On Tuesday evening, July 17, 2012 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z12-07, CU12-27, PD12-05 - Scribner Street Storage - submitted by Blake Architects for
property located at 401 and 427 North Scribner Street and proposed to be platted as Lot 1,
Block 1, The Storage. The applicant is requesting to rezone 3.44 acres from "R -MF -1" and
"R -MF -2" Multifamily District to "CC" Community Commercial District. The applicant is also
requesting a conditional use permit to allow a public storage garages with caretaker
residential facilities and a planned development overlay to allow deviation from but not
limited to district size, open space, distance between buildings, front, rear, side yard
setbacks, interior and perimeter landscaping. The properties are currently zoned "R -MF -1"
and "R -MF -2" Multifamily District and are owned by Grapevine Storage and Joseph
Barnard.
CU12-24 RaceTrac - submitted by Adams Engineering for property located at 3955
Grapevine Mills Parkway and proposed to be platted as Lot 3, Block A, RaceTrac
Grapevine Addition. The applicant is requesting a conditional use permit to allow gasoline
sales, the possession, storage and retail sales of off -premise alcoholic beverages (beer
and wine only), outside dining and a 40 ft pole sign in conjunction with a convenience

CU12-29 - Grapevine Sugar Shack - submitted by Holli Matthews for property located at
520 South Main Street #205 and platted as 1 R, 2 and 3B, Block 4, City of Grapevine
Addition. The applicant is requesting a conditional use permit to amend the previous
approved site plan to allow food service. The property is currently zoned "CBD" Central
Business District and is owned by Biatwig, LLC.

A conditional use application was submitted by Brian Lisankie for property located at 1960

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for the development of an
indoor shooting range.
The applicant intends to develop a limited access shooting facility in a 7,600 square foot
structure whereby reservations will be required for one to four shooters at a time for
hunting and firearms training under the supervision of a qualified firearms instructor. See
the attached material.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding properties were zoned from 1-1" Light Industrial District to
"PID" Planned Industrial District during the 1984 City Rezoning. The subject property as
well as the properties to the north, south, east, and west were subsequently rezoned in
1996 (Z96-02, Z96-15) to "CC" Community Commercial District. The property to the west
has received several conditional use permits for a planned commercial center developed
with several limited service hotels. At Council's March 21, 2006 meeting a conditional use
permit (CU06-05) to establish a planned office center for a three building complex and a
special use permit (SU06-02) to establish a church was approved on the property
immediately adjacent to the south of the subject site.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—vacant
SOUTH: "CC" Community Commercial District—three building office/church
development
EAST: "CC" Community Commercial District—vacant
WEST: "CC" Community Commercial District—several limited service hotels;
Hampton Inn, Comfort Suites
AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B"
the following uses may be considered only if sound treatment is included in building design:
multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's request is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
Enchanted Way is not a designated thoroughfare as shown on the City of Grapevine's
Thoroughfare Plan.

To Whom It May Concern:
This letter is to verify that your request for a conditional use permit located at 1960
Enchanted Way and platted as Lot 1, Block 1, ASSC Grapevine Addition to allow for the
development of an indoor shooting range was approved by City Council on August 21,
2012. A copy of the approved site plan and Ordinance 2012-36 is enclosed.
On August 21, 2012, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a
Conditional Use Permit.

INTENDED USE — Ideal for car lots, street lighting or parking areas.
CONSTRUCTION — Rugged,.063"thick, aluminum rectilinear housing. Formed for weather -tight seal and
integrity. Naturally anodized, extruded aluminum door frame with mitered corners, is retained with two
.188" diameter hinge pins and secured with one quarter -turn, quick -release fastener. Weatherproof seal

INTENDED USE —Ideal for car lots, street lighting or parking areas.
CONSTRUCTION — Rugged,.063" thick, aluminum rectilinear housing. Formed for weather -tight seal and
integrity. Naturally anodized, extruded aluminum door frame with mitered corners, is retained with two
.188" diameter hinge pins and secured with one quarter -turn, quick -release fastener. Weatherproof seal
between housing and door frame is accomplished with an integrally designed, extruded silicone gasket
that snaps into the door frame, and another gasket applied to the housing.
Finish: Standard finish is dark bronze (DDB), polyester powder finish with other architectural colors available.
OPTICS — Reflectors are anodized and segmented for superior uniformity and control. Reflectors attach
with tool -less fasteners and are rotatable and interchangeable. Five cutoff distributions available: Type II
(roadway), Type III (asymmetric), Type IV (forward throw, sharp cutoff), Type IV (wide, forward throw), Type
V (square). Lens is.125" thick impact -resistant tempered glass with thermally applied silk-screened shield.
ELECTRICAL — Ballast: Constant wattage autotransformer for 250-400W. Super CWA pulse -start ballast
required for 320W and 3SOW (SCWA option), Super CWA (pulse start ballast), 88% efficient and EISA
legislation compliant, is required for 250-40OW (SCWA option) for U.S. shipments only. CSA or INTL required
for probe -start shipments ouside the U.S.
Ballasts are 100% factory -tested.
Socket is porcelain, horizontally mounted mogul base socket with copper alloy, nickel -plated screw shell and center
contact. UL listed 15DOW-60OV.
INSTALLATION — Extruded aluminum arm for pole orwall mounting is shipped in fixture carton. Optional
mountings available.

FEATURES & SPECIFICATIONS
INTENDED USE — Ideal for car lots, street lighting or parking areas.
CONSTRUCTION — Rugged, .063" thick, aluminum rectilinear housing. Formed for weather -tight seal and
integrity. Naturally anodized, extruded aluminum door frame with mitered corners, is retained with two
.188" diameter hinge pins and secured with one quarter -turn, quick -release fastener. Weatherproof seal
between housing and door frame is accomplished with an integrally designed, extruded silicone gasket
that snaps into the door frame, and another gasket applied to the housing.
Finish: Standard finish is dark bronze (DDB), polyester powderfinish with other architectural colors available.
OPTICS — Reflectors are anodized and segmented for superior uniformity and control. Reflectors attach
with tool -less fasteners and are rotatable and interchangeable. Five cutoff distributions available: Type II
(roadway),Type III (asymmetric), Type IV (forward throw, sharp cutoff), Type IV (wide, forward throw), Type
V (square). Lens is .125" thick impact -resistant tempered glass with thermally applied silk-screened shield.
ELECTRICAL — Ballast: Constant wattage autotransformer for 250-40OW. Super CWA pulse -start ballast
required for 320W and 3SOW (SCWA option). Super CWA (pulse start ballast), 88% efficient and EISA
legislation compliant, is required for 250-40OW (SCWA option) for U.S. shipments only. CSA or INTL required
for probe -start shipments ouside the U.S.
Ballasts are 100% factory -tested.
Socketis porcelain, horizontally mounted mogul base socketwith copperalloy, nickel-platedscrewshell and center
contact. UL listed 150OW-600V.
INSTALLATION — Extruded aluminum arm for pole or wall mounting is shipped in fixture carton. Optional
mountings available.
LISTING— UL listed (standard). CSA Certified (see Options). NOM Certified (see Options). UL listed for 25°C
ambient temperature and wet locations. IP65 rated.
