A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING LOCAL
TRANSPORTATION PROJECT ADVANCE FUNDING
PARTICIPATION WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION ADDRESSING FUNDING
PARTICIPATION LEVELS AND PROJECT SCOPES FOR
HIGHWAY SAFETY IMPROVEMENT PROJECTS AT STATE
HIGHWAY 121 AND GRAPEVINE MILLS TRAIL, PARK
BOULEVARD AND SHENANDOAH AVENUE, HALL
JOHNSON ROAD AND ROBERTS ROAD AND WILLIAM D
TATE AVENUE — MUSTANG DRIVE TO STATE HIGHWAY
114 AND MUSTANG DRIVE AT TIMBERLINE DRIVE IN THE
CITY OF GRAPEVINE AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the Texas Department of Transportation approved funding for the
development of the Highway Safety Improvement Program:
State Highway 121 exit ramp to Grapevine Mills Trail (CSJ 0364-01-158 On -
System) estimated project cost $137,192.00. Local Government participation
estimate $22,900.00. The Local Government participation will be based on actual
costs. 100% of construction overruns are the responsibility of the State and 100%
of engineering and environmental overruns are the responsibility of the Local
Government.
Park Boulevard at Shenandoah Avenue (CSJ: 0902-90-215 Off -System) estimated
project cost $53,959.00. Local Government participation estimate $19,421.00.
The Local Government participation will be based on actual costs and the Local
Government is 100% responsible for cost overruns.
Hall Johnson Road at Roberts Road (CSJ: 0902-90-216 Off -System) estimated
project cost $53,783.00. Local Government participation estimated $19,415.00.
The Local Government participation will be based on actual costs and the Local
Government is 100% responsible for cost overruns.
William D Tate Avenue — Mustang to State Highway 114 (CSJ: 0902-90-217 Off -
System) estimated project cost $365,810.00. Local Government participation
estimated $122,225. The Local Government participation will be based on actual
costs and the Local Government is 100% responsible for cost overruns.
Mustang Drive at Timberline Drive (CSJ: 0902-90-218 Off -System) estimated
project cost $207,821.00. Local Government participation estimated $25,093.00.
The Local Government participation will be based on actual costs and the Local
Government is 100% responsible for cost overruns; and
WHEREAS, the Grapevine City Council strongly supports the efforts of the
Metropolitan Planning Organization and Texas Department of Transportation in
developing a system of highways in cooperation with local governments; and
WHEREAS, the City Council authorizes an Advanced Funding Agreement with the
State of Texas for the construction of the Highway Safety Improvements Program grant
investments for the above projects; and
WHEREAS, the funding shall come from the Capital Projects Street Fund (178);
and
WHEREAS, the City Manager is authorized to execute all documents necessary
to complete this transaction; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine approves entering into
this Advanced Funding Agreement with the State of Texas for the construction of the
Highway Safety Improvements Program grant investments for the above projects.
Furthermore, the City authorizes the City Manager to execute all documents necessary
to complete this transaction.
Section 3. That this resolution shall take effect from and after the date of its
passage.
Section 4. That it is hereby officially found and determined that the meeting at
which this resolution is passed is open to the public and public notice of the time, place
and purpose of said meeting was given as required by law.
