Z11-03, CU1 1-24 & PD1 1-04 — Residences at Grapevine Station - submitted by North

as Lot 2R, Block 4, Grapevine Station Addition. The applicant is requesting to rezone

10. 16 acres from BP Business Park District & CC Community Commercial District to R -MF -
2 Multifamily District for the development of a 3 -story apartment complex. The applicant is
also requesting conditional use permit for density, height, open space, front yard setback,
parking and a planned development to include but not be limited to deviation the density,
height, open space, parking, front yard setback, landscape buffer, length of buildings,
building articulation, accessory uses between building line and property line. The property
is currently zoned BP Business Park and CC Community Commercial and is owned by
Triple T Farms.
AM11-05 AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City
Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows: Section 52, Tree Preservation relative to tree preservation and any
other additions, deletions, or changes to various sections, articles and provisions contained
in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

1. At the last council meeting, in regard to allowing outdoor dining, Mayor Tate was
concerned about the additional cars/traffic this would cause. Actually, it would not cause
additional cars because the cars are already there. Many of the already existing 40 outdoor
tables are occupied by customers waiting for indoor tables - therefore the cars are already on
the street. Allowing outdoor dining would help serve the customers faster and maybe help
alleviate some of the parking issues.
2. The city needs to realize that Exparza's is not the only cause of the traffic flow and parking
issues on this block of E. Worth Street. The new business "Painting with a Twist" has a
huge following and most of their business is in the evening hours with their customers
parked on the street for the 2-3 hour sessions. Homestead Winery has been keeping longer
evening hours and, as always, Lazy Bones has a steady customer base. The additional
parking spaces will help alleviate parking all over the downtown since Exparza's, Painting
with a Twist, Lazy Bones and Homestead customers park wherever they can find a nook or
cranny anywhere up and down Main Street.
3. A very desperate issue is alleviating the traffic jams on Worth Street by allowing an exit on
Franklin Street. At times cars can become unacceptably jammed on this street and trying to
exit driveways can be an ordeal. We understand that the people who live on Franklin Street
do not want the exit due to the fact that it will increase the traffic on their street. For those
who choose to reside in historical downtown Grapevine it should be understood that the
upside always has a downside and one "downside" is increase in traffic on their street. You
accept the down with the up for the good of the City. The traffic on this block of Worth
Street cannot continue as is and with the success of the businesses, it is not going to get
relief without the Franklin Street exit.
4. From what we understand, the access to the new lot will be on the west side of the house
and the lot would be fenced. As we see it, this should help in keeping people from parking
on our property which abuts the subject property. We certainly would not mind seeing that
issue solved.

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU97-31 (Ord. 97-69) for a restaurant with the possession, storage, retail sale, and
on -premise consumption of alcoholic beverages (beer, wine and mixed beverages)
specifically to allow outside dining,
At a July 1, 1997 public hearing, a zone change request and conditional use permit were
considered on the subject property to expand the restaurant site to the south to provide
more parking and to allow outside dining, specifically along the west side of the restaurant.
The zone change request and the conditional use permit relative to the inclusion of the
additional parking area were approved; however, the request to allow outside dining was
denied.
With this request the applicant proposes to allow outside dining at the front of the property

along East Worth Street and along the western property line. Total outdoor seating will
accommodate 80 patrons. No outside speakers are associated with this request and the
interior seating will remain unchanged at 211 seats. In an effort to provide adequate
parking for the increased seating associated with the outside dining the applicant has also
submitted a parking plan for consideration. A total of 97 parking spaces are required for
the restaurant including both inside and outside dining (291 seats). On-site the applicant
has provided 51 spaces. The applicant is asking consideration for the potential of 31 on -
street parking spaces along both sides of East Worth Street between Jenkins and Smith
Streets. The owner of the subject restaurant, Mr. Steve Brown, has entered into a contract
to purchase the multi -tenant commercial/office building (contingent upon the approval of
this conditional use permit) at the northeast corner of Jenkins and East Worth Street that
will allow for an additional 16 off-street parking spaces to be utilized by restaurant patrons
during non -business hours. Lastly, Mr. Brown proposes to construct a pedestrian walkway
along the east side of the multi -tenant building previously mentioned so that patrons of the
restaurant can access the existing public parking lot that contains 70 off-street spaces.

