HomeMy WebLinkAboutItem 07 - Outdoor Warning System ITEM MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER B2- MEETING DATE: AUGUST 18, 2009 SUBJECT: APPROVAL OF A CHANGE ORDER FOR SOLAR PANELS AS PART OF THE OUTDOOR SIREN WARNING SYSTEM AND THE RESOLUTION THAT RATIFIES THE PURCHASE RECOMMENDATION: City Council to consider award of a change order to Federal Signal Corporation to add 11 solar panels to the current Outdoor Siren Warning System in the total amount of $44,112.10 and approval of the resolution that ratifies the initial purchase. FUNDING SOURCE: Funds are available in account 121-42281-209-09-000001 Council Quality of Life Fund/Minor Tools and Apparatus/Police. BACKGROUND: This purchase was made as a change order to an existing project in accordance with Local Government Code Chapter 252, Section 252.048 (d) which states that a contract may be increased or decreased if the total of all changes are within 25% of the original contract price. The current and past changes to this contract total 17%. Council originally approved the purchase of an Outdoor Siren Warning System on February 17, 2009 with a completion date to be August 1, 2009. The change order is to add 11 Solar Panels. This change will modify the siren project from four solar panels to fourteen solar panels. Each siren will be powered by solar power with battery back-up. Under the original configuration, the majority of the sirens would be powered by electrical power with battery back-up. After review of the project by Staff, it was determined that the additional charges to be incurred for running underground power to the siren site, connection charges from our electrical provider, and the monthly meter fees and usage charges would far exceed the cost of installation for the solar panels. It is estimated that over the lifetime of the siren system, a savings of over $250,000 will be realized by employing the all solar option. August 13,2009(11:13AM) In order to remain on schedule for the August 1, 2009 project completion date and with the approval of the City Manger, Staff issued a purchase order to Federal Signal Corporation for the purchase of the solar panels. Staff recommends approval of the resolution to ratify the purchase from Federal Signal Corporation in an amount not to exceed $44,112.10. CD August 13,2009(11:13AM) Vs S()L)14-- G RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE RATIFICATION OF STAFF PURCHASE OF 11 SOLAR PANELS AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS,the City of Grapevine Fire Department requires 11 Solar Panels for the completion of an Outdoor Siren Warning System; and WHEREAS, Federal Signal Corporation was the vendor awarded the project on February 17, 2009; and WHEREAS, in order to complete the project by the original completion date of August 1, 2009 Staff issued a change order to purchase order 17589 for the purchase of the Solar Panels in the total amount of $44,112.10. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine ratifies and authorizes the purchase of 11 Solar Panels from Federal Signal Corporation for a total amount not to exceed $44,112.10. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase. Section 4. That this resolution shall take effect from and after the date of its passage.
