SUBJECT: APPROVAL OF A CONTRACT FOR THE REPAIR OF FENCING
AT OAK GROVE BALLFIELD AND THE RESOLUTION THAT
RATIFIES THE CONTRACT
RECOMMENDATION:
City Council to consider award of a contract to Viking Fence Company, Inc. for the repair
of various sections of fence at the Oak Grove Baseball Complex in the total amount of
$16,500 and approval of the resolution that ratifies the initial purchase.
FUNDING SOURCE:
Funds are available in account 100-45561-109-1/General Fund/P & L Claims
Paid/Insurance.
BACKGROUND:
This request is for approval of a resolution to ratify staffs action to contract for services
for the repair and installation of various sections of fencing at the Oak Grove Baseball
Complex in accordance with Local Government Code Chapter 252, Section 252.022 (a)
(1). This code allows an exemption to the competitive bidding procedure if the
procurement is made because of a public calamity that requires the immediate
appropriation of money to relieve the necessity of the municipality's residents or to
preserve the property of the municipality.
As a result of a storm that struck Grapevine on June 10th and 11th, the Oak Grove
Baseball Complex suffered damage on all fences at various sections in the ballpark. A
large portion of the outfield fences were damaged on fields E & F. The existing fence
and mow strip was moved and replaced. In addition, other fields received damage to
gates and posts. Staff has filed an insurance claim for this damage.
In order to insure the safety of area residents and to preserve City property, staff took
immediate action to repair and replace fencing in the affected areas. Viking Fence
Company, Inc. was contracted for the repairs at a cost of $16,500. Attached is a listing
of the repairs to each field location.

Staff recommends approval of the resolution to ratify the contract established with Viking
Fence Company, Inc. for the purchase and replacement of fencing at the Oak Grove
Baseball Complex in an amount not to exceed $16,500.

RESOLUTION NO
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
ACTION TO CONTRACT FOR THE PURCHASE AND
REPLACMENT OF FENCING AT THE OAKGROVE
BASEBALL COMPLEX AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine Oakgrove Baseball Complex was struck by a
storm on June 10th and 11th of 2009 that damaged various sections of fencing at several
sections of the baseball field; and
WHEREAS, after inspection, it was found that immediate action was necessary to
protect area citizens and preserve City property, City Staff took action to contract for
fencing services with Viking Fence Company, Inc. to repair the damaged fencing.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes a
contract with Viking Fence Company, Inc. to repair the damaged fencing in an amount not
to exceed $16,500.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the contract and purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of August, 2009.