The subject property is currently zoned "CBD" Central Business District and is developed
as a restaurant.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned from "C-2" Community Business District to Specific Use
Permit for the possession, storage, retail sale, and on -premise consumption of alcoholic
beverages incidental to the operation of a restaurant in accordance with the approved site
plan (Ordinance 80-69). The subject property was rezoned from the Specific Use Permit in
the 1984 City Rezoning to Central Business District. Conditional Use Permit CU89-20
(Ordinance 90-10) allowed for the sale, storage and on -premise consumption of alcoholic
beverages (beer, wine and mixed drinks only). Zone Change Request Z97-14 and
Conditional Use Request CU97-31 were considered at Council's July 1, 1997 meeting to
allow for a .44 acre lot immediately to the rear of the subject site zoned "R-7.5" Single
Family District, to be utilized for parking for the existing restaurant and to allow for outside
dining at the front (north) and along the west side of the restaurant. The zone change
application was approved however, the conditional use application specifically relative to

the outside dining on the patio area to the west was denied. The Site Plan Review
Committee at their August 29, 2001 meeting approved a small modification to the existing
site plan for the subject site (CU01-43) to accommodate upgrades to the kitchen area. The
Site Plan Review Committee at their April 24, 2002 meeting approved a conditional use
permit (CU02-06) which amended the exterior elevations to the existing restaurant on the
subject site and the interior seating area but with no increase in seating. The Site Plan
Review Committee at their December 17, 2003 meeting approved a conditional use permit
(CU03-49) that simply reconsidered the previous amendments associated with CU02-06
that had expired with no action taken. No other changes were proposed. The properties
to the north, south and west were rezoned from "C-2" Community Business to "CBD"
Central Business District during the 1984 City Rezoning and are developed as commercial
uses. The properties to the east were rezoned from "R-1" Single Family District to "R-7.5"
Single Family District and are developed as residential uses.

The subject property is located at 124 East Worth
Street and is proposed to be platted as Lot 2RA,

The applicant is requesting a conditional use permit to amend the previously approved site

specifically to allow outside dining. The applicant is also requesting a zoning change to

At the July 19, 2011 meeting the applicant requested to allow outside dining for 80 patrons
along the front (north) and west side of the existing Esparza's restaurant. To
accommodate the additional parking required for the increased seating, the applicant
presented a parking plan that included on -street parking along both sides of East Worth
Street between Jenkins and Smith Streets (31 spaces) and 16 spaces in a lot at the

northeast corner of Jenkins and East Worth Streets that the applicant, Mr. Steve Brown
has under contract. Conversation centered on the possibility of Mr. Brown providing more
parking on the property he has under contract by demolishing the existing multi -tenant
building along with a proposal presented by Mr. Brown whereby he would rezone,
subdivide and replat the lot which he owns immediately adjacent to the restaurant to the
east to be used for on-site off-street parking. In order to pursue these options and to
prepare a new site plan, the request was tabled to the August 16, 2011 meeting.
Since that meeting a new proposal has been discussed in which the City would purchase
the lot at the northeast corner of Jenkins and East Worth Street and convert it to public
parking. With the removal of the existing structure, 36 parking spaces can be created for
use by visitors. In addition Mr. Brown proposes to rezone and replat 0.2 acres immediately
adjacent to the east to create an additional 20 on-site off-street parking spaces for use by
his patrons. He also intends to widen the drive that accesses the parking area from East
Worth Street to provide safer ingress/egress to the site. With these two parking options in
place, there is no need to consider on -street parking to meet the total parking requirement.
With this request the applicant proposes to allow outside dining at the front of the property
along East Worth Street and along the western property line. Total outdoor seating will
accommodate 80 patrons. No outside speakers are associated with this request and the
interior seating will remain unchanged at 211 seats. A total of 97 parking spaces are
required for the restaurant including both inside and outside dining (291 seats). On-site
the applicant has now provided 71 spaces. The applicant is also asking consideration for
the potential 36 off-street parking spaces at the northeast corner of Jenkins and East
Worth Street to be utilized by restaurant patrons and other visitors to the City that will be
created after the demolition of the existing structure and creation of the new parking lot.

