SUBJECT: APPROVAL OF THE PURCHASE OF ROTARY LOBE PUMPS
FOR THE WASTE WATER PLANT
RECOMMENDATION:
City Council to consider approval to purchase two rotary lobe pumps for the Water
Treatment Plant from Rotasery L.P. in the total amount of$46,460.
FUNDING SOURCE:
Funds are available in account 200-43370-534-0 Utility Enterprise Fund / Permanent
Capital Maintenance /Wastewater Treatment Infrastructure Maintenance.
BACKGROUND:
Invitations to bid were issued in accordance with Local Government Code Chapter 252,
Subchapter A, Section 252.041. The bid advertisements posted in the Fort Worth Star
Telegram on June 18, 2009 and June 25, 2009. Staff issued bid documents to four
vendors. One vendor responded. A tabulation of the bids is attached for review.
Staff accepted bids for the purchase of two rotary lobe pumps to replace existing rotary
lobe pumps that no longer perform to specifications. The belt press rotary lobe pump is
a critical part of the wastewater treatment plant process and is used to remove excess
sludge from the plant. Without removing sludge from the wastewater treatment plant it
would cause the treatment plant not to function properly causing excessive odors and
potential violations with our treatment plant permit. Over the life of the rotary lobe pumps
at the wastewater treatment plant (23 years), the harsh environment and harsh pumping
conditions have caused excessive damage to the pumps. The plant has made
numerous repairs over the years and they now need replacement to bring the plant and
operations back within design specifications. Without these pumps the plant cannot
effectively remove excess sludge to maintain the healthiness of the plant.

Staff called the non-responding vendors to inquire as to why they did not submit a bid.
Reasons ranged from time constraints with current work loads to not having the
capability of labor services to meet some of the specifications. After references were
checked, staff determined that Rotasery L.P. meets and exceeds the specifications
outlined in the bid packet.
Staff recommends approval to purchase two rotary lobe pumps for the Wastewater
Treatment Plant from Rotasery L.P. in the amount not to exceed $46,460.
