues with doing so; however a new planned development overlay
request will be required for consideration by the Planning and Zoning Commission and the
City Council in the near future and any subsequent changes as well as the details
associates with the gates location and operation will be presented at that time. See the
attached letter from Ms. Currie, Neighborhood petition and a -mails from the developer of
Stonebridge Oaks and informal sketches relative to the gates location and operation,
supporting this request.

Stonebridge Oaks Petition for a Gated Community Aug. 9th, 2011
We the home owners of Stonebridge Oaks are requesting that gates be placed at all entrances into the
community. Here are the reasons why:
Safety: There have been many break -ins, strange cars driving at fast speeds through our neighborhood
we are a pass through to the service road and easy access for thieves.
Private !toads: We fear that if public traffic has access to our roads since they are private and the home-
owners responsibility to repair this will require maintenance all the time.
Gates: Gates are in other Grapevine Communities and we should be allowed to protect this empty nest
community as well.

This is on behalf of all the residence of Stonebridge Oaks.
We are requesting that gates be placed at all three entrances into the community of Townhomes and
patio homes. Due to the direct access of 360 service road and highway entrance we are an easy target
for unwanted traffic through our streets. There has been many thefts documented and we feel that it is
creating a very unsafe environment if this is not looked at seriously.
There is a petition attached with signatures of all residences who live in the community and are in favor
of having Stonebridge Oaks a gated community. The roads were made private and because of the high
amount of cut through traffic traveling at high speeds we feel that the maintenance for the residences
will be very costly.
We do have pictures and noted other communities in Grapevine (I..ink -side at Grapevine by toll brothers)
2618 Link -side Drive, Grapevine TX 76051. As well as Townhomes of Westgate this community has
direct access to 114 frontage road and hwy. We do not feel we are setting a precedent because of
these being gated already.
The investors of Stonebridge Oaks are committed to the gates and ill pay to have gates installed for
the safety of the residents.
We would appreciate the opportunity to protect our community from a safety issue and to protect our
roads that will be our responsibility to repair when maintenance is required...

Ron, as the developer and builder of the project Stone Bridge Oaks, we have been approached by the majority of
homeowners within the community to have vehicular access gates added at all 3 entry points. We believe
strongly that this will be a huge benefit to our community, and it is the will of our homeowners.
We understand that this will require a new PD application, and we would like to get this process initiated as
quickly as possible. Can you please add this request to your upcoming workshop.
As the developer/builder, we are ready and willing to support this action, and take the financial burden of the
installation as well.

Ron, please find enclosed the overall site plan with hand-marked locations for the vehicular gates proposed for
S130's. I have also included a detail drawing done by Warren Corwin for the main entry/exit vehicular gates.

of Euless-Grapevine Rd would be strictly for emergency access only for the fire department. It has been our
experience that gated communities operate much safer when limiting the number of active entry/exit points.