Subdividing and rezoning a portion of the lot immediately adjacent to the east that will
remain zoned as "R-7.5" Single Family District creates a slight nonconforming issue with an
encroachment into the front yard setback for the existing structure and buffer area
separation along the western property line which will require consideration by the Board of
Zoning Adjustment at their August 29, 2011 meeting; other than these existing issues, the
newly created lot is in complete conformance with the zoning ordinance.
Along with the request to allow for the outside dining, the applicant proposes to construct a

Staff recommends the City Council approve Conditional Use Application CU11-20 and
Zone Change Application Z11-05 on the second reading of an ordinance, and take any
other action necessary.
Conditional use application CU11-20 was initially considered by Council at the July 19,
2011 meeting relative to allowing outside dining along the front (north) and west side of
the existing Esparza's restaurant on East Worth Street. Along with the conditional use
permit, a parking plan was submitted for consideration which included parking along
both sides of East Worth Street, parking on an existing lot at the northeast corner of
Jenkins and East Worth Streets and parking in the existing City lot further to the north.
The request was tabled to the August 16, 2011 meeting in order to give the applicant an
opportunity to pursue other options relative to the parking situation created by the
increased seating.
At the August 16, 2011 meeting, conditional use application CU11-20 was reconsidered
along with a zone change application (Z11-05) which proposed rezoning a portion of the
lot immediately adjacent to the east from "R-7.5" Single Family District to "CBD" Central
Business District to be absorbed into the existing Esparza's lot specifically for the
creation of 20 off-street parking spaces. In addition, the City proposed purchasing the
lot at the northeast corner of Jenkins and East Worth Streets with the intention of
demolishing the exiting structure to create a City parking lot containing 36 spaces for
public parking. Both requests were approved by Council on the first reading of an
ordinance due to an existing front yard and buffer area encroachment issue which
required consideration by the Board of Zoning Adjustment.
At their August 29, 2011 meeting, the Board of Zoning Adjustment approved a special
exception to allow the existing residential structure to the east to remain as developed
which now will allow both the conditional use application and zone change application to
be approved by Council on the second reading.

A conditional use permit to amend the previously approve site plan for a restaurant with the possession,
storage, retail sale, and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages),
specifically to allow outside dining was approved by City Council on September 6, 2011. A copy of the
approved site plan and Ordinance 2011-44 is enclosed.
On August 16, 2011, the Planning and Zoning Commission recommended the City Council approve the
request.
Any changes to a site plan approved with a conditional use or a special use (no matter how minor or
major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the City
Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is obtained
and the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use
commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written application,
without notice or hearing. No additional extension shall be granted without complying with the notice and
hearing requirements for an initial application for a Conditional Use Permit.

APPROVAL REQUEST
We respectably request approval of our Conditional Use / Site Plan Submittal as it relates to
Esparza's Restaurant and as delineated on our development site plan package.

It is the intent of this conditional use / site plan submittal to request approval for the use of
existing and available off site parking spaces by Esparza's Restaurant. This request also includes
approval for a portion of said existing off site parking spaces to be counted towards the needed
additional Esparza's Restaurant needs. Said additional parking spaces would be required to
allow Esparza's Restaurant to provide outside Patio Dining and Beverage Waiter Services, at
their existing patio seating area. The existing outside Patio Seating Area is delineated on the
attached Esparza's Restaurant Site Plan.
This Conditional Use / Site Plan submittal approval request is based on the following proposed
improvements and existing conditions, thus providing a solution to the existing seating /parking
ratio issues. For the sake of clarity we have identified each property area by a letter assignment
and provided basic description of their proposed contributions to a positive parking issue
solution.

