SUBJECT: TEXAS MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVCPA)
GRANT PROGRAM AWARD
RECOMMENDATION: City Council to consider a resolution for the purpose of participating in the
State of Texas Motor Vehicle Crime Prevention Authority (MVCPA) Grant
Program for lease of automatic license plate readers and consider an
ordinance appropriating the funds. Police Chief recommends approval.
FUNDING SOURCE: Motor Vehicle Crime Prevention Authority (MVCPA) Grant Program will
reimburse the City $20,000. The Crime Control and Prevention District will
fund the remaining balance of $4,000.
BACKGROUND: The resolution is to accept a grant in the amount of $20,000 from the
Texas Motor Vehicle Crime Prevention Authority (MVCPA) Grant Program.
The grant will be utilized to initiate a lease program of nine Automatic
License Plate Reader cameras. The cameras will be positioned across the
City in locations that may experience more vehicle theft, motor vehicle
burglary, and fraud -related motor vehicle crime.
The ordinance is to approve the expenditure of funds to lease nine
Automatic License Plate Readers cameras from Flock Safety in the
amount of $24,000. MVCPA will reimburse the City $20,000 of the
expenditure as the award of the grant. The Crime Control and Prevention
District will utilize $4,000 for the balance.
Recommendation is for approval.
RESOLUTION NO. 2022-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE ACCEPTANCE
ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS FOR
THE PURPOSE OF PARTICIPATING IN THE STATE OF
TEXAS, TEXAS MOTOR VEHICLE CRIME PREVENTION
AUTHORITY (MVCPA) GRANT PROGRAM, HEREINAFTER
REFERRED TO AS THE "GRANT PROGRAM`
CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO
RECEIVE PROGRAM ASSISTANCE; AND CERTIFYING
THAT THE APPLICANT'S FIDUCARY MATCHING SHARE
IS READILY AVAILABLE
WHEREAS, The City of Grapevine ("the Applicant") is fully eligible to receive
assistance under the Grant Program; and
WHEREAS, the Applicant is desirous of authorizing an official to represent and act
for the Applicant in dealing with the Police Department ("the Department") concerning
the Grant Program; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the citizens of The City of Grapevine.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. Under the provisions of the Texas Transportation Code Chapter
1006 and Texas Administrative Code Title 43; Part 3; Chapter 57, the Applicant is
eligible to receive grants from the Motor Vehicle Crime Prevention Authority to provide
financial support to law enforcement agencies for economic motor vehicle theft
enforcement teams, and
Section 3. This grant program will assist this jurisdiction to combat motor
vehicle theft, motor vehicle burglary and fraud -related motor vehicle crime; and
Section 4. That the Applicant hereby certifies that the fiduciary matching share
for this Grant Program is readily available.
Section 5. That the Applicant has agreed that in the event of loss or misuse of
the grant funds, City of Grapevine assures that the grant funds will be returned in full to
the Motor Vehicle Crime Prevention Authority.
Section 6. That the Applicant hereby authorizes and directs Michael Hamlin,
Chief of Police, is designated as the Authorized Official to apply for, accept, decline,
modify, or cancel the grant application for the Motor Vehicle Crime Prevention Authority
Grant Program and all other necessary documents to accept said grant; and
Section 7. That Todd Dearing, Captain, is designated as the Program Director
and Ade Ali, Senior Accounting Manager, is designated as the Financial Officer for this
grant.
Section 8. The Applicant hereby specifically authorizes the official to make
application to the Department concerning the State of Texas Crime Victim Compensation
Grant Program.

ORDINANCE NO. 2022-051
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE
APPROPRIATION OF REVENUE IN THE AMOUNT OF
$20,000 IN THE GRANT FUND TO BE RECEIVED FROM
THE MVCPA GRANT PROGRAM AND AUTHORIZING THE
APPROPRIATION OF $20,000 IN THE GRANT FUND FOR
LEASE OF AUTOMATIC LICENSE PLATE READERS;
AUTHORIZING THE APPRORIATION OF $4,000 IN THE
CCPD FUND; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, The City of Grapevine has received approval for grant funds and
expects reimbursement of $20,000 from the Motor Vehicle Crime Prevention Authority
("MVCPA") Grant Program, and
WHEREAS, the City plans to lease nine automatic license plate reading ("ALPR")
cameras from Flock Safety in the amount of $24,000 to be strategically located at specific
points in the City to assist in the detection and apprehension of individuals stealing
vehicles, and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the citizens of The City of Grapevine.
NOW, THEREFORE, BE IT ORDAINED THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $20,000
revenue to be appropriated in the Grant Fund based on approval of the MVCPA Grant
Program.
Section 3. That the City Council here by authorizes the amount of $20,000 be
appropriated for expenditures in the Grant Fund and $4,000 be appropriated for
expenditures in the CCPD Fund for the lease of the Falcon ALPR cameras from Flock
Safety for a total of $24,000.
Section 4. That the terms and provisions of this ordinance shall be deemed to
be severable, and that if the validity of any section, subsection, word, sentence, or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City
of Grapevine, Texas, are inadequate to property safeguard the health, safety, morals,
peace, and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained..
