SUBJECT: APPROVAL OF A CONTRACT FOR THE INSTALLATION OF A
REPLACEMENT BRIDGE AT THE MUNICIPAL GOLF COURSE
AND THE RESOLUTION THAT RATIFIES THE CONTRACT
RECOMMENDATION:
City Council to consider award of a contract to Coursey, Inc. for the installation of a
replacement bridge at the Municipal Golf Course in the total amount of $68,517.50 and
approval of the resolution that ratifies the initial purchase.
FUNDING SOURCE:
Funds are available in account 100-45561-109-1/General Fund/P & L Claims
Paid/Insurance.
BACKGROUND:
As a result of a storm that struck Grapevine on June 10th and 11th, the 80' expansion
bridge at the back part of the Municipal Golf Course was severely damaged by a falling
tree. After inspection, the bridge was found to be structurally unsound and to protect the
public's safety, the bridge was closed. Closing the bridge has stopped golf patrons from
direct access from the 5th to the 6th hole of the course and now requires customers to be
transported by cart to the next hole. This process has caused a reduction in revenue
and additional labor expense.
This request is for approval of a resolution to ratify staffs action to contract for services
for the purchase and installation of a new expansion bridge at the Municipal Golf Course
in accordance with Local Government Code Chapter 252, Section 252.022 (a) (1). This
code allows an exemption to the competitive bidding procedure if the procurement is
made because of a public calamity that requires the immediate appropriation of money
to relieve the necessity of the municipality's residents or to preserve the property of the
municipality.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
ACTION TO CONTRACT FOR THE PURCHASE AND
REPLACMENT OF AN EXPANSION BRIDGE AT THE
MUNICIPAL GOLF COURSE AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine Municipal Golf Course was struck by a storm on
June 10 and 11, 2009 that damaged an expansion bridge between the 5th and 6th holes of
the golf course; and
WHEREAS, after inspection, the bridge was found to be structurally unsound and to
protect the public's safety, the bridge was closed; and
WHEREAS, in order to relieve the necessity of the municipality's residents and to
preserve the property of the municipality, City Staff contracted with Coursey, Inc. to
remove the damaged bridge and put in place a new expansion bridge in the total amount
of$68,517.50.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes a
contract with Coursey, Inc. to remove the damaged bridge and put in place a new
expansion bridge in an amount not to exceed $68,517.50.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the contract and purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 4th day of August, 2009.