The above stipulated existing seating / parking ratio illustrates the need for an additional 46
parking spaces, inorder to not only comply with the City Ordinances, but to also provide
adequate restaurant customer services. Based on this information, we propose the following Site
Parking options. Said proposed options would provide a positive and orderly solution for both
the City of Grapevine and Esparza's Restaurant.
II AREA "A" — ESPARZA'S RESTAURANT —124 E. WORTH STREET:
The existing Seating / Parking Ratio has been described above under (Existing Site Date), and
based on said scenario, we provide the following improvements to said site.
1. We propose that a new concrete drive approach be allowed to be constructed on the
South Property onto Franklin Street. This improvement would accomplishes the
following:
• Provide needed access onto the restaurant property during the upcoming
reconstruction/improvements to E. Worth Street, thus facilitating scheduled
Public Works Scope of Work.
• Would provide an alternative route for emergency response vehicles and greatly
improve site access from two City Streets.
• Contribute to creating a positive on site traffic flow and onto City Streets.
2. The proposed new site driveway approach would not negatively impact the continuity
of sense of community in the City or surrounding areas.
3. This solution would improve the existing entry driveway off E. Worth Street and
contribute to the ongoing enjoyment of the City of Grapevine Down Town District.
Based on the positive information provided above, we request approval of said proposed new
Franklin Street Driveway Approach.
III AREA `B" — EAST WORTH STREET:
It is our understanding that in the near future E. Worth Street is scheduled to be improved, by
means of installing new service utilities, to include new concrete curb & gutter and complete
regarding / paving improvements. Based on this opportunity, we propose the following option:
We propose that existing on street parking allowance be continued in an orderly manner.
2. Based on our Area "B" E. Worth Street delineation, we have
available public street parking spaces.

3. The parking space street markings illustrated on the overall site plan, are only used to
indicate approximate locations for each potential space — and no way suggesting that said
street be marked with parking spaces.
4. Also in an effort to salvage / save the existing large oak tree located in front of Esparza's
Restaurant, we illustrated a possible curb planter island around said tree, which would not
only contribute to prolonging the life expectancy of said tree, but also eliminate potential
future damage to the new street curb from the tree roots.
Based on the information provide above we request approval for the allowance of the 31
available public street parking spaces to be counted and contribute towards the additional needed
parking by Esparza's Restaurant.
IV AREA "C" — SINGLE STORY OFFICE BLDG. —115 E. WORTH STREET:
Mr. Steve Brown, Owner of Esparza's Restaurant, has entered into a property purchase
agreement for said property. This purchase agreement is contingent upon receiving City
approval of this Conditional Use / Site Plan submittal request. The basic intent is to own said
property and allow the Restaurant Customers, the use of the parking area during non office
business hours. Based on this information we propose the following options as illustrate on our
site plan.
The overall existing site would be improved as follows:
• Per discussion with City Public Works desire to have a more controlled access onto
the site, and our understanding, we propose that the City construct a new curb drive
approach on E. Worth Street as illustrated, during the scheduled street improvement
phase.
• As part of said street re -construction, it is our understanding that new concrete side
walks would also be installed as illustrated on site plan.
• We also propose that a new drive approach on Jenkins, Street.
• The above stipulated new driveway approaches on both streets would eliminate the
existing continuous curb cuts and create an organized and positive traffic circulation
flow on and off said streets.
• Part of the site improvements, would be to construct a new concrete sidewalk along
the East property line from E. Worth Street to the existing Public Parking Lot Area.
• This solution would provide public access from the Public Parking Lot to E. Worth
Street and Esparza's Restaurant, in a safe and orderly manner.
2. Based on our Area "C" Site Plan delineation, we have calculated a c

Based on the information provided above, we request approval for the allowance of the 16
available parking spaces to be counted and contribute towards the additional needed parking by
Esparza's Restaurant.
V AREA "D" — EXISTING PUBLIC PARKING LOT:
Due to the close proximity of the existing public parking lot to Esparza's Restaurant, we propose
that the existing parking spaces be counted towards the additional required parking. Based on
this information we offer the following solution:
1. With the introduction of the proposed pedestrian side walk delineated in Area "C" —115
E. Worth Street property, this effort would provide the necessary pedestrian walk path
from Area "D" — Public Parking Lot to Area "A" — Esparza's Restaurant.
2. This Public Lot contains 70 parking spaces, for use by the general public in support of
other existing Downtown Business, with Esparza's Restaurant being one major player.
Based on this information, we request approval for the allowance of the 70 available parking
spaces to be counted and contribute towards the additional needed parking by Esparza's
Restaurant.
VI PARKING CALCULATION SUMMARY:
With the combination of the various available options, we believe that these proposed solutions
would benefit not only Esparza's Restaurant, but also the city of Grapevine. The following
illustrates the combined proposed parking calculations, which reflects the opportunity of
achieving a positive solution towards the additional parking needs.

