will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

FELLOWSHIP OF THE PARKS - GRAPEVINE
1. Please add the case name, number SU10-08, the address and label
each sheet in consecutive order (ex. Sheet 1 of 2) to the signature
block.
2. Please dimension the distance of the proposed worship facility to
the north and east property lines.
3. Please revise the preliminary plat from eight lots to two and add an
additional site plan sheet which reflects the preliminary plat layout,
labeling the lot which is not the church site as "Future
Development".
4. The current overall plan does not meet driveway spacing criteria and will
"landlock" potential development to the south. The plan is showing the
proposed western drive on Lot 1 to be too close to the future drive
approach on the drainage/access easement just to the west. Also cross
access is needed from Hall Johnson Road south to Hughes Road to
insure access is provided to all future sites. An alternative design is
warranted to address the requirement. Please contact Scott Dyer or John
Robertson in Public Works/Engineering at (817) 410-3135 for more
information regarding this requirement.
5. Please provide a parking phase diagram.
6. Please include in the site summary data table the total number
seats in the main sanctuary and provide a floor plan which reflects
the proposed sanctuary seating. Required parking for a church is
one (1) parking space for three (3) seats in the sanctuary.
7. Please provide the proposed sign elevation and dimensions. The
maximum permitted height is ten feet and the maximum area is one
hundred (100) square feet. A sign permit will be required by a
registered contractor.
8. Please revise general note #7 from termination to determination of
the illumination levels. Lighting levels may not exceed 3.0
footcandles at the property lines. Some of the lighting levels
adjacent to Hall Johnson Road are obscured by the property line.
Please adjust the placement of the text accordingly.
9. If a canopy/shade structure is proposed for the playground area,
please include the following note on the site plan and provide an
elevation of the structure: The shade structures shall be designed
to withstand 1-90 wind speeds and the shade material shall be flame
retardant and porous so that heat is not trapped under the structure.

10. Please note the following preliminary requirements from Building
Inspections. Please direct all questions regarding the following
comments to Don Ellison — Plans Examiner at (817) 410-3160.
Provide a project data sheet consisting of the following:
the allowable area calculations; actual area
calculations; sprinkler information; height and type of
construction and classification of building.
11. Please add the following notes to the site plan:
Special Use Permit, SU10-08 is a request to allow a 21,170 square
foot church in a non-residential zoning district.
The 81 -space future parking area shall be landscaped, irrigated
and maintained with ground cover until the final parking phase is
completed.
12. For verification purposes please email a PDF of the final sheets prior
to reproducing the final copies.
The above comments must be reflected in the revised submittal,
which is due by Thursday, September 2nd at 12:00 p.m. for the
September 21st joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced copies of the site plan only at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
Prior to copying the multiple sets please submit one blackline copy
of each sheet for a final review
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, October 19, 2010, 2010 at 7:30 P.M. in the City Council Chambers,
2nd Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and
Zoning Commission of the City of Grapevine will hold a public hearing to consider the
following items:
CU10-23, Cork It - submitted by One-Summ LLC for property located at 909 South Main
Street #110 and platted as Lot 1, Block 1, Hasten Addition. The applicant is requesting a
conditional use permit to amend the previously approved site plan specifically to allow vinyl
drop curtains on the outdoor patios. The property is zoned "MXU" Mixed Use District and is
owned by I & G Grapevine, LLC.
C1.110-24, Freeman Buick/GMC - submitted by Barnett Signs for property located 501
West State Highway 114 and platted as Lot 12, Block 6, Metroplace 2nd Installment. The
applicant is requesting a conditional use permit to amend the previously approved site plan

Subject: zoning case - church on Hall Johnson
am writing to express support and some concern with the zoning
application for a church located on Hall Johnson just west of
Crestwood Hollow. I support the use because I beloved a church would
be a good neighbor, but have heard concern from neighbors about the
potential for overflow parking on Crestwood Ct. I request the City
require cross access to the existing office development to the south
and require a shared parking agreement between the church and the
offices. This would address the concerns of residents and since the
office complex and church have different peak use times, should have
little impact on either user. Cross access would also provide improved
emergency access to the properties from the fire station located on
Hughes Rd.
As a side note, it would be nice if the City could post agenda packets
online so residents can review items without having to go to City Hall.

PROPERTY LOCATION AND SIZE:
The subject property is located at 1901 Hall -Johnson
Road, and proposed to be platted as Lot 1, Block 1,
Fellowship of the Parks Addition. The addition
contains 4.35 acres and has approximately 550 feet
of frontage along Hall -Johnson Road.
REQUESTED SPECIAL USE AND COMMENTS:
The applicant is requesting a special use permit to allow the development of a church and
education facility.
Fellowship of the Parks intends to establish a Grapevine campus on the subject site. The
site will consist of a multi -phase development with the first phase consisting of
approximately 22,324 square feet of new construction including a worship facility seating
400 persons and providing 189 parking spaces. The next phase includes additional
seating for 300 for a total of 700 persons within the worship facility and an additional 79
parking spaces will be added to accommodate the additional seating, for a total 268
parking spaces. One seven foot, 92 -square foot monument sign is proposed along Hall -
Johnson Road.

