Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

On Tuesday evening, January 17, 2012 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU11-34 — Courtyard By Marriott/Towne Place Suites - submitted Huitt-Zollars, Inc. for
property located at 2200 Bass Pro Court and proposed to be platted as Lot 1, Block 1, The
Bluffs at Grapevine Addition. The applicant is requesting a conditional use permit to allow
the development of a hotel with the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with
a restaurant, outdoor speakers, increase in height and a pole sign. The property is owned
by Grapevine Equity Partners LLC.
CU11-35 — Park and Wall Office Condominiums - submitted by Grapevine Wall JV for
property located at 1929 West Northwest Highway and platted as Lot 6R, Block 1, Park
and Wall Addition. The applicant is requesting a conditional use permit to amend the
previously approved site plan for a planned commercial center to allow the development of
seven office/retail buildings. The property is owned by Grapevine Wall Joint Venture.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for the development of a hotel
with the possession, storage retail sale and on -premise consumption of alcoholic
beverages (beer, wine and mixed beverages) in conjunction with a restaurant an increase
in height, outdoor speakers and a 20 -foot pylon sign
The applicant proposes a co -branded hotel product (Marriott Courtyard and TownePlace
Suites) six stories in height (69.5 feet) with a total of 300 rooms—all which will be a
minimum of 380 square feet in size or greater. A full-service restaurant is proposed with
on -premise alcohol beverage sales and an outdoor patio with speakers. Meeting space
totaling 10,000 square feet along with a 1,000 square foot swimming pool is also a part of
the request. Lastly the applicant proposes a 20 -foot pylon near the entrance to the site.

PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.
The subject and surrounding property was zoned "SP" Specific Use Permit Zoning and 1-1"
Light Industrial District prior to the 1984 City Rezoning. Portions of the subject property
were once part of the Austin Ranch which received approval from Council (Z77-18 and
Z81-44) for on -premise consumption of alcoholic beverages. At Council's September 21,
1999 meeting the subject and surrounding property (52.8 acres) was rezoned from "PID"
Planned Industrial Development District to "CC" Community Commercial District (Z99-13)
for a mixture of uses to include retail, hotel, and restaurant development. At the May 15,
2001 meeting Council approved a conditional use permit (CU01-22) for a restaurant with
on -premise alcohol beverages sales and consumption and outside dining however the
restaurant was never developed. At Council's August 1, 2009 meeting, a zone change
(Z09-04) rezoning 21.2 acres of the subject and surrounding properties from "CC"
Community Commercial District to "MXU" Mixed Use District along with three conditional
use requests (CU09-21, CU09-22, and CU09-23) to allow for three hotels, a multifamily
complex and a stand-alone parking garage was considered and later withdrawn by the
applicant. The following month at the September 15, 2009 meeting, Council approved a
conditional use request (CU09-32) to allow for a 300 room hotel with increased height and
on -premise alcohol beverage sales in conjunction with a restaurant and a pole sign; the
hotel was never developed.

industrial and commercial uses that can tolerate a high level of sound exposure are
acceptable. With appropriate sound attenuation for the project, the applicant's proposal is
an appropriate use in these noise zones.

which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

I have always felt that Grapevine has been very strategic in the development of our area as a
destination, making our city a magnet of tourism for North Texas. But after reading the recent article
regarding the Silver Lakes Crossing development, I have some concerns.
1. Despite the moratorium of limited service hotels in the area, it appears that by conjoining a
limited service product with a full service product, it satisfies the requirement. Although I think
this a very clever way to work around the system, my concern has to do with how that will affect
the average rate that hotels in the area will be able to garner. A Towne Place Suites' niche is in
the economy segment of the industry, which I believe will water down the rates that the other
hotels in the area have been able to get. That isn't so great for the other hotels, and it certainly
isn't very good for the city, as guests to the area will be shifting from paying taxes on a room
which costs $170.00, to a Towne Place Suites rate of $100.00. And, of course, if the other hotels
have to drop rate in order to compete, still less taxes.
2. Likewise, so far it seems that the Silver Lakes Crossing development isn't bringing any
destination to it—they are just providing hotels and restaurants. With the recent addition of
places like LEGOLAND and SEA LIFE, this seems contrary to the philosophy the city has found to
be successful. It doesn't appear that the "scaled back" version contains the
office/housing/entertainment venue they promised.
I am not against development. But on the same token, I feel that if Silver Lakes Crossing doesn't deliver
what they promised to deliver, they shouldn't be allowed a loophole to do it.

I will not be at the TRC meeting on Monday, but I wanted to point out that I still have the same comments regarding traffic that
I did the last time this site was reviewed.
Without a master plan for the site, it is unclear to me how the internal roadways are to work. The transition that is shown from
the new stub end of Bass Pro Ct to the drive aisle for the hotel is awkward, and unless more of the existing road is realigned it
looks like it will become more of an issue as the surrounding parcels are developed. If there is a grand plan for smoothing this
out, is there a way that we can get some type of commitment on implementing it so it doesn't keep getting pushed off on the
next parcel to develop?
Also, the intersection of SH26/Bass Pro is currently failing during peak periods. This is particularly true during the afternoon
peak, when a new hotel/convention center might be expected to generate its traffic as well. I expect that adding this traffic to
the intersection in its current configuration will have a significant negative impact on other traffic. I believe that there needs to
be an updated analysis and plan for improvements to this intersection that considers the entire Silver Lake project. It seems
reasonable (to me) that significant improvements to the intersection could be coordinated with the Bass Pro roadway project so
the City can share costs with the developer and all of the work can be coordinated and built at once.

The major changes to the site were:
• The building size increased slightly, which changed its location in reference to the property line.
• Total Parking count decreased, however we're still meeting city minimum. This also decreased the
ADA parking by 1 space. About half of the ADA spaces also change locations due to the porte cochere
change on the north east corner of the building.
• Due to both of the above, the open space reduced from 33% to 31.5%.
• The fire lane configuration on the north side of the building changed due to a change in placement of
the porte cochere.
• The dumpster location moved to be against the building instead of in the parking area. They're using
a compactor instead of a dumpster. A screening wall is still being provided.
• The pool moved from inside the building to outside the building.
I think that covers the majority of the changes. If you have any more questions please let us know.