deficiency of 46 spaces. The parking calculations described above, present an opportunity to not
only meet said needs but exceed the required number and still provide 71 available general
public parking spaces beyond the Esparza's Restaurant required needs.
VII CONDITIONAL USE CONTRIBUTIONS:
Our proposed Site Plan and Conditional Use request provides the following substantial
improvements:
AREA "A" — ESPARZA'S RESTAURANT —124 E. WORTH STREET:
1. Provides two points of ingress and egress onto the existing site from E. Worth Street and
Franklin Street.
2. This effort eliminates the existing negative affect to traffic circulation onto the Public
Streets.
3. It would greatly improve the emergency vehicle response time onto said site.

Based on said information, we feel that our proposed Site Plan / Conditional Use request
provides a sound solution and identifies various options available to resolve the existing parking
situation. The above noted solutions protect the general provisions of the Zoning / Development
Ordinances, which provides for the orderly, safe and healthful development within the City. Our
proposal does not disregard, but supports the health, safety and general welfare of the entire
community and its visitors.
We request the our Site Plan / Conditional Use Submittal request — allowing the proposed off site
parking spaces to be counted as part of the additional parking requirement needs and allow
Esparza's Restaurant to provide outside patio dining and beverage waiter services to its
customers. This effort would greatly improve the present situation and expand the contributions
to the City by Esparza's Restaurant. As previously stated, this combined effort will benefit both,

DESCRIPTION OF PROPOSED 1` OPLAN
APPROVAL
We respectfully request approval of our Conditional Use / Site Plan Submittal as it relates to
Esparza's Restaurant and as delineated on our development site plan package.
MOW
It is the intent of this conditional use / site plan submittal to request approval for the use of
existing and available off site parking spaces by Esparza's Restaurant. This request also includes
approval for a portion of said existing off site parking spaces to be counted towards the needed
additional Esparza's Restaurant needs. Said additional parking spaces would be required to
allow Esparza's Restaurant to provide outside Patio Dining and Beverage Waiter Services, at
their existing patio seating area. The existing outside Patio Seating Area is delineated on the
attached Esparza's Restaurant Site Plan.
This Conditional Use / Site Plan submittal approval request is based on the following proposed
improvements and existing conditions, thus providing a solution to the existing seating /parking
ratio issues. For the sake of clarity we have identified each property area by a letter assignment
and provided basic description of their proposed contributions to a positive parking issue
solution.
I EXISTING SITE DATA: (Existing Esparza's Seating / Parking Ratio):
A. Existing Seating:
• Existing Indoor Seating provided: = 211
• Existing Outdoor Patio Seating provided: = 80
Total Combined Existing Seating Provided: = 291
B. Parking Requirements (Based on 1- Space per 3 — seats)
• Required Parking (based on 291 Seats) = 97
• Existing On -Site Parking provided: = 51
• Additional Parking Required for 291 Seats: = 46

