HomeMy WebLinkAboutItem 10 - Downtown ImprovementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 6, 2022 SUBJECT: PARKING LOT LIGHTING AND PEDESTRIAN IMPROVEMENTS IN DOWNTOWN AREA RECOMMENDATION: City Council to consider approval of lighting improvements in public parking lots and associated pedestrian access improvements to serve the downtown area by awarding informal requests for quotes for HOPE conduit installation from Predur Underground Construction Inc.; Hydrovac services from AIMS Companies; and traffic light poles from Wholesale Electric Supply for the Public Works Department; an ordinance appropriating funds; and take any necessary action. FUNDING SOURCE: Funds are available in the Capital Projects Streets Fund in the estimated amount of $275,000. BACKGROUND: With the success of the City's Christmas Capital program last year and the significant increase in pedestrian traffic, staff is proposing several capital improvements. These additions are designed to improve the pedestrian experience, especially after dark, for the upcoming holiday season. Staff proposes to make pedestrian access improvements as shown in the attached exhibit on Main Street between Dallas Road and Northwest Highway and improvements between Main Street and the parking lots in the downtown area. In addition, staff is proposing to either expand, rebuild, or upgrade the parking lot and street lighting as shown in the attached exhibit. All new lighting fixtures will be 4000K LED fixtures. This will produce the same lighting as at the recently constructed Vine parking lot at Worth Street and Barton Street. This lighting work will be accomplished with City forces and the following vendors: HOPE Conduit Installation (boring) - This purchase is for the installation of HOPE conduit by directional bore per the attached map of Downtown Main Street and surrounding lots. Quotes were taken in accordance with City Purchasing Policy. Formal bids and advertisements are not required for purchases under $50,000. Three vendors submitted quotations. Predur Underground Construction Inc. submitted the lowest responsive and responsible quote meeting specifications. Predur Underground Construction Inc. $48,400. Aqua Bore LLC $76,650. Durable Specialties, Inc. $85,570 Hydrovac services (excavation) - The purchase is for the hydro -excavation of the ground for the installation of the light pole bases. Quotes were taken in accordance with City Purchasing Policy, Formal bids and advertisements are not required for purchases under $50,000. Three vendors submitted quotations. AIMS Companies submitted the lowest responsive and responsible quote meeting specifications. AIMS Companies $15,000. Polaris Services, LLC $15,224. Bulldog Services $17,402. Light Poles - The purchase of the light poles is to illuminate the parking and roadway areas to enhance the pedestrian experience, Quotes were taken in accordance with City Purchasing Policy. Formal bids and advertisements are not required for purchases under $50,000. Three vendors submitted quotations. Wholesale Electric Supply submitted the lowest responsive and responsible quote meeting specifications, Wholesale Electric Supply $30,678. Dealers Electric $30,995. CED $31,285. The remaining funding of $189,922 will be used to cover the construction of sidewalks, as indicated on the attached map, concrete removal and replacement, wiring, and other incidental items which will be performed under existing contracts. Staff recommends approval. BB/FB/LW ORDINANCE NO. 2022-059 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $275,000 IN THE CAPITAL PROJECTS STREETS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to construct lighting improvements in public parking lots and associated pedestrian access improvements to serve the downtown area; and WHEREAS, funding is available in the Capital Projects Streets Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes the appropriation of $275,000 in the Capital Project Streets Fund for the completion of lighting improvements in public parking lots and associated pedestrian access improvements to serve the downtown area. Section 3. That a copy of the revised FY 2021-2022 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
