Please add case number CU11-27 to the signature block of each
sheet and number the sheets in consecutive order.
2. Please label the site plan as dimensional control site plan and
dimension the distance to the north property line for the proposed
addition.
3. The proposed addition will need to be sprinkled. Please label the
existing/proposed fire lane and width. Please contact the City of
Grapevine Deputy Fire Chief (Randie Frisinger) at (817) 410-3482
to discuss fire prevention requirements for the proposed addition.
4. Please label the existing items on the dimensional control site plan
such as the fence adjacent to Hanover Drive, the pipe rail, existing
vehicle display and the designated employee parking. Showing
designated employee parking is very important. Please include
in the synopsis chart the number of employee parking spaces.
5. Within the square foot totals chart please change the case number
to CU11-27.
6. Please dimension the distance to the nearest property line and show the
location of any proposed pole or monument signs on both the dimensional
control site plan and the landscape plan. A previously approved
monument sign adjacent to Hanover Drive is not shown. Please
provide an uncolored/unshaded elevation of all proposed pole or
monument signs on a 24"x36" sheet, including the previously approved
Ford pole sign. Also please re -label the Toyota signs as being removed.
7. The text within the footprint of the Lincoln showroom is not legible on the
dimension control site plan or the landscape plan.
8. The proposed tree islands trees need to be labeled on the landscape plan
instead of being referred to within construction documents. Please select
trees from the Required List for Landscape Islands found in the City of
Grapevine Zoning Ordinance and list accordingly within the tree
calculations.
9. The row of parking on the east side of Lincoln building requires one tree
island and a tree. Also one tree appears to have been omitted from the
landscape plan within the row of parking along the west property line,
adjacent to the 2,115 -square foot service addition. If any new light poles
are proposed please provide a pole detail.
10. The south elevation does not meet the masonry requirement of 70%
excluding doors and windows. Please provide the appropriate exterior

material to meet this requirement and revise the masonry percentage
calculation chart accordingly. The proposed proscenium is not required to
meet the masonry requirement. The colored rendering of the elevation
and the showroom will not be required for the final revisions.
11. Please note Building Inspections will require project data sheets for the
proposed Lincoln showroom when a building permit application is
submitted. A demolition permit will be required to demolish the existing
used car sale building. Please contact Don Ellison at (817) 410-3165 for
any question regarding these requirements.
12. Please dimension a typical parking space on the floor plan sheet.
13. Please include within the existing parking table the number of parking
spaces which will be lost due to the proposed expansions/additions.
14. Please provide an internal traffic circulation plan.
15. Please original signatures on Forms A and B of the Conditional Use
Application.
16. Please add the following note to the site plan:
Conditional Use Request CU11-27 is a request to amend the
previously approved site plan of CU10-28 (Ordinance 2010-65)
for a planned commercial center for automobile dealership with
sales and service of new and used vehicles, specifically to
allow a 8,991 square foot addition to the new car showroom for
Lincoln and two pole signs.
17. For verification purposes please email a PDF of the final sheets
before the final copies are reproduced.
The above comments must be reflected in the revised submittal,
which is due by Tuesday, September 27th at 12:00 p.m. for the
October 18th joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
one (1) colored rendering of landscape plan without text on 11" x 17" or a
digital version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).

On Tuesday evening, October 18, 2011 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z11-06, CU11-26, PD11-06 - Grapevine Terrace Apartments - submitted by SPK
Development Partners property located at 2311 West Grapevine Mills Circle and proposed
to be platted as Lot 1, Block 1, Grapevine Terrace Apartments Addition. The applicant is
requesting to rezone 11 acres from "R -MF -2" Multifamily District to "R -MF" Multifamily
District for the development of a 4 -story apartment complex. The applicant is also
requesting a conditional use permit for density, height and parking and a planned
development overlay to include but not be limited to deviation from maximum length of
buildings and distance between buildings. The property is zoned "R -MF -2" Multifamily
District and is owned by City Bank.
CU11-27 - Grapevine Ford -Lincoln - submitted by Carroll Architects for property located
at 801 East State Highway 114, and platted as Lot 2, Block A, VTG Grapevine Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan to remove the used car sales building and allow the addition of a new car sales
showroom for Lincoln and a pole sign. The property is zoned "PCD" Planned Commerce
Development and is owned by AIGTLP-Texas LP.
CU11-28 - Baylor Medical Center - submitted by Baylor Medical Center for property
located at 1650 West College Street and platted as Lot 1A, Block A, Grapevine Medical
Center Addition. The application is requesting a conditional use permit to amend the
previously approved site plan to allow an expansion to the hospital. The property is
currently zoned "CC" Community Commercial District and "PCD" Planned Commerce
Development District and is owned by Baylor Regional Medical Center.

