HomeMy WebLinkAboutItem 03 - Parking Timberline Drive ITEM # 3 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER DATE: AUGUST 4, 2009 SUBJECT: PARKING CHANGES ON TIMBERLINE DRIVE RECOMMENDATION: City Council consider adopting an ordinance amending Chapter 23, Traffic, Section 23- 63 of the Code of Ordinances to • Change the "No Parking" restriction along the west side of Timberline Drive from Oak Ridge Point to 930 feet south of Oak Ridge Point to a "No Parking, No Stopping, No Standing" restriction. • Install a new "No Parking, No Stopping, No Standing" restriction along the west side of Timberline Drive from 930 feet south of Oak Ridge Point to 1,436 feet south of Oak Ridge Point. • Change the "No Parking restriction along the east side of Timberline Drive from Oak Ridge Point to 240 feet south of Oak Ridge Point to a "No Parking, No Stopping, No Standing" restriction. • Install a new "No Parking, No Stopping, No Standing" restriction along the east side of Timberline Drive from 240 feet south of Oak Ridge Point to 1,436 feet south of Oak Ridge Point . and take any necessary action. BACKGROUND: The proposed parking restrictions are intended to improve traffic and pedestrian safety in front of two schools along Timberline Drive; Timberline Elementary School and Grapevine High School. Traffic staff and the police department staff were requested by the Timberline Elementary School administration to improve traffic safety in front of the school, especially during school closing times. Parents typically stand (stop or park) on both sides of Timberline Drive in front of Timberline Elementary waiting to pick up their children even though there is plenty of parking and there are two designated pick-up and drop-off areas on school grounds. These vehicles obstruct the visibility of children crossing the street at the designated crosswalk on Timberline Drive and also the visibility of vehicles coming into and out of the school driveways. Installing the proposed parking July 29,2009(11:24AM) restrictions in front of the elementary school will improve pedestrian and vehicular safety. The GCISD is in favor of the restrictions. Staff has also discussed the parking restriction with the owner of the duplexes that are adjacent to the crosswalk and he has no objections to the proposed parking restrictions. Staff has also received complaints from citizens regarding the restricted visibility for vehicles exiting the high school student and parent parking lots. Staff investigated the concerns and found that vehicles exiting the school drop-off parking lot and the student parking lot have their visibility blocked by vehicles stopping or standing along Timberline in front of the high school to pick up the kids. Since plenty of parking is available inside the site and there is also a specific designated pick-up and drop off zone inside the school parking lot, the proposed restriction will improve traffic safety without undue hardship. Portions of Timberline Drive in front of the high school already have a "No Parking" restriction. This will be changed to a "No Parking, No Stopping, No Standing" restriction. Traffic staff has discussed the proposal with the high school administration and they support the proposal. Staff recommends approval. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 23 TRAFFIC, SECTION 23-63 RELATIVE TO NO PARKING ZONES, RESTRICTED PARKING ZONES; AUTHORIZING THE ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING CONFLICTING ORDINANCES; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That Chapter 23, Section 23-63, No Parking Zones, Restricted Parking Zones of the Grapevine Code of Ordinances is hereby amended by deleting the following locations: `Timberline Drive, both sides, no parking between Mustang Drive and a point 1,100 feet south. Timberline Drive, west side, no parking from a point 1,100 feet south of Mustang Drive to a point 1,820 feet south of Mustang Drive." Section 2. That Chapter 23, Section 23-63, No Parking Zones, Restricted Parking Zones of the Grapevine Code of Ordinances is hereby amended by adding the following locations: "Timberline Drive, both sides, no parking between Mustang Drive and Oak Ridge Point. Timberline Drive, both sides, no parking, no stopping, no standing from Oak Ridge Point to 1,436 feet south of Oak Ridge Point." Section 3. That the City Manager, or his designee, is hereby authorized to have the proper traffic signs erected, constructed, and placed at such points along said highways, streets or alleys, or portions hereof under construction, maintenance or repair so that travelers will be reasonably notified of said traffic regulations. Section 4. That all ordinances or any parts thereof in conflict with the terms of this ordinance shall be and hereby are deemed repealed and of no force or effect; provided, however, that the ordinance or ordinances under which the cases currently filed and pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed repealed only when all such cases filed and pending under such ordinance or ordinances have been disposed of by a final conviction or a finding not guilty or nolo contendere, or dismissal. Section 5. That any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. Section 6. That if any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity,which remaining portions shall remain in full force and effect. Section 7. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
