W The subject property is located at 1300 Texan Trail and is proposed to be platted as Lot 1, Block 1, Park Place Mercedes Addition. The addition contains 20.41 acres and has approximately 825 feet of frontage along Texan Trail and 790 feet of frontage along Minters Chapel Road. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to establish an automotive dealership with sales and service of new and used vehicles and two 20 -foot pole signs The applicant proposes to develop an automotive dealership immediately adjacent to the north of the existing Cadillac/Saab dealership near the northeast corner of Minters Chapel Road and the westbound State Highway 114 service road. The dealership will be comprised primarily of one large multi -phase structure of several components—a 43,483 square foot two-story structure housing the sales and administration functions of the dealership and a two-story,114,042 square foot service building that will house the vehicle service, body shop, parts, and employee area for the dealership. A stand alone car wash and a second phase, make-ready structure are also proposed. This dealership will have frontage along both Texan Trail and Minters Chapel Road with the main entrance to the 0:/ZCU/CU0943.4 1 December 10, 2009 (8:37AM) site being from Texan Trail. Access from Minter's Chapel Road will be controlled, gated access; a security pipe -rail fence, two feet in height will surround the entire site. One, 20 - feet in height, 49 -square foot pole sign is proposed along Texan Trail along with a monument sign that is five feet in height and 30 square feet in size; an identical pole sign is proposed along Minters Chapel Road. Shade/hail protection structures are proposed over a selected portion of the display parking at the northwest corner of the site near the main entrance from Texan Trail. At Council's October 16, 2007 meeting a conditional use permit was approved on the subject site for an automotive dealership for a Mercedes dealership but was never developed. PRESENT ZONING AND USE: The property is currently zoned "CC" Community Commercial District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject site as well as the properties to the north and south were zoned 14' Light Industrial District prior to the 1984 City Rezoning. The property to the west of the subject site was zoned "L-1" Limited Industrial District prior to the 1984 City Rezoning at which time it was zoned to "PCD" Planned Commerce Development District. A conditional use permit (CU98-69) was approved on the property to the west in January, 1999 for an automotive dealership (Park Place Lexus). A conditional use permit on the property to the south was approved in December, 2002 (CU02-52) for a Cadillac/Saab dealership. A conditional use permit was approved by Council on the subject tract (CU07-32) for an automobile dealership with sales and service of new and used vehicles (Park Place Mercedes) at their October 16, 2007 meeting but was never developed. Please review the following items: * Park Place would like to emphasize to the City of Grapevine that this video element is designed as a feature for the pedestrian circulating within the site. * The video screen element is 270 feet away from Texan Trail. * The video screen location by the building, it's low height, and the new cars in front of the building will make the element very difficult to see (if at all) from Texan Trail. * The top of the car display is only 24 inches above the adjacent paving. The video screen element on the sides of this car display would have a maximum height of 12 to 18 inches to fit within the previously described 24 inch tall car display. Refer the previous rendering that I have sent to you. * There would only be one video screen element which is located at the car display on the northeast side of the Showroom building. * The video element would be as bright as a flat screen TV. * The video element would be able to display video or still images just like a flat screen TV. * Video segments will only be shown during business operation hours. After hours, the video element will display a non-moving still image. * The actual images of the video segments shown will vary but the subject matter will always relate to the Park Place and Mercedes-Benz brands. * The video segments and still images may contain text but the subject matter will always relate to the Park Place and Mercedes-Benz brands. * Park Place is excited about opening the first true Mercedes-Benz Autohaus dealership in the DFW metroplex in Grapevine and wants to assure the City of Grapevine that this will be a high quality addition to the City's portfolio of buildings and businesses. Please do not hesitate to call me with addition questions or clarifications. My goal is to effectively communicate to you the true innovative and creative aspects of the element of the project and to assure you that we are carefully considering the effects of this element on surrounding properties. Thank you for your assistance in this matter.
