All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

2. Please rename the furniture plan to floor plan and include the
location of column 41 on the floor plan. In addition to the leasehold
area, please dimension the entire floor plan including dining areas
and label the entrance. An alternative to darkened hatching is
labeling the darkened area as not included in the lease area.
Please label the item adjacent to the dining areas. Please label a
terminal feature such as the main concourse on the floor plan sheet
and lease location sheet.
3. The point-of-sale, dining area(s) and alcohol storage area(s)
should be easily distinguishable on an 11'x17" sheet size.
Please provide a method, possibly hatching on the floor plan, to
distinguish the point of sale location, dining areas and alcohol
storage areas.
4. Please provide a building data chart on the floor plan including:
total square footage of space, occupancy type, construction type,
and occupant load for each of the use areas including kitchen/bar,
dining/fixed seating, dining individual seats, storage and or office
and the total occupant load.
5. Please provide a seating chart (with the seating mix) for the total
number of seats.
6. The lease location sheet and floor plan sheet need to match. The
final sheets will be reduced to an 11"x17" size for public hearing
purposes. The labeling used on all the sheets may become
indistinguishable on the reduced size. Please print and view the
reduced size to insure all labeling is legible.
7. Please add the following note to all sheets:
Conditional Use Request CU12-32 is a request to allow the
possession, storage, retail sale and on -premise consumption of
alcoholic beverages (beer, wine and mixed beverages) in conjunction
with a restaurant at DFW International Airport.
8. The food service equipment plan and the construction level 01 sheets may
be omitted from the final revision but the location of the point-of-sale and
beer display from the food service equipment plan should be shown on the
floor plan.
9. Please provide a graphic scale in addition to the numeric scale on the floor
plan sheet.
10. Please provide an uncolored menu.
11. Prior to reoroducina the final conies. please email a PDF of the
The above comments must be reflected in the revised submittal,
which are due by Wednesday, August 29th for the September 18 joint
public hearing. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following

Z12-09 - Vineyard Creek Estates - submitted by Contrast Development for property
located at 2011 Hall -Johnson Road and legally described as Trs 3A1, 3A1 D1, 3B, Abstract
405 William Driskill Survey. The applicant is requesting to rezone 18.864 acres from
"PCD" Planned Commerce Development to "R-5.0" Zero -Lot -Line District for the
development of 54 lots and three common areas. The property is currently zoned "PCD"
Planned Commerce Development and is owned by ONCOR Electric Delivery.
CU12-32 - Salt Lick BBQ - submitted by Brazos FLV LLC for property located at 1000
International Parkway, Terminal A, Columns 41-43. The application is requesting a
conditional use permit to allow the possession, storage and retail sales of on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with
a restaurant. The property is currently zoned "GU" Governmental Use and is owned by
Dallas/Fort Worth International Airport.
CU12-34 - Ling and Louie's Asian Bar and Grill - submitted by Luis Ibarguengoytia for
property located at 1000 International Parkway, Terminal A, Columns 31-34. The applicant
is requesting a conditional use permit to allow the possession, storage and retail sales of
on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant. The property is currently zoned "GU" Governmental Use and

CU12-35 - Classic Hummer - submitted by Speed Fab -Crete Corporation for property
located at 2501 William D Tate Avenue. The applicant is requesting a conditional use
permit to amend the previously approved site plan specifically to allow a 13,856 square foot
addition to the parts distribution warehouse. The property is currently zoned "CC"
Community Commercial District and is owned by 2501 Partners Ltd.
PD1 2-07 - Lake Pointe Addition - submitted by Joe Wright for property located at 1100
Dove Road and proposed to be platted as Lots 1-35X, Block 1, Lots 1-12X, Block 2 and
Lots 1-20, Block 3, Lake Pointe Addition. The applicant is requesting a planned
development overlay to deviate but not be limited to front & rear yard setbacks, building
coverage and right-of-way standards. The property is currently zoned "R-7.5" Single

SU12-02 - Calvary Chapel Grapevine - submitted by Richard Miller for property located at
3500 William D Tate Avenue #200 and platted as Lot 1, Block 1, Mayse Professional
Center Addition. The application is requesting a special use permit to allow a church within
the "CC" Community Commercial District. The property is currently zoned "CC" Community

The subject property is located at 1000 International
Parkway, Terminal "A" between Columns 41 - 43.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage, retail
sale, and on -premise consumption of alcoholic beverages (beer, wine and mixed
beverages) in conjunction with a restaurant.
The applicant is requesting on -premise alcohol beverage sales and consumption for the
Salt Lick Bar-B-Que restaurant located within a newly created lease space between
columns 41-43 in Terminal "A".
PRESENT USE:
The property is currently developed as the Dallas/Fort Worth International Airport.

The subject tract is partially located within "Zone C", zone of greatest effect, as defined on
the "Aircraft Sound Exposure: Dallas /Fort Worth Regional Airport Environs" map. Industrial
and commercial uses that can tolerate high levels of sound exposure are appropriate in
"Zone C". The applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as governmental land use. The
applicant's proposal is in compliance with the Master Plan.

Mr. Collins:
This letter is to verify that your request for a special use permit located at 1000
International Parkway, Terminal A, Columns 41-43 to allow the possession, storage,
retail sale, and on -premise consumption of alcoholic beverages (beer, wine and mixed
beverages) in conjunction with a restaurant was approved by City Council on September
18, 2012. A copy of the approved site plan and Ordinance 2012-49 is enclosed.
On September 18, 2012, the Planning and Zoning Commission recommended the City
Council approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a
Conditional Use Permit.
