2. Please add the following: graphic scale; vicinity map and north point
to the site/floor plan.
3. Please designate alcohol storage, point of sale, alcohol display
areas and consumption areas on the floor plan.
4. In addition to the floor plan please provide a dimension control site
plan which shows the full extent of the subject property, the
adjacent lots, label Main Street and Barton Street as well as
available parking along Barton Street.
5. Please note the following Fire Department comments. Please direct
all questions regarding the following comments to Randie Frisinger
at 817.410.8100.
• Enclosed areas or covered areas will require sprinkler protection to be
extended into that space.
• Exit path gates or doors from Farina's must be equipped with hardware
and swing in direction of egress path to a public way.
• Ensure clearances around electrical and HVAC equipment is maintained
to provide air circulation and prevent accumulation of heat.
• Grade of the site may be a problem for some if the walkway is not level
and be a trip hazard when exiting in an emergency.
• Locks and latches on the patio fence must be openable by the fire
department for access to the building.
6. Please note the following preliminary requirements from Building
Inspections. Please direct all questions regarding the following
comments to Don Ellison — Field Coordinator/Plans Examiner or
Allen Hunt - Plans Examiner at (817) 410-3160.
• The outside dinning floor plan shall be modified to reflect the proposed
seating arrangement and occupant load.
• An additional exit may be required clear access to the public way from the
required exit discharge shall be indicated on the plans.
• The Site plan shall clearly define the property boundaries and right of way
and shall be to scale.
• The proposed parking shall accommodate a pedestrian walkway in front of
the vehicles with a 36" min clear width connecting the path of egress and
clear of the vehicular way. The parking spaces shall not encroach the
vehicular way and shall meet the minimum required dimensions of 9' x 18,.
• The covered portion of the patio shall be sprinkled.
• Provide and maintain access to the grease trap and fire riser equipment.
All lighting shall conform to the requirements of the grapevine Zoning
Ordinance.
• The patio cover shall be engineered to withstand wind speeds of 90
mph/3sec gust and 20 Ib/psf snow loads.
• Structural plans and footing details signed and sealed by a State of Texas
Registered engineer shall be submitted at the time of permit application.
Shade structures if used shall meet the specific requirements as outlined
by the Building Inspection Department. A building permit will be required
upon approval of the CU and may be submitted simultaneously with this
process.
7. Show dimensions of parking spaces, island modifications, etc.
8. The landscape island has landscaping and irrigation, this will have to be
modified with the construction as well as discussed with our Parks and
Rec. Department for sprinkler modifications.
9. Please note the possible conflict between a proposed cover and existing
overhead power lines.
10. Please add the following note to the site/floor plan:
Conditional use request, CU11-04 is a request to amend the site
plan approved for ordinance 2007-23 for the possession, sale,
storage, and on- and off -premise consumption of alcoholic
beverages (wine only) in conjunction with a wine tasting room
specifically to allow outside dining with on -premise alcohol
consumption (wine only).
The premise is the entire site.
11. For verification purposes please email a PDF of the final sheets
before the final copies are reproduced.
The above comments must be reflected in the revised submittal,
which is due by Monday, February 28 at 12:00 p.m. for the March 15
joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11 ° x 17° three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the riaht edae in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

Albert:
Per our field trip, have the following comments that you'll wish to incorporate with what Don and Randie
come up with.
- The site plan needs to have better dimensioning and also include the ROW line as well as the existing
curb adjacent to Barton Street (at the west portion of that island they are modifying). Show dimensions of
parking spaces, island modifications, etc.
- The island has landscaping and irrigation, this will have to be modified with the construction as well as
discussed with our Parks and Rec department for sprinkler modifications.
- It currently looks like there will be only 18' from the proposed fence to the face of curb in Barton. Verify if
there needs changes to the fence location so that a walking path is maintained in front of the vehicles
between the parking and fence. Don mentioned 3' was needed, if this is the case, then 21' will be needed
between the back of the parking space and the fence. Have them dimension this on the plan.
- Pay attention to overhead lines for an canopy/covering that may be proposed.