PRESENT ZONING AND USE:
The property is currently zoned "PCD" Planned Commerce Development District and is
undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding property were rezoned from "R-1" Single Family District to
"PCD" Planned Commerce Development District during the 1984 Citywide rezoning. At the
January 17, 1989 meeting Council approved zone change request Z88-08 (Ord. 89-08) on
the property to the north from "PCD" Planned Commerce Development District to "R-5.0"
Zero Lot Line District to "R-7.5" Single Family District. At the June 15, 2004 meeting
Council approved zone change request Z04-04 (Ord. 2004-39) on the property to the east
from "PCD" Planned Commerce Development District to "R-5.0" Zero Lot Line District. At
the September 21, 2004 meeting Council approved zone change request Z04-10 (Ord.
2004-60) on the property to the west from "PCD" Planned Commerce Development District
to "CC" Community Commercial District. At the February 17, 2004 meeting Council
approved conditional use permit CUO3-52 (Ord. 2004-14) on the property to the southwest
for a long-term 60 -bed acute care facility. A subsequent revision (CU05-32) to the plan for
the acute care facility was considered and approved by the Site Plan Review Committee at
their May 25, 2005 meeting. At the June 21, 2005 meeting Council approved zone change
request Z05-04 (Ord. 2005-45) on the property to the south from "PCD" Planned
Commerce Development District to "CC" Community Commercial District.

Dear Mr. Laing,
This letter is to verify that your request for a special use permit to allow the development of
a church and education facility on property located at 1901 HalWohnson Road and
platted as Lot 1, Block 1, Fellowship of the Parks Addition was approved by City Council on
October 19, 2010. A copy of the approved site plan and Ordinance 2010-60 is enclosed.
On October 19, 2010, the Planning and Zoning Commission recommended the City
Council approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Special Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Special Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a
Special Use Permit.

Fellowship of the Parks - Grapevine church, a Baptist fellowship, requests to develop a new
church worship and education facility at 1901 Hall Johnson Road. The land is currently zoned
PCD, Planned Commercial Development. The church proposes to develop the land under C -C,
Community Commercial zoning by a Special Use Permit.
The district regulations for Community Commercial zoning, as described in section 25 of the city
ordinance, shall be met and are listed below:
• 20% minimum open space of the total lot area.
• 60% maximum building coverage of total lot area.
• 80% maximum impervious surface area of the total lot area.
• 25'-0" minimum front yard setback utilized as a landscaped area.
• 20'-0" minimum side yard setback.
• 25'-0" minimum rear yard setback.
• 40'-0" minimum distance between detached principal or accessory buildings on the
same lot.
• 50'-0" maximum principal building height and 15'-0" maximum accessory structure
height.
Fellowship of the Parks Church - Grapevine and their future phase development will be a low
impact addition for the community. Allowing the church to develop the site would ensure that
Grapevine Elementary School, located approximately 3 blocks to the east, will have a safe
neighbor. In designing the site, we have made great efforts to save as many of the existing trees
on the site, and ensure proper drainage that would not negatively affect the adjacent properties.
With any development near residential neighborhoods, increased traffic is always a concern.
Fellowship of the Parks - Grapevine will not add to the traffic at peak travel times because the
facility will be occupied primarily on Sunday mornings during traditionally low traffic volume
times. GHLA is proposing a design that is environmentally sensitive and scaled to fit
comfortably with the wooded site and its surrounding properties. The use of earth toned colors,
natural and cultured stone materials on the fagade will enhance this aesthetically pleasing
facility. The development of the site will not cause substantial harm to the value, use or
enjoyment of the surrounding property in the neighborhood. The lot is zoned for commercial use
where the church should be a welcomed neighbor.
All requirements of the Grapevine Soil Erosion Control ordinance shall be met during the period
of construction. Parking for disabled person shall be designed in accordance with Chapter 23 of
the Code of Ordinances. There shall be no distribution or sale of alcoholic beverages on the
premises. All on-site electrical conductors associated with new construction shall be located
underground.

We have carefully reviewed the site plan application review comments issued by the City of
Grapevine on August 20, 2010. 1 have listed below each comment from that review with our
response in RED.
1. Please add the case name, number SU10-08, the address and label each sheet
in consecutive order (ex. Sheet 1 of 2) to the signature block.
The information fisted above has been added to the signature block of each
sheet.
2. Please dimension the distance of the proposed worship facility to the north and
east property lines.

3. Please revise the preliminary plat from eight lots to two and add an additional
site plan sheet which reflects the preliminary plat layout, labeling the lot which is
not the church site as "Future Development".
As you are aware, we have unsuccessfully tried to negotiate with Oncor, e
adjacent land owner, to allow our western drive to be constructed
access easement directly to the west of our property. Ultimately they have
required Fellowship of the Parks to retract their preliminary plat of the
surrounding acreage. Therefore, city staff will use the existing Driskill
Preliminary Plat as the preliminary plat of record (approved by P&Z and CC on
March 23, 1998). 1 do not believe the additional

adequate stacking distance at Hall -Johnson and provides a sinuous route for adjacent
properties to reach the proposed drive approach. An alternative design is warranted to

driveway to Hall -Johnson on the existing access easement, west of the site. The church
site would connect to this driveway. The revised drive location on Hall -Johnson, just

As mentioned in item 3, Oncor has rejected our request to construct our western drive
within the access easement on their property. Scot Dyer, Matt Boyle and other city staff
have agreed to allow both drives on Fellowship of the Park's property provided we grant
access to the property to the west of our lot. Our submitted design has met this criteria
and an access easement is included on our final plat,

illumination levels. Lighting levels may not exceed 3.0 footcandles at the
