SUBJECT: APPROVAL OF THE PURCHASE OF A POTASSIUM
PERMANGANATE FEED SYSTEM FOR THE WATER
TREATMENT PLANT
RECOMMENDATION:
City Council to consider approval to purchase a Potassium Permanganate Feed System
for the Water Treatment Plant from Century Process Equipment in the total amount of
$24,785.

FUNDING SOURCE:
Funds are available in account 200-48860-534-0 Utility Enterprise Fund/Machinery and
Equipment/Permanent Capital Maintenance.
BACKGROUND:
Invitations to bid were issued in accordance with Local Government Code Chapter 252,
Subchapter A, Section 252.041. The bid advertisements posted in the Fort Worth Star
Telegram on June 25, 2009 and July 2, 2009. Staff issued bid documents to six vendors.
Three vendors responded. A tabulation of the bids is attached for review.
Lake Grapevine has elevated manganese levels in the raw water which requires
treatment in order to prevent brown water from entering into the distribution system. The
water treatment plant combats this problem by feeding potassium permanganate which
oxidizes manganese and allows it to be removed in the treatment process. The current
feed system which was installed in 1989 was manufactured by several different
companies which have gone out of business over the years. This has caused problems
with acquiring parts for necessary repairs when the system breaks down requiring plant
staff to manufacture parts to make the system function properly.
To avoid system breakdowns, Staff budgeted and received approval to purchase a
Potassium Permanganate Feed System during this budget year. Staff issued bids to six
vendors known to supply this equipment and three vendors responded. The lowest bid
received was from Century Process Equipment. Century Process Equipment is the
distributor for Vibra Screw, Inc., who manufactures the equipment.

Because of the wide range of pricing between the lowest bidder and the two other bids
received, Staff spoke with Vibra Screw, Inc. and checked references for this equipment.
After discussions with Vibra Screw, Inc. and the reference checks, Staff believes that
Vibra Screw, Inc. meets or exceeds the specifications outlined in the bid packet. Vibra
Screw, Inc.has been in business for 53 years providing this type of equipment. The
equipment has an unconditional guarantee. City of Grapevine staff will be removing and
installing the new equipment.
Staff recommends approval to purchase the Potassium Permanganate Feed System
from Century Process Equipment as distributor for Vibra Screw, Inc. in an amount not to
exceed $24,785.