The above stipulated existing seating / parking ratio illustrates the need for an additional 46
parking spaces, inorder to not only comply with the City Ordinances, but to also provide
adequate restaurant customer services. Based on this information, we propose the following Site
Parking options. Said proposed options would provide a positive and orderly solution for both
the City of Grapevine and Esparza's Restaurant.
II AREA "A" — ESPARZA'S RESTAURANT —124 E. WORTH STREET:
The existing Seating / Parking Ratio has been described above under (Existing Site Date), and
based on said scenario, we provide the following improvements to said site.
1. We propose that a new concrete drive approach be allowed to be constructed on the
South Property onto Franklin Street. This improvement would accomplishes the
following:
• Provide needed access onto the restaurant property during the upcoming
reconstruction/improvements to E. Worth Street, thus facilitating scheduled
Public Works Scope of Work.
• Would provide an alternative route for emergency response vehicles and greatly
improve site access from two City Streets.
• Contribute to creating a positive on site traffic flow and onto City Streets.
2. The proposed new site driveway approach would not negatively impact the continuity
of sense of community in the City or surrounding areas.
3. This solution would improve the existing entry driveway off E. Worth Street and
contribute to the ongoing enjoyment of the City of Grapevine Down Town District.
Based on the positive information provided above, we request approval of said proposed new
Franklin Street Driveway Approach.
III AREA "B" — 204 E. WORTH STREET:
In an effort to reduce the on street parking along E. Worth Street, we request that the additional
parking area illustrated as Area `B" be allowed. This effort would contribute an additional 20
parking spaces, thus resulting in a new combined onsite parking of 71 spaces. This opportunity
would result in the following improvement:
The above noted option would be accomplished by allowing the property located at 204
E. Worth Street to be sub -divided into (2) two lots as illustrated on Sheet # SP 1.2.

2. The front portion of said lot would retain the existing SF -7.5 Zoning, while the rear
portion would be changed to a CBD Zoning and become part of the existing Esparza's lot
area.
3. By allowing the zoning change, the new combined onsite parking calculation would
result in an increase from 51 to 71 parking spaces.
4. Another positive result of this effort is that it would provide the opportunity to enlarge
the existing driveway from 14 feet wide to approximately 26 feet wide. This would allow
a safer ingress / egress to the existing restaurant site off E. Worth Street.
Based on the information provided above we request approval of said zoning change and
amended plat submittal as illustrated on our Sheet #SP 1.2
IV AREA "C" — EXISTING PUBLIC PARKING LOT:
Due to the close proximity of the existing public parking lot to Esparza's Restaurant, we propose
that the existing parking spaces be counted towards the additional required parking. Based on
this information we offer the following solution:
This Public Lot contains 70 parking spaces, for use by the general public in support of
other existing Downtown Business, with Esparza's Restaurant being one major player.
Based on this information, we request approval for the allowance for the use of available parking
Spaces, to be counted and contribute towards the additional needed parking by Esparza's
Restaurant.
IV AREA "D" — SINGLE STORY OFFICE BLDG. —115 E. WORTH STREET:
As discussed during our meeting, it is our understanding that the City intends to enter into a
property purchase agreement for said property. This purchase agreement by the City would
make provisions for additional public parking spaces, which could be used by Esparza's
Restaurant Customers. Based on the preliminary site design information received from Public
Works, the following stipulates the overall site improvements to be developed, as illustrated on
Sheet SP 1.1. creating the following benefits.
1. The overall existing site would be improved as follows:
• Per discussion with City Public Works the existing building structure would be
removed and the overall site improved as follows:
• The City desire to have a more controlled access onto the site, a new curb drive
Approach's would be constructed on E. Worth Street as illustrated, during the
scheduled street improvement phase.

• As part of said street re -construction, it is our understanding that new concrete side
walks would also be installed as illustrated on site plan.
• The above stipulated new driveway approaches would eliminate the existing
continuous curb cuts and create an organized and positive traffic circulation
flow on and off said streets.
• This solution would provide public access from the existing Public Parking Lot Area
"C", and also to E. Worth Street / Esparza's Restaurant, in a safe and orderly manner.
2. Based on our Area "D" Site Plan delineation, we have calculated a contribution of 36
available additional parking spaces, to be used as general public parking.
VI PARKING CALCULATION SUMMARY:
With the combination of the various available options, we believe that these proposed solutions
would benefit not only Esparza's Restaurant, but also the city of Grapevine. The following
illustrates the combined proposed parking calculations, which reflects the opportunity of
achieving a positive solution towards the additional parking needs.
• AREA "A" — ESPARZA'S RESTAURNAT —124 E. WORTH STREET:
Total Parking Provided on Site: = 51 Spaces
• AREA "B" — 204 E. WORTH STREET:
Total Additional Parking Spaces provided on site: = 20 Spaces
• AREA "C" — EXISTING PUBLIC PARKING LOT:
Total Parking Provided on Site — 70 Spaces
