SUBJECT: WATERLINE OVERSIZING REIMBURSEMENT
RECOMMENDATION:
City Council consider authorizing waterline oversizing reimbursement to Heritage Square
Development in the amount of$21,093.00, for the construction of a 12-inch waterline along
State Highway 26/Ira E. Woods Avenue between South Kimball Avenue and Mustang
Drive, authorize staff to issue payment to Heritage Square Development once the line is
accepted by the City, and take any necessary action.

Funds are available as follows:
Water Impact Fee Balance, Account No. 200-48930-534-6-000010 $12,751.00
Water PCMF, Account No. 200-43360-534-0 $ 8,342.00
BACKGROUND INFORMATION:
Heritage Square Development is developing the commercial property along State Highway
26 between South Kimball Avenue and Mustang Drive on the south side of State Highway
26. Heritage Square was required to oversize a waterline to accommodate the City's
Water Master Plan.
Under normal conditions, this development would be required to construct an eight inch
waterline, which is adequate to provide service for this type of development. The City Code
provides for the City of Grapevine to refund private developments for the oversizing costs
attributable to the difference in costs of lines necessary for their development compared
to lines required by the City's Master Plans.
The developer has submitted his costs of$39.00 per linear foot for the 12-inch waterline
based on his bid from Wright Construction Co. For comparison, Wright Construction Co.
also provided bid prices for an eight-inch waterline at $23.00 per linear foot. The net
oversizing costs, line extension costs and related appurtenances cost that will be owed to
the development at the time of City acceptance for this waterline is $21,093.00.
Staff has compared the eight-inch and 12-inch waterline costs to other eight-inch and 12-
inch waterline costs from recent projects. The costs reflected in the request are

comparable to other waterline costs for the same line sizes. Therefore, staff feels that the
prices presented by the developer are reasonable costs for this type of work.
Staff recommends approval.