GRAPEVINE CITY COUNCIL AND
PLANNING AND ZONING COMMISSION
Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the
subject tract object to the case, a 3/4 vote of the City Council is required to approve

Purpose of Request:
The public hearing is to consider an application submitted by Carroll Architects for property

Addition. The applicant is requesting a conditional use permit to amend the previously

PROPERTY LOCATION AND SIZE:
The subject property is located at 801 East State
Highway 114 and is platted as Lot 2, Block 1, VTG
Grapevine Addition. The addition contains 11.84
acres and has 531 feet of frontage along State
Highway 114 westbound service road and 314 feet of
frontage along Hanover Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU10-28 (Ord. 2010-65) for a planned commercial center for an automobile
dealership with sales and service of new and used vehicles, specifically to allow for a new
car showroom and one pole sign.
The subject site was considered by Council at their September 15, 2009 meeting and
allowed for the relocation of the existing Ford dealership to the subject site. At the
November 16, 2010 meeting an expansion to the new car sales area and service
department were approved by Council. With this request the applicant proposes a 35 -foot
pole sign and a 8,907 -square foot new car sales building for Lincoln.

Three signs—two monument and one pole sign were previously approved for Ford on the
subject site. One monument sign will be replaced by the Ford pole sign. The proposed
pole sign for Lincoln will bring the total to three signs on the subject site. No other changes
are proposed.
PRESENT ZONING AND USE:
The property is currently zoned "PCD" Planned Commerce Development District and is
developed as the Toyota automotive dealership.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding properties were rezoned in the 1984 City Rezoning from "LI"
Limited Industrial to "PCD" Planned Commerce Development District. No development
has occurred adjacent to this site, to date, except for the platting of the Trinity Addition for
public rights-of-way. Conditional Use Request CU97-32 was approved by Council at the
August 19, 1997 meeting and allowed for a planned commercial center with sales and
services of new and used automobiles. Another conditional use request was considered
and approved on this site (CU98-66) at the December 15, 1998 meeting which allowed for
the addition of two shade structures to the rear of the Parts and Service building. At
Council's July 15, 2003 meeting conditional use request CU03-22 was approved which
allowed for two temporary move -in buildings to be utilized for temporary sales offices for a
period of 18 -months while new permanent sales office area is under construction. The Site
Plan Review Committee at their January 26, 2005 meeting approved conditional use
request CU05-02 for an enclosure of a patio area near the southwest corner of the existing
sales office for use as additional office space for the sales staff. A five -bay lube center
was also added to the site. Conditional use request CU05-58 was approved by the Site
Plan Review Committee at the December 14, 2005 meeting which allowed for the addition
of a single bay automated car wash to the site and a reduction in height from 40 -feet to 35 -
feet for an existing pole sign and an increase from 20 -feet to 24 -feet for an existing pole
sign. The Site Plan Review Committee approved CU06-22 at their June 28, 2006 meeting
which allowed for a detached car wash and detail area at the rear of the service area.
Conditional use request CU06-59 was approved by the Site Plan Review Committee at
their December 21, 2006 meeting which reduced the size of the detail/car wash area. At
the September 15, 2009 meeting Council approved a conditional use request on the
subject property (CU09-29) which converted the existing Toyota dealership to a ford
dealership and allowed for an expansion to the showroom, service area and service drive.
At the December 15, 2009 meeting Council approved conditional use request CU09-44
(Ord.2009-58) on the subject property which allowed for an expansion to the new car sales
building and service drive and to eliminate an existing used car building. At the November
16, 2010 meeting Council approved conditional use request CU10-28 (Ord.2010-65) on the
subject property which allowed for additional square footage to the new car sales building,
delivery area and the service department.

SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "LI" Light Industrial District—existing warehousing development
SOUTH: "PID" Planned Industrial Development District—various existing
warehousing development
EAST: "PCD" Planned Commerce Development District—Park Place Lexus
WEST: "PCD" Planned Commerce Development District—Texas Toyota
AIRPORT IMPACT:
The subject tract is located within "Zone A" Minimal Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Hanover Drive as a Type E Collector with a minimum
75 -foot right-of-way developed as four lanes.

This letter is to verify that your request for a conditional use permit located at 801 West State
Highway 114 and platted as Lot 2, Block 1, VTG Grapevine Addition, to amend the approved site
plan of CU10-28 (Ord. 2010-65) for a planned commercial center for an automobile dealership with
sales and service of new and used vehicles, specifically to allow for a new car showroom and one
pole sign for Lincoln was approved by City Council on October 18, 2011. A copy of the approved
site plan and Ordinance 2011-56 is enclosed.
On October 18, 2011, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

We are submitting a package today which will revise the existing CU09-44, Ordinance
2009-58, by the addition of a new free standing Lincoln Ford dealership of +/- 9,000 S.F.
on the same 11.83 ac. site. We are also requesting to replace one approved monument
sign with a "Lincoln" pole sign along the frontage road.
There is no substantial harm to the value, use, or enjoyment of other property in the
neighborhood as there are many car dealerships along this stretch of highway. This
project will add value in the neighborhood by giving the customers more products to
choose from in the same area.

2. Please label the new landscape island and select a tree from the Required List for
Landscape Islands found in the City of Grapevine Zoning Ordinance and list accordingly on
the dimensional control plan.
Response: The landscape island has been labeled. It is preferred that a tree will be selected
