the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. if after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

On Tuesday evening, November 15, 2011 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU11-30 — Massey Car Wash - submitted by Steve Massey for property located at 1211
West Northwest Highway and platted as Lot 1, Block 1, Westview Business Park. The
applicant is requesting a conditional use permit to allow renovations to an existing hand
held car wash to add an automatic wash bay. The property is zoned "HC" Highway
Commercial and is owned by Mass Inc.
CU11-31 — Grimaldi Pizzeria - submitted by Grapevine Pizzeria, Inc. for property located
at 1401 William D Tate Avenue #100 and platted as Lot 2A1, Block 1, Hayley Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan to allow the possession, storage, retail sale and on -premise consumption of alcoholic
beverages (beer, and wine only), outdoor speakers and outside dining in conjunction with a
restaurant. The property is zoned "HC" Highway Commercial and is owned by Grapevine
Towers Ltd.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow renovations to an existing
hand held car wash specifically to convert one bay into an automatic wash bay.
The applicant's intent is to establish an automatic automobile wash within one existing self-
service wash bay. The existing use is an eight bay, 4,448 square foot car wash and
vacuum facility. The wash bay adjacent to the west property line on the subject site is
proposed for the automatic wash. The existing bay can accommodate the automatic wash
without expansion to the wash bay. The site plan also indicates an additional bay for a
future automatic wash. The existing drives off of West Northwest Highway and Dove Road
will continue to provide the access to and exiting from subject site.

If approved this will be the first reading of an ordinance given the subject site requires
approval of a special exception, due to minimum open space requirements and a building
line encroachment adjacent to Dove Road. These items will be heard before the Board of
Zoning Adjustment at their December 5, 2011 meeting. If approved by the Board the
second reading will occur at the Council's December 20, 2011 meeting.
PRESENT ZONING AND USE:
The property is currently zoned "HC" Highway Commercial District and is developed as a
self-service car wash.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site and surrounding property were zoned "C-2" Community Business District
prior to the 1984 City rezoning, and has remained relatively unchanged. Conditional Use
Request CU03-42 was approved by Council at the October 21, 2003 meeting which
allowed for a drive-through window in conjunction with a pharmacy east of the subject site
within the Dove Corner multi -tenant retail center.

applicant's request is in compliance with the Master Plan.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Application CU 11-30 approved on first reading at the November 15,
2011 meeting to allow renovations to an existing hand held car wash, specifically to
convert one bay into an automatic wash bay, and take any other action necessary.
Located on the southwest corner of the intersection of Dove Road and West Northwest
Highway and built in 1982, the car wash has been owned by the applicant since 1993.
The Planning and Zoning Commission recommended the following stipulations as
conditions of approval to the request: the entrance/exit on Northwest Highway be
marked as right turn only and the northern most entrance/exit on Dove Road should be
marked right turn only with a directional median installed, traffic buttons shall also be
installed on the southern side of the car wash for control of interior traffic flow. Also the
applicant shall work with staff regarding the placement of the directional median and
traffic buttons with submittal to the Site Plan Review Committee for acceptance.
With this request the applicant proposes to meet the stipulations recommended by the
Planning and Zoning Commission with the following revisions to the subject site. A
directional median composed of a series of closely spaced dagmars (raised ceramic
traffic buttons) will be installed in lieu of a raised concrete median. Dagmars will be
used to direct the interior traffic flow on the southern side of the car wash to the
proposed automatic wash bay. As a result of staff becoming aware of Ordinance 1983-
15, approved at the March 29, 1983 meeting, two "no left" turn signs have been installed
for the subject site by the City at the entrance/exit on Northwest Highway and at the
northern most entrance/exit on Dove Road. Please see the attached letter from the
Transportation Manager.
This Board of Zoning Adjustment is scheduled to meet on December 5, 2011 to address
existing non -conforming aspects of the subject site including minimum open space,
maximum impervious area and a building line encroachment adjacent to Dove Road. If
approved by the Board, the second reading will occur at the Council's December 20,
2011 meeting.

BACKGROUND:
Conditional Use Request CU11-30 was submitted by Steve Massey and was approved
on the first reading of an ordinance by Council at the November 15, 2011 meeting. The
request was to allow renovations to an existing hand held car wash, specifically to
convert one bay into an automatic wash bay in the "HC" Highway Commercial District.
The applicant sought approval of a special exception from the Board of Zoning
Adjustment, relative to lot open space, impervious area and front yard setback adjacent
to Dove Road. The site is an existing developed lot, and the existing structure was built
in 1982 prior to the adoption of the current zoning ordinance (82-73). The Board
approved the special exception request at their December 5, 2011 meeting.
At the November 15th hearing the Planning and Zoning Commission recommended
approval of the conditional use request with the following conditions: the entrance/exit on
Northwest Highway be marked as right turn only, the northern most entrance/exit on
Dove Road be marked right turn only and have a directional median installed, traffic
buttons be installed on the southern side of the car wash for control of interior traffic flow
and that the applicant shall work with staff regarding the placement of the directional
median and traffic buttons and submit to the Site Plan Review Committee for
acceptance. As a result of staff becoming aware of Ordinance 1983-15, approved at the

This letter is to verify that your request for a conditional use permit located at 1211 West Northwest
Highway and platted as Lot 1, Block 1, Westview Business Park, to allow renovations to an existing
hand held car wash specifically to convert one bay into an automatic wash bay was approved by City
Council on November 15, 2011 with the condition that the entrance/exit on Northwest Highway be
marked as right turn only and the northern most entrance/exit on Dove Road should be marked right
turn only with a directional median installed; traffic buttons shall also be installed on the southern
side of the car wash for control of interior traffic flow; applicant shall work with staff regarding the
placement of the directional median and traffic buttons with submittal to the Site Plan Review
Committee for acceptance.
On November 15, 2011, the Planning and Zoning Commission recommended the City Council
approve the request.
On December 7, 2011, the Site Plan Review Committee approved the submitted site plan with the
condition that a raised three inch above grade solid island be installed as a directional median along
Dove Road.
On December 20, 2011, the City Council approved the Site Plan Review Committee's approved site
plan. A copy of the approved site plan and Ordinance 2011-66 is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