On Tuesday evening, March 15, 2011 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU11-03 - Buffalo Wild Wings - submitted by Intertech Design Services Inc. for property
located at 1525 William D Tate Avenue and platted as Lot 6, Block 1, Crossroads at DFW
Addition. The applicant is requesting a conditional use permit to amend the previously
approved site plan specifically to revise the floor plan and exterior elevations. The property
is currently zoned "CC" Community Commercial and is owned by B -Wings Grapevine, LP.
CU 11-04 — Farina's Winery - submitted by Farina's Winery for property located at 418 and
420 South Main Street and platted as Lots 11 & 12, Block 3, City of Grapevine Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan to revise the exterior elevations and allow an outside wine tasting area in conjunction
with a winery. The property is currently zoned "CBD" Central Business District and is
owned by Terry LaCrosse and Lance D Gilliam.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU07-03 (Ord. 07-23) to allow for the possession, storage retail sale. on -premise
and off -premise consumption of alcoholic beverages (wine only) in coniunction with a wine
tastinq room, specifically to expand the wine tasting room to include an outdoor wine
tasting area.
On April 17, 2007 a request to expand a wine tasting room into an adjacent retail space
along with outdoor dining was denied due to concerns about noise and parking along
Barton Street. On May 15, 2007 City Council reconsidered the denied request and
approved a revised site plan. The revised site plan removed the outdoor dining area and
expanded the interior consumption area into the adjacent retail space (Antique Revival).
With this request the applicant proposes to convert an outdoor area to the rear (west) of

the retail store and wine tasting room into an outdoor wine tasting area. The proposed
outdoor wine tasting area will be partially covered, seat forty patrons, and is approximately
2,337 square feet in area. Outdoor speakers are not proposed and no parking will be lost
due to this expansion. A previously approved site plan established the use of available
parking in the area to meet the parking demand.
On February 23, 2011 the Grapevine Historic Preservation Commission approved a
Certificate of Appropriateness (CA11-12) at 418 and 420 South Main Street for an outdoor
wine tasting area. The approval included outdoor seating, a patio cover, a combination
brick and wood with wrought iron fence, a stone fireplace, brick pavers, and a fountain as
shown on the site plan.

The property is zoned "CBD" Central Business District and is currently used as a retail
shop and wine tasting room.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding areas were rezoned in the 1984 City Rezoning from
"C-2" Community Business District to "CBD" Central Business District. The subject
property is also located within a Historic Overlay District (1-11-92-03). At the August 16, 2005
meeting hearing conditional use request CU05-50 for a wine tasting room was approved on
the subject property. At the October 17, 2006 meeting an extension of one year, to end on
August 16, 2007, was granted to the wine tasting room. At the May 15, 2007 meeting
Conditional Use Request CU07-03 (Ord.07-23) was approved to allow for an expanded
wine tasting room within 418 and 420 South Main Street. On property to the north Planned
Development Overlay PD09-02 (Ord. 2009-09) was approved at the March 24, 2009
meeting which allowed a residence on the second floor of an existing structure. On
property to the east Conditional Use Request CU 11-02 (Ord.11-08) was approved at the
February 15, 2011 meeting which established a bakery of an existing structure.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CBD" Central Business District—various retail businesses
SOUTH: "CBD" Central Business District—various retail businesses
EAST: "CBD" Central Business District—various retail businesses
WEST: "CBD" Central Business District—various retail businesses
AIRPORT IMPACT:
The subject tract is located within "Zone A" zone of minimal effect as defined on the
O:\ZCU\CU11-04.4 2 March 8, 2011 (3:36PM)
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Central Business District land use.
The applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates this segment of South Main Street as Type F, Collector
with a minimum 80 -foot right-of-way developed as 2 lanes.

This letter is to verify that your request for a conditional use permit located at 418 & 420 South Main
Street and platted as Lots 10 & 11, Block 3, City of Grapevine Addition, to amend the previously
approved site plan of CU07-03 (Ord. 07-23) to allow the possession, storage, retail sales, and on -
premise consumption of alcoholic beverages (wine only) in conjunction with a wine tasting room,
specifically to expand the wine tasting room to include an outdoor wine tasting area was approved by City
Council on March 15, 2011. A copy of the approved site plan and Ordinance 2011-14 is enclosed.
On March 15, 2011, the Planning and Zoning Commission recommended the City Council approve the
request.
Any changes to a site plan approved with a conditional use ora special use (no matterhow minor
or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on which the
City Council grants the Conditional Use, unless within such one (1) year period: (1) a Building Permit is
obtained and the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained
and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written application,
without notice or hearing. No additional extension shall be granted without complying with the notice and
hearing requirements for an initial application for a Conditional Use Permit.
